ایران، در مصاحبه‌ای با NBC News گفته بود که تا آنجا که من می‌دانم، آیت‌الله علی خامنه‌ای، رهبر ایران، زنده است. او گفته بود که پیام ترامپ در مورد تغییر رژیم در ایران یک مأموریت غیرممکن است، در حال یا دو فرمانده شهید شده‌اند، اما بیشتر مقامات زنده هستند، احتمال دستیابی به توافقی وجود دارد که بتواند صلح‌آمیز بودن برنامه هسته‌ای ایران را تضمین کند، ایران توانایی هدف قرار دادن ایالات متحده را ندارد امریکا اور اسرائیل کے خلاف جوابی کارروائی کو ‘آپریشن وعدہ صادق 4’ کا نام دیا ہے۔ پینٹاگون کی جانب سے ’آپریشن ایپک فیوری‘ کہلائے جانے والے اس آپریشن نے مشرق وسطیٰ کو ایک نئے اور ناقابل پیشگوئی تنازع میں دھکیل دیا ہے۔ امریکی اور اسرائیلی افواج نے ایران بھر میں مختلف مقامات کو نشانہ بنایا جس کے جواب میں ایران نے اسرائیل اور قریبی خلیجی عرب ممالک پر جوابی حملے کیے۔ بریفنگ دینے والوں نے صدر ڈونلڈ ٹرمپ کے سامنے اس آپریشن کو ایک ایسی صورتحال کے طور پر بیان کیا جس میں خطرہ جتنا زیادہ ہے، فائدہ بھی اتنا ہی بڑا ہے۔وزیراعظم پاکستان شہباز شریف نے سعودی ولی عہد شہزادہ محمد بن سلمان سے رابطہ کیا اور مشرق وسطیٰ میں پیدا ہونے والی صورتِ حال پر افسوسناک کا اظہار کیا۔امریکی عہدیدار نے بتایا کہ حملوں سے قبل وائٹ ہاؤس کو ایران کے خلاف آپریشنز سے وابستہ متعدد خطرات سے آگاہ کیا گیا تھا جن میں خطے میں موجود متعدد امریکی اڈوں پر ایرانی میزائلوں کے جوابی حملے اور عراق و شام میں ایرانی نواز گروہوں کی جانب سے امریکی افواج پر حملے شامل تھے۔سعودی عرب نے متحدہ عرب امارات، بحرین، قطر، کویت اور اردن کی خودمختاری کی کھلی خلاف ورزی اور ایران کی جانب سے کی جانے والی جارحیت کی شدید الفاظ میں مذمت کی ہے۔ وزارتِ خارجہ کی جانب سے جاری کردہ ایک بیان میں مملکت نے برادر ممالک کے ساتھ مکمل یکجہتی کا اظہار کیا اور اس عزم کا اعادہ کیا کہ سعودی عرب ان ممالک کے ساتھ کھڑا ہے اور ان کی جانب سے اٹھائے جانے والے کسی بھی اقدام کی حمایت کے لیے اپنی تمام تر صلاحیتیں ان کے اختیار میں دیتا ہے۔شہباز شریف نے سعودی ولی عہد اور وزیراعظم، عزت مآب شہزادہ محمد بن سلمان بن عبدالعزیز آل سعود سے ٹیلی فون پر گفتگو کی اور اسرائیل کی جانب سے ایران پر حملے کے نتیجے میں پیدا ہونے والی سنگین علاقائی کشیدگی اور بعد ازاں بعض خلیجی ممالک پر ہونے والے افسوسناک حملوں کی شدید مذمت کی۔انہوں نے کہا کہ ایسے اقدامات خطے کے امن و استحکام کے لیے انتہائی خطرناک ہیں اور صورتحال کو مزید بگاڑ سکتے ہیں،اسرائیل نے ایران پر حملہ کر دیا موجودہ صورتحال میں سعودی قیادت کے ساتھ پاکستان کی مکمل یکجہتی اور بھرپور حمایت کا یقین دلاتے ہیں، پاکستان ہر حال میں، ہر وقت اور ہر مشکل گھڑی میں اپنے سعودی بھائیوں اور بہنوں کے ساتھ کھڑا رہے گا۔وزیراعظم نے اس عزم کا اعادہ کیا کہ پاکستان سعودی عرب کی خود مختاری، سلامتی اور علاقائی سالمیت کے تحفظ کے لیے اپنی ثابت قدم حمایت جاری رکھے گا۔شہباز شریف کا کہنا تھا کہ پاکستان اس نازک مرحلے پر تعمیری اور مثبت کردار ادا کرنے کے لیے تیار ہے، انہوں نے دعا کی کہ ماہِ مقدس رمضان المبارک کی برکتوں کے طفیل خطے میں جلد از جلد امن، استحکام اور ہم آہنگی قائم ہو۔ایرانی پاسدران انقلاب نے اعلان کیا ہےکہ اس نے خطے میں موجود کئی امریکی فوجی اڈوں کو نشانہ بنایا ہے، جن میں بحرین میں تعینات امریکی بحریہ کا ففتھ فلیٹ بھی شامل ہے۔ میڈیا کے مطابق ایرانی پاسدران انقلاب کا کہنا ہےکہ اس نے بحرین، قطر اور متحدہ عرب امارات میں موجود امریکی اڈوں کے ساتھ ساتھ مقبوضہ فلسطینی علاقوں (اسرائیل)کے مرکز میں واقع فوجی اڈوں کونشانہ بنایا ہے۔ ایرانی پاسدران انقلاب کا کہنا ہےکہ ‘آپریشن وعدہ صادق 4’ امریکی فوج اور بچوں کے قاتل صہیونی حکومت کے خلاف کیا جارہا ہے، جس کے تحت جارح دشمن کے علاقائی اہداف پر حملے کیے گئے ہیں۔ میڈیا کے مطابق صوبہ ہرمزگان کے شہر مناب میں اسرائیل نے ایک گرلز اسکول کو نشانہ بنایا جس کے نتیجے میں 53 طالبات شہید اور 63 زخمی ہوگئیں۔ حکام کے مطابق اسرائیل کی جانب سے شجرۂ طیّبہ اسکول کو براہ راست نشانہ بنایا گیا، جس کے نتیجے میں متعدد طالبات شہید ہوئیں۔ ایرانی پاسدران انقلاب نے اس عزم کا اظہار کیا ہےکہ ایران کی مسلح افواج کی جانب سے میزائل اور ڈرون حملے جاری رہیں گے۔میڈیا کے مطابق ایران کے دارالحکومت تہران میں دھماکے ہوئے جہاں شمالی علاقوں میں میزائل داغے گئے۔میڈیا کا کہنا ہے کہ اسرائیل نے تہران کے مہرآباد ائیرپورٹ کو نشانہ بنایا، اس کے علاوہ سیستان، اصفہان، قم، کرج اورکرمان شاہ، لورستان اور تبریز میں بھی دھماکے سنے گئے ہیں۔ایرانی صدارتی محل اور سپریم لیڈر خامنہ ای کےکمپاؤنڈ کے قریب 7میزائل گرے، ایران کے روحانی پیشوا آیت اللہ خامنہ ای تہران میں موجود نہیں ہیں، آیت اللہ خامنہ ای کو محفوظ مقام پر منتقل کر دیا گیا ہے جبکہ ایران نے حملے کے بعد اپنی فضائی حدود بند کر دی ہیں، عراق نے بھی فضائی ٹریفک معطل کردی۔ حملوں میں کئی شہریوں کے زخمی ہونے کی بھی اطلاعات ہیں۔میڈیا کے مطابق امریکی عہدیدار کا کہنا ہے کہ صدر ڈونلڈ ٹرمپ ایران کی جانب سے یورینیم افزودگی کی ڈیل نہ ہونے پر ناراض تھے، ایران پر امریکی حملے فضا اور سمندر سےجاری ہیں۔اسرائیلی فوج نے تصدیق کی ہےکہ ایران کی جانب سے میزائل حملہ کیا گیا ہے، خطرے سے نمٹنےکے لیے دفاعی نظام آپریٹ کررہے ہیں۔ایرانی عہدیداروں کا کہنا ہے کہ امریکی و اسرائیلی حملے کے بعد ایران جوابی کارروائی کی تیاری کررہاہے، ہمارا ردعمل انتہائی سخت ہوگا۔سربراہ ایرانی پارلیمانی قومی سلامتی کمیٹی کا اس حوالے سے کہنا ہے کہ ان حملوں کا اختتام اب آپ کے اختیار میں نہیں رہا۔ برطانوی خبر ایجنسی نے ذرائع کے حوالےسے بتایا ہےکہ اسرائیلی حملوں میں ایرانی وزیردفاع امیر نصیر زادہ اور ایرانی پاسداران انقلاب کے سربراہ محمد پاکپور شہید ہوگئے ہیں۔تاہم اس حوالے سے باضابطہ تصدیق ابھی تک سامنے نہیں آئی ہے۔ سعودی عرب نے ریاستوں کی خودمختاری اور بین الاقوامی قوانین کے اصولوں کی مسلسل خلاف ورزیوں کے سنگین نتائج سے خبردار کرتے ہوئے زور دیا کہ اس طرح کی کارروائیاں علاقائی سلامتی اور استحکام کو نقصان پہنچاتی ہیں۔ سعودی عرب نے عالمی برادری سے بھی مطالبہ کیا ہے کہ وہ ان حملوں کی مذمت کرے اور ان ایرانی خلاف ورزیوں کے خلاف فیصلہ کن اقدامات کرے جو خطے کے امن و امان کے لیے خطرہ بنی ہوئی ہیں۔ترجمان دفتر خارجہ کے مطابق نائب وزیراعظم اور وزیر خارجہ سینیٹر اسحاق ڈار اور ایران کے وزیر خارجہ سید عباس عراقچی کے درمیان ٹیلیفون پر رابطہ ہوا، جس میں دونوں جانب سے خطے میں بڑھتی ہوئی کشیدگی کو فوری طور پر کم کرنے کی ضرورت پر زور دیا گیا۔ترجمان کے مطابق ایران کے وزیر خارجہ سید عباس عراقچی نے اسحاق ڈار سے فون پر بات چیت کی، جس کے دوران ایران اور خطے کی مجموعی صورتحال پر تفصیلی تبادلہ خیال کیا گیا۔ رہنماؤں نے ایران اور وسیع تر خطے میں پیدا ہونے والی حالیہ صورتحال کا جائزہ لیا اور اس کے مختلف پہلوؤں پر غور کیا۔ اسحاق ڈار نے ایران کے خلاف ہونے والے بلاجواز حملوں کی شدید الفاظ میں مذمت کی اور اس بات پر زور دیا کہ کشیدگی کو فوری طور پر کم کیا جانا چاہیے۔ کہا کہ موجودہ بحران کا پُرامن اور مذاکرات کے ذریعے حل نکالنے کے لیے سفارتی عمل کی جلد بحالی ناگزیر ہے۔ تنازع کے حل کے لیے بات چیت اور سفارتکاری ہی واحد مؤثر راستہ ہے، جس کے ذریعے خطے میں پائیدار امن اور استحکام کو یقینی بنایا جا سکتا ہے۔یاد رہے کہ اسرائیل اور امریکا کی جانب سے ایران پر حملے کیے گئے ہیں، جس کے جواب میں ایران نے بھی اسرائیل پر میزائل داغے ہیں۔اسرائیل اور امریکا کے ایران پر حملے کے بعد مشرق وسطیٰ کی بگڑتی صورتحال پر قطر اور سعودی عرب نے کشیدگی فوری ختم کرنے پر زور دیا ہےسعودی ولی عہد محمد بن سلمان سے قطر کے امیر تمیم بن حمد الثانی کی ٹیلی فونک گفتگو ہوئی۔ الجزیرہ کے مطابق دونوں رہنماؤں نے خطے اور عالمی صورتحال سے متعلق تبادلہ خیال کیا جبکہ مذاکرات کی میز پر واپسی اور فوری کشیدگی ختم کرنے پر زور دیا۔فرانس نے ایران، امریکا اور اسرائیل جنگ پر تشویش کا اظہار کیا ہے۔ صدر میکرون نے کہا کہ قومی سلامتی اور مشرقِ وسطیٰ میں اپنے مفادات کے تحفظ کیلیے اقدامات کر رہے ہیں، ضرورت پڑنے پر قریبی اتحادیوں کے دفاع کیلیے وسائل فراہم کرنے کو تیار ہیں۔ کہا کہ ایران کے پاس جوہری بیلسٹک پروگرام پر مذاکرات کے علاوہ کوئی راستہ نہیں رپورٹ کے مطابق لبنان کی مزاحمتی تنظیم حزب اللہ نے ایران پر امریکی، اسرائیلی حملے کی مذمت کی ہے اور اسے خطے میں متکبرانہ، تسلط پنسدانہ روش کا تسلسل قرار دیا ہے۔لبنانی گروپ نے ایران کے ساتھ یکجہتی کا اظہار کیا ہے۔حزب اللہ نے یہ نہیں بتایا کہ آیا وہ اپنے دیرینہ اتحادی کی حمایت میں کوئی اقدام اٹھائے گا یا نہیں۔علاوہ ازیں ایران کی پاسداران انقلاب فورس نے پیغام جاری کیا ہے کہ آبنائے ہرمزکوبند کردیا ہے اس وقت کسی جہاز کوآبنائے ہرمز سے گزرنے کی اجازت نہیں۔ میڈیا کے مطابق دنیا کے خام تیل کا تقریباً پانچواں حصہ آبنائےہرمز کےراستے سے گزرتا ہے آبنائے ہرمز سے سعودی عرب،متحدہ عرب امارات، کویت اور ایران جیسے ممالک سے تیل دیگر ممالک کو پہنچایا جاتا ہے۔ایران پر اسرائیل اور امریکی مشترکہ حملے کے بعد مشرق وسطیٰ میں بھی امریکی اثاثوں پر حملے شروع ہو گئے ہیں، بحرین کے دارالحکومت مناما میں امریکا کے پانچویں فلیٹ سروس سینٹر پر میزائل حملہ ہوا ہے۔ الجزیرہ کے مطابق ایران نے خلیجی ممالک میں قائم امریکی فوجی اڈوں پر حملے شروع کر دیے ہیں، کویت، یو اے ای، قطر، بحرین اور سعودی عرب میں امریکی اڈوں پر ایران نے میزائل داغے ہیں۔ بحرین کا کہنا ہے کہ امریکی بحریہ کے 5 ویں بحری بیڑے کے ہیڈ کوارٹر کو نشانہ بنایا گیا ہے، بحرین نے تصدیق کی ہے کہ امریکی بحریہ کے پانچویں بحری بیڑے کے ہیڈ کوارٹر کو میزائل حملے سے نشانہ بنایا گیا ہے۔ بحرینی وزارت داخلہ نے شہریوں کو محفوظ مقام میں رہنے کی اپیل کی ہے اور کہا ہے کہ لوگ مرکزی شاہراہوں کا استعمال نہ کریں۔ الجزیرہ کے مطابق کویت میں بھی دھماکوں کی آوازیں سنی گئیں، اور سائرن بج گئے، روئٹرز نے رپورٹ کیا کہ ابوظبی میں بھی دھماکے کی اطلاع ہے، متحدہ عرب امارات کے دارالحکومت ابوظبی سے ایک زوردار دھماکے کی اطلاع ملی ہے، اے ایف پی کا کہنا ہے کہ سعودی عرب کے دارالحکومت ریاض میں بھی دھماکا ہوا ہے۔
الجزیرہ کا کہنا ہے کہ قطر کے شہر دوحہ میں مزید 2 دھماکے سنے گئے ہیں، جب کہ قطری وزارت دفاع کا کہنا ہے کہ ایران کی جانب سے داغے میزائلوں کو روکا جا رہا ہے، اور ملکی سرزمین تک پہنچنے سے پہلے میزائلوں کو مار گرایا گیا، ملک میں سیکیورٹی صورت حال مستحکم اور مکمل کنٹرول میں ہے۔ اردن نے بھی 2 بیلسٹک میزائل گرائے ہیں، ملک کی فوج کا کہنا ہے کہ دو بیلسٹک میزائل اردن کے اوپر مار گرائے گئے ہیں۔ تاہم یہ واضح نہیں ہو سکا کہ میزائل کس نے داغے تھے۔ دوسری طرف قطری وزارت دفاع نے کہا ہے کہ قطری فضائی حدود سے گزرنے والا ایرانی میزائل دفاعی نظام نے مار گرایا ہے، نیز قطر میں برطانوی سفارت خانے نے اپنے شہریوں کے لیے ایڈوائزری جاری کی ہے اور محفوظ مقام پر رہنے کی ہدایت کی ہے۔ واضح رہے کہ ایران کی جانب سے اسرائیل پر جوابی میزائل حملے کیے جا رہے ہیں، اسرائیل کی جانب 30 سے زائد بیلسٹک میزائل داغے جا چکے ہیں، ایرانی میڈیا کا کہنا ہے کہ اسرائیل کا دارالحکومت تل ابیب دھماکوں سے گونج اٹھا، اسرائیل کے شمالی شہر حیفہ میں بھی دھماکے سنے گئے ایران پر امریکا اسرائیل مشترکہ حملے کے بعد ایرانی سینئر عہدیدار نے کہا ہے کہ جو کچھ آنے والا ہے اس کے لیے تیار رہو، خطے میں تمام امریکی اور اسرائیلی اثاثے ہمارا ہدف ہیں، ہماری طرف سے جواب عوامی ہوگا اور کوئی سرخ لکیر نہیں ہے، یہ جنگ اور جارحیت وسیع اور دیرپا اثرات مرتب کرے گا ادھر متحدہ عرب امارات نے اپنی فضائی حدود عارضی طور پر بند کر دی ہیں۔ایران پر حملوں کے بعد خلیج اور مشرقِ وسطیٰ کے بڑے حصے میں فضائی حدود بند ہونے یا جزوی طور پر محدود ہونے کی صورتحال سامنے آئی ہے، جس سے بین الاقوامی فضائی سفر پر نمایاں اثرات مرتب ہو رہے ہیں۔مشرق وسطیٰ کی بدلتی صورتحال کے باعث پی آئی اے نے اپنا خلیجی ممالک کا فضائی آپریشن معطل کر دیاپی آئی اے کی متحدہ عرب امارات، بحرین، دوحہ اور کویت کی پروازیں معطل کی گئی ہیں، پروازیں ابتدائی طور پر کل شام یا فضائی حدود کی بحالی تک اپریٹ نہیں کی جائیں گی۔پی آئی اے کی سعودی عرب کی پروازیں جاری رہیں گی مگر ان کا روٹ تبدیل کر دیا گیا ہے، پروازیں بوئنگ 777 طیاروں پر منتقل کر دی گئی ہیں اور طویل راستے سے منزل مقصود پر پہنچیں گی۔ ترجمان پی آئی اے کے مطابق صورت حال کا جائزہ لینے کے بعد فلائٹ آپریشن کی مزید بحالی یا معطلی کا فیصلہ کیا جائے گا، فیصلہ خطے کی صورت حال کے پیش نظر کیا گیا ہے۔امریکہ اور اسرائیل نے ایران کے خلاف مربوط فضائی اور سمندری حملے شروع کیے، جس کے بعد ایران کی جانب سے جوابی میزائل اور ڈرون ایکشن رپورٹ ہوئے ہیں۔اس کشیدگی کی وجہ سے متعدد ممالک نے اپنی فضائی حدود کو بند یا جزوی طور پر محدود کر دیا ہے، جس کے نتیجے میں بین الاقوامی فلائٹس میں بڑی تاخیر، منسوخیاں اور راستوں کی تبدیلیاں متوقع ہیں۔علاقائی سکیورٹی وجوہات کی بنا پر متحدہ عرب امارات، کویت، قطر، بحرین، عراق، ایران، اسرائیل اور دیگر پڑوسی ممالک نے اپنی فضائی حدود میں جزوی بندش نافذ کی ہے، جس سے دنیا کے مصروف ترین ہوائی راہداریوں میں بھی خلل پڑا ہے۔ بہت سی فضائی کمپنیوں نے سکیورٹی خدشات کے تحت اپنے کراچی، دبئی، ابو ظہبی اور دیگر مشرقِ وسطیٰ پر مبنی پروازوں کو منسوخ یا متبادل راستوں پر منتقل کیا ہے۔اس فضائی حدود کے بند ہونے کا اثر نہ صرف طویل فاصلے کے سفر پر محسوس ہو رہا ہے بلکہ بہت سی بین الاقوامی پروازیں اپنی معمول کی روٹ پر سفر جاری نہیں رکھ رہی ہیں، جس کے باعث یورپ، ایشیا اور مشرقِ وسطیٰ کے درمیان رابطے میں خلل پیدا ہوا ہے۔ماہرین کا کہنا ہے کہ جب تک سکیورٹی صورتحال میں بہتری نہیں آتی، فضائی مسافروں کو ممکنہ تاخیر، منسوخی اور روٹنگ تبدیل ہونے کی توقع رکھنی چاہئے۔سوشل میڈیا پر خلیجی ممالک میں دھماکوں اور سکیورٹی صورتحال کے حوالے سے مختلف اطلاعات گردش کر رہی ہیں، تاہم معتبر ذرائع اور سرکاری بیانات ان دعووں کی تصدیق نہیں کر رہے ہیں۔حکومتی اور فضائی حکام نے مسافروں کو مشورہ دیا ہے کہ وہ اپنی پرواز کی تازہ ترین صورتحال کے بارے میں براہِ راست ایئر لائنز اور سرکاری ذرائع سے معلومات حاصل کریں اور غیر مستند رپورٹوں پر بھروسہ نہ کریں۔ایران کے نام نہاد دوست بھارت کا مشرق وسطیٰ کی موجودہ صورتحال پر گھناؤنا کردار سامنے آ گیا۔بھارت امریکا اور اسرائیل کو ایران کی تباہی کے مشورے دینے لگا، بھارت نے مشورہ دیا کہ رجیم تبدیلی کیلئے ایران پر کئی ہفتوں تک بمباری کرنا ہوگی۔ امریکہ اور اسرائیل کا ایران پر حملہ، روس نے پُرامن حل کیلئے تعاون کی پیشکش کر دی ہے روس فوری طور پر سیاسی اور سفارتی راستہ اختیار کرنے کا مطالبہ کرتا ہے، ہم بین الاقوامی قانون، باہمی احترام اور مفادات کے متوازن خیال کی بنیاد پر پُرامن حل میں معاونت کیلئے تیار ہیں۔روسی وزارت خارجہ کے مطابق ایران پر حملوں سے قبل خطے میں فوجی تیاریوں سے واضح ہوتا ہے کہ یہ ایک سوچا سمجھا منصوبہ ہے۔ ایران پر حملے بلا اشتعال مسلح جارحیت کا اقدام ہے، یہ حملے بین الاقوامی قانون کی
