PM Special Fuel Relief Scheme: A Historic Step to Shield the Masses from Inflation

The Government of Pakistan has formally initiated the PM Special Fuel Relief Scheme to protect low-income and middle-class segments from surging global oil prices. Amid rising tensions in the Middle East threatening global supply chains, international fuel prices have fluctuated unpredictably. For a developing country like Pakistan, where the common man is already burdened by heavy utility tariffs and expensive essential commodities, this targeted federal intervention offers a temporary economic cushion.

On the directives of Prime Minister Shehbaz Sharif, the scheme aims to provide a substantial Rs. 100 per liter subsidy on petrol to owners of motorcycles, rickshaws, and small vehicles up to 800cc. The Economic Coordination Committee (ECC) has allocated Rs. 75 billion for this relief package through a technical supplementary grant.

Scheme Details, Eligibility, and Quotas

The relief is exclusively designated for non-commercial users, limiting registration to one vehicle per Computerized National Identity Card (CNIC):

  • Motorcycles, Rickshaws, and Chingchis: Entitled to a weekly relief of Rs. 500 (covering up to 20 liters of petrol monthly with a Rs. 100/liter discount).
  • Small Vehicles (Up to 800cc like Mehran, Alto, Bolan): Eligible for Rs. 1,000 relief every 10 days (covering up to 30 liters of petrol monthly with a Rs. 100/liter discount).
  • Ownership Condition: The Ministry of Petroleum has clarified that the vehicle does not strictly need to be registered under the applicant’s name; the actual user of the vehicle can claim the relief.

Digital Registration Process (Step-by-Step)

To facilitate citizens without requiring smartphones or internet connectivity, a free SMS-based automated digital system has been designed:

  1. Step 1 (Registration): Open the mobile messaging app, type: REG <space> CNIC Number <space> Vehicle Registration Number <space> Provincial Code <space> Registration Date and send it to 9771.
  2. Step 2 (Verification): Upon successful registration, users will receive a government confirmation message.
  3. Step 3 (Token Generation): Before visiting a fuel station, users must send TOK to 9771 from their registered mobile number.
  4. Step 4 (Availing Discount): A digital token containing the token number, vehicle number, and subsidized fuel volume will be received. Showing this token at the petrol pump grants an immediate savings of Rs. 100 per liter.

⚙️ Enhanced Database Validation & Anti-Fraud Measures

To eliminate bogus entries and double-dipping, the Ministry of Petroleum and the Ministry of IT have integrated real-time cross-referencing between NADRA (National Database and Registration Authority) and provincial Excise & Taxation Departments.

  • SIM Ownership Lock: The SMS registration request via 9771 must originate from a mobile SIM explicitly registered under the applicant’s own CNIC. If the SIM owner and the provided CNIC do not match, the request is automatically rejected.
  • Manufacturing Date Thresholds: To prevent commercial fleet exploitation, specific vehicle age brackets apply: Two-wheelers must be registered after January 1, 2011, and 800cc vehicles must be registered after January 1, 2006.

Political Debate and Public Reaction

The implementation of the PM Fuel Relief Scheme has sparked a heated debate between political lines. The ruling coalition argues that protecting 11 million vulnerable motorbike and rickshaw owners was crucial, sacrificing capital from the Public Sector Development Programme (PSDP). Conversely, opposition parties have criticized the package, calling it a temporary publicity stunt. They argue that instead of temporary digital token lines, the government should provide sustainable relief by permanently reducing petroleum levies and reviewing IPP contracts.

Furthermore, daily-wage laborers and commercial riders note that the monthly 20 to 30-liter quota is far below their operational requirements, as commercial rickshaws use 5 to 7 liters daily. Slow digital connectivity at remote fuel stations also remains a practical hurdle.
