کالم..اندر کی بات…کالم نگار….اصغر علی مبارک……………. .پاکستان برطانیہ کے ساتھ دو طرفہ تعلقات کو خصوصی اہمیت دیتا ہے. وزیر اعظم شہباز شریف پاک -برطانیہ روابط مضبوط بنانے کے لیے پرامید ہیں۔
پاکستان اور برطانیہ کے درمیان تعلقات دوستی اور باہمی احترام پر مبنی ہیں، دونوں ممالک کے درمیان بہترین دفاعی تعلقات پائے جاتے ہیں۔ دونوں مسلح افواج کے درمیان تعلق منفرد نوعیت کا ہے اور فوجی تربیت اور دیگر عسکری سرگرمیوں میں قریبی پیشہ ورانہ رابطے کے ذریعے برسوں سے اسے زندہ رکھا گیا ہے۔
کنگ چارلس سوئم کی تاج پوشی کی تقریب میں شرکت کے لیے برطانیہ روانگی سے قبل اپنے ٹوئٹ میں شہبازشریف کا کہنا تھا کہ پاکستان اور برطانیہ کے مابین تعلقات مشترکہ تاریخ میں پیوست ہیں اور دونوں ممالک کے مابین کثیرالجہتی روابط کئی دہائیوں کے دوران مزید مضبوط ہوئے ہیں۔ برطانوی شاہی خاندان ہمیشہ پاکستان کا عظیم دوست رہا ہے۔ کنگ چارلس تھری کی تاج پوشی کی تقریب میں شرکت کےعلاوہ میں دولت مشترکہ رہنمائوں کی کانفرنس میں بھی شرکت کروں گا۔
واضح رہے کہ 19 ستمبر 2022 کووزیر اعظم شہباز شریف نے لندن میں شاہ چارلس سوم سے ملاقات کی تھی اور ملکہ الزبتھ دوم کے انتقال پر تعزیت کا اظہار کیا تھا۔
وزیر اعظم شہباز شریف نے آنجہانی ملکہ برطانیہ کی آخری رسومات میں پاکستان کی نمائندگی کی تھی,
گزشتہ ایک برس سے علالت کا شکار ملکہ الزبتھ دوم 8 ستمبر2022 کو96 برس کی عمر میں انتقال کرگئی تھیں، انہیں لندن کی سڑکوں پر تاریخی رسمی سفر کے بعد عالمی رہنماؤں کی موجودگی میں سرکاری اعزاز کے ساتھ سپرد خاک کیا گیا تھا ,
وزیر اعظم نے شاہ چارلس سے ملاقات میں اظہار تعزیت کرتے ہوئے کہا تھا کہ آنجہانی ملکہ دولت مشترکہ ممالک کے شہریوں کی نسلوں کے لیے تحریک اور قوت کا سرچشمہ تھیں۔
وزیر اعظم نے یاد دہانی کروائی کہ پاکستان کے لوگوں کے دلوں میں آنجہانی ملکہ کے 2 دوروں کی یادیں تازہ ہیں، شاہی خاندان اور پاکستانی عوام کے درمیان جذباتی لگاؤ وقت کے ساتھ ساتھ مزید مضبوط ہوا ہے۔
وزیر اعظم نے شاہ چارلس کے بادشاہت کے منصب پر فائز ہونے پر پاکستان کے عوام اور حکومت کی طرف سے نیک خواہشات کا اظہار کیا اور اس توقع کا اظہار کیا تھا کہ وہ دولت مشترکہ ممالک کے درمیان دوستی کو مزید مستحکم کرنے کے لیے اپنی والدہ کے ورثے کو آگے بڑھائیں گے۔
وزیر اعظم نے کہا تھا کہ ’پاکستان کے عوام شاہ چارلس سوم کا احترام کرتے ہیں اور جلد از جلد پاکستان میں ان کا استقبال کرنے کے منتظر ہیں,
وزیر اعظم نے سیلاب متاثرین کے لیے برطانیہ کی جانب سے امداد پر اظہار تشکر کرتے ہوئے کہا کہ امداد کی اپیل پر برطانوی حکومت اور عوام کے ردعمل کو پاکستان میں بے حد سراہا گیا ہے۔
ملکہ برطانیہ الزبتھ دوم کے انتقال کے بعد اُن کے سب سے بڑے بیٹے چارلس بادشاہ بن گئے تھے۔ برطانوی شاہی محل بکنگھم پیلس کی جانب سے جاری اعلامیے میں کہا گیا تھا کہ چارلس کوباقاعدہ کنگ چارلس تھری کا خطاب دے دیا گیا ہے۔
شہزادہ ولیم اور شہزادی کیٹ ڈیوک اور ڈچز آف کارنوال ہوں گے۔ کنگ چارلس سوم نے باقاعدہ طور پر بادشاہت کا تخت سنبھال لیا ہے۔ سینٹ جیمز پیلس میں کنگ چارلس سوم کی منصب سنبھالنے کی تقریب کا انعقاد کیا گیا تھا۔ اگرچہ ملکہ برطانیہ الزبتھ دوم کی وفات کے فورا بعد شہزادہ چارلس بادشاہ بن گئے تھے
تاہم انہوں نےسینٹ جیمز پیلس میں منعقدہ تقریب کے دوران ایکسیشن کونسل نے کنگ چارلس سوم کی بادشاہت کا باقاعدہ اعلان کیا۔کنگ چارلس سوم نے باقاعدہ طور پر بادشاہ بننے کی تقریب سے خطاب کرتے ہوئے عزم ظاہر کیا تھا کہ وہ چرچ آف اسکاٹ لینڈ کی روایات کی پاسداری کریں گے۔
کنگ چارلس سوم کے منصب سنبھالنے کی تقریب میں ان کی اہلیہ کوئین کنسورٹ کیملا پارکر اور ولی عہد شہزادہ ولیم نے بھی شرکت کی تھی۔ تقریب میں وزیراعظم لز ٹرس سمیت 250 اہم شخصیات نے شرکت کی تھی۔
اس موقع پر کنگ چارلس سوم نے نئے پرنس اینڈ پرنسس آف ویلز کا اعلان کیا تھا برطانیہ پر 70 سال حکمرانی کرنے والی ملکہ الزبتھ دوم کی وفات کے بعد ان کے سب سے بڑے بیٹے چارلس برطانیہ کے نئے بادشاہ جبکہ بڑے بیٹے شہزادہ ولیم اور شہزادی کیٹ پرنس اینڈ پرنسس آف ویلز بن گئے ہیں ۔
برطانوی شاہی محل بکنگھم پیلس کی جانب سے جاری اعلامیے میں کہا گیا تھا کہ چارلس کوباقاعدہ کنگ چارلس تھری کا خطاب دے دیا گیا ہے۔ برطانیہ کے نئے بادشاہ چارلس سوم نے والدہ ملکہ الزبتھ دوم کی وفات کے بعد بطور بادشاہ قوم سے اپنا پہلا خطاب کیا تھا,
خطاب کے دوران انہوں نے اپنی والدہ ملکہ الزبتھ دوم کو خراج تحسین پیش کرتے ہوئے کہا کہ وہ ایک متاثرکن شخصیت تھیں، ملکہ الزبتھ دوم نے اپنی زندگی لوگوں کی خدمت کے لیے وقف کردی۔ انہوں نے اپنی ذمہ داریوں کو ادا کرنے کے لیے بہت قربانیاں دیں ، ملکہ الزبتھ دوم کی لگن اور محنت کا کوئی مقابلہ نہیں کرسکتا۔ کنگ چارلس تھری نے دوران خطاب اعلان کیا کہ ان کے بڑے بیٹے شہزادہ ولیم اور شہزادی کیٹ کو پرنس اینڈ پرنسس آف ویلز بنا دیا گیا ہے۔کنگ چارلس تھری نے دوران خطاب امید ظاہر کی تھی کہ شہزادہ ولیم اور شہزادی کیٹ نے جس طرح ڈیوک اور ڈچز آف کارنوال اینڈ کیمبرج کی ذمہ داریاں نبھائیں اسی طرح اب پرنس اینڈ پرنسس آف ویلز بننے کے بعد لگن اور محنت کے ساتھ قوم کی خدمت انجام دیں گے۔
واضح رہے کہ اس سے قبل پرنس اینڈ پرنسس آف ویلز کا لقب ان کے اور شہزادی ڈیانا کے پاس تھا۔ وہ 1958 میں پرنس آف ویلز بنے تھے۔ بادشاہ چارلس کے اعلان کے بعد شہزادہ ولیم اور شہزادی کیٹ کے آفیشل سوشل میڈیا اکاؤنٹ انسٹاگرام پر اپنا ٹائٹل ڈیوک اینڈ ڈچز آف کیمبرج سے تبدیل کر کے پرنس اینڈ پرنسس آف ویلز کردیا گیا تھا۔
واضح رہے کہ کنگ چارلس تھری نےاس سال یومِ پاکستان پر خصوصی پیغام میں کہا تھا کہ برطانیہ اور پاکستان کے گرم جوش دوستانہ تعلقات اور مضبوط پارٹنر شپ کا خواہاں ہوں،2006 کے دورہ پاکستان کے دوران عوام کی مہمان نوازی آج بھی یادوں کا حصہ ہے۔
کنگ چارلس کا کہنا تھا کہ گزشتہ برس کے سیلاب کے بعد عوام کی تعمیر نو کیلئے کاوشوں کا معترف ہوں،ماحولیاتی تبدیلی، امن، ترقی اور جمہوریت کیلئے مل کر کام کرنے کی پہلے سے زیادہ ضرورت ہے۔خیال رہے کہ پاکستان اور برطانیہ کے تعلقات کی ایک طویل تاریخ ہے جو پاکستانی۔برطانوی کمیونٹی میں مضبوطی سے جڑی ہے ۔ 74 سالہ چارلس گزشتہ سال ستمبر میں ملکہ الزبتھ کے انتقال کے بعد بادشاہ بنے تھے، شاہی روایت کے مطابق برطانوی بادشاہ کی تاجپوشی کچھ مہینوں بعد قومی سوگ اور بھرپور تیاریوں کے بعد ہوتی ہے۔
کنگ چارلس سوئم کی تاج پوشی کی تقریب 6 مئی کو لندن کے ویسٹ منسٹر ایبی میں منعقد ہوگی، تقریب میں آئرلینڈ، فرانس، اسپین، بیلجیئم، جاپان، ہنگری اور آسٹریلیا سمیت دنیا بھر سے سربراہان مملکت کی شرکت متوقع ہے۔ سلطنت برطانیہ اپنی وسعت کے اعتبار سے تاریخ کی سب سے بڑی سلطنت تھی اور کافی عرصے تک یہ ایک عالمی طاقت رہی۔ 1921ء کو اپنی طاقت اور وسعت کی انتہا پر یہ 33 ملین مربع کلومیٹر رقبے پر پھیلی ہوئی تھی اور اس کے زیر نگیں 45 کروڑ 80 لاکھ لوگ تھے جو اس وقت کی عالمی آبادی کا ایک چوتھائی بنتے ہیں۔ یہ اتنی وسیع تھی کہ اس کے بارے میں کہا جاتا تھا کہ سلطنت برطانیہ پر کبھی سورج غروب نہیں ہوتا تھا۔ یہ دنیا کے پانچوں آباد براعظموں پر موجود تھی۔ اس کی شروعات آئرلینڈ میں 1541ء سے ہوئی۔ 1607ء ميں شمالی امریکہ میں جیمز ٹاؤن پہلی انگریز آبادی تھی۔ 1707 میں اسکاٹ لینڈ اور انگلستان متحد ہوتے ہیں۔ برطانوی نوآبادیاں شمالی امریکا، جنوبی امریکا، افریقا، آسٹریلیا اور ایشیا میں پھیلتی جاتی ہیں۔ اس دوران ریاست ہاۓ متحدہ امریکہ کی آزادی اور سلطنت برطانیہ سے علیحدگی ایک علاقائی نقصان تو تھا لیکن تجارتی اور معاشی تعلقات بدستور قائم رہے۔برطانوی ایسٹ انڈیا کمپنی نے سلطنت برطانیہ کے پھیلاؤ میں اہم کردار ادا کیا۔ اس کی ابتدا 1600ء میں ملکہ الزبتھ اول کے دور میں بحیثیت ایک تجارتی کمپنی کے ہوئی۔ اس کا مقصد ہندوستان کے ساتھ تجارت تھی۔ مفل سلطنت کی زبوں حالی نے طاقت کا جو خلا پیدا کیا اسے ایسٹ انڈیا کمپنی نے پورا کیا۔ 1857ء کو برصغیر مکمل طور پر سلطنت برطانیہ کا حصہ بن چکا تھا۔ برطانوی راج یا سلطنت برطانیہ کو ’’سرکارِ انگلشیہ‘‘ بھی کہا جاتا تھا، خصوصاً 1857ء سے 1947ء کے دوران جب برصغیر مکمل طور پر سلطنت برطانیہ کا حصہ تھا۔تقسیم ہندوستان 14 اگست 1947ء کے بعد دونوں ممالک ڈومِنِیَن کہلائے۔ پاکستان پرعملی طور پر گورنر جنرل کی حکومت قائم تھی، مگر باقاعدہ عملی و اِختیاری آزادی 23 مارچ 1956ء کو عمل میں آئی جب پاکستان کا پہلا آئین منظور ہوا۔ اگست 1947ء سے فروری 1952ء تک شاہ انگلستان جارج ششم کی اور فروری 1952ء سے مارچ 1956ء تک ملکہ ایلزبتھ دوم کی حکمرانی قائم رہی۔۔ یہ تمام عرصہ ” ڈومِنِیَن آف پاکستان ” یعنی “مملکت پاکستان”کے نام سے مشہور ہے۔ اِس دوران پاکستان میں چار گورنر جنرل قائد اعظم محمد علی جناح، خواجہ ناظمُ الدین، ملک غلام محمد، جنرل اسکندر مرزا اور چار ہی وُزرائے اعظم لیاقت علی خان، خواجہ ناظمُ الدین، محمد علی بوگرہ، چودھری محمد علی ہوئے۔اور اس کے بعد پاکستان کا اپنا قانون وجود میں آیا ۔ابتدا کی طرح اس کا زوال بھی آئرلینڈ سے 1922ء ميں شروع ہوا۔ 1947 میں برصغیر علیحدہ ہوا برطانیہ کی عالمی حالات پر گہری نظر ہے۔ برصغیر کی حساس صورت حال ہو یا افغان مسئلے کی گتھیاں برطانیہ ان باتوں کو امریکہ سے بھی بہتر جانتا ہے۔ پاکستان اور برطانیہ کئی لحاظ سے ایک دوسرے کے بہت قریب ہیں۔ آپ برطانوی ہائی کمشن اسلام آباد کے ویزہ سیکشن جائیں تو ذرا رش کو ملاحظہ فرمائیں۔ وہاں اردو اور انگریزی کے علاوہ پنجابی پوٹھوہاری اور ہندکو میں بھی اعلان ہوتے ہیں۔ برطانوی تعلیمی اداروں میں بہت سارے پاکستانی طالب علم زیر تعلیم ہیں۔ وہاں پاکستان سے ہجرت کر کے گئے ہوئے افراد کی تعداد دس لاکھ کے لگ بھگ ہے۔ تجارتی اور ثقافتی لحاظ سے بھی برطانیہ پاکستان کے لیے اہم ہے۔ لندن دنیا کے چند ایک اہم مالی مراکز میں شامل ہے۔ بین الاقوامی ہجرت میں زبان بنیادی کردار ادا کرتی ہے لہٰذا آپ نے دیکھا ہوگا کہ پاکستانی زیادہ تر برطانیہ کا رُخ کرتے ہیں۔ ایک زمانے میں سلطنت برطانیہ میں کسی نہ کسی جگہ سورج ضرور روشن رہتا تھا۔ اب برطانیہ واپس اپنے جزیرے میں محدود ہو گیا ہے۔ لیکن انگریز بہادر کی اب بھی عالمی اہمیت ہے۔ برطانیہ سکیورٹی کونسل کا مستقل رکن ہے اور یورپی یونین کا اہم ممبر‘ پاکستان کی بیشتر ٹیکسٹائل‘ چمڑے کی مصنوعات اور سامان جراحی یورپ جاتا ہے۔ اب برطانیہ کی کوشش ہے کہ پاکستانی برآمدات ترجیحی بنیادوں پر یورپ کی منڈیوں تک رسائی حاصل کر لیں۔ 11 ستمبر 2001ء کے واقعات کے بعد مغربی ممالک کے ساتھ پاکستان کے تعلقات میں منفی تاثر پیدا ہوا۔ برطانیہ نے دہشت گردی کے خلاف جنگ میں امریکہ کا بھرپور ساتھ دیا۔ برطانوی عوام عمومی طور پر بیرونی مہم جوئی کے خلاف تھے۔ خاص طور پر عراق کی جنگ میں کودنے کے وہ بہت خلاف تھے۔ اس وقت برطانیہ کو شدید تنقید کا سامنا کرنا پڑا۔ برطانیہ میں دہشت گردی کے جو واقعات ہوئے اُن کے باعث مغربی حکومتوں کو یہ کہنے کا موقع ملا کہ مسلمان مجموعی طور پر رجعت پسند ہیں۔ ترقی اور ارتقا کے خلاف ہیں۔ مغرب نے چونکہ فکری اور مادی لحاظ سے بہت ترقی کی ہے لہٰذا مسلمان مغرب کے خلاف ہیں۔ وہ جمہوریت کو پسند نہیں کرتے اور مخالف نقطہ نظر سننے کا حوصلہ نہیں رکھتے۔ اس اسلام مخالف پراپیگنڈے کا ایک بڑا ہدف پاکستان تھا ۔آپ لندن کے سائوتھ ہال میں چلے جائیں یا بریڈ فورڈ یا گلوسگو آپ کو یہ گمان گزرے گا کہ پاکستان میں پھر رہے ہیں۔ ان میں سے ننانوے فیصد لوگ بے حد امن پسند ہیں اور برطانوی قانون کا مکمل پاس کرتے ہیں لیکن ایک چھوٹی سی اقلیت انتہا پسندی کے جراثیم بھی رکھتی ہے۔ اس مرض کا علاج دونوں حکومتوں کا کام ہے۔ یہ تقریباً سب کے سب برطانوی شہری بن چکے ہیں۔لہٰذا انہیں صحیح تربیت دینا برطانوی حکومت کا فرض ہے۔ دہشت گردی کے خاتمہ کے لیے ہمیں برطانیہ سے انٹیلی جنس یعنی معلومات کا تبادلہ بھی کرنا پڑے گا اور اپنے سکیورٹی اداروں کی استعداد بڑھانے کے لیے اپنے لوگوں کو تربیت کے لیے وہاں بھیجنا ہوگا۔
برطانیہ میں موجود پاکستانی اور دوسرے لوگ ہمارے ہاں سرمایہ کاری کرنا چاہتے ہیں‘ سرمایہ کاری سے ہمارے لوگوں کو روزگار ملے گا اور انتہا پسندی کم ہوگی۔ ہمیں برطانیہ کو یہ بھی باور کرانا کہ جو انتہا پسند تنظیمیں پاکستان میں کالعدم قرار پا چکی ہیں اُن کی سرگرمیاں برطانیہ میں بھی ہماری سکیورٹی کے لیے خطرہ ہیں۔
خیال رہے کہ پاکستان میں سو (100) سے زائد برطانوی کمپنیاں کامیابی کے ساتھ کاروبار میں مصروف ہیں۔ ان میں انفرااسٹرکچر ڈیویلپمنٹ کے شعبے میں موٹ میک ڈونلڈ (Mott MacDonald) ، کنزیومر گڈز میں یونی لیور (Unilever) اور دواسازی کی صنعت میں گلیکسو اسمتھ کلائن (GlaxoSmithKline) شامل ہیں۔ ایک اہم برطانوی کمپنی، اورین انرجی (Orion Energy) نے پاکستان کے قدرتی گیس کے ذخائر کو استعمال کرتے ہوئے بجلی پیدا کرنے کے لیے پاکستان پیٹرولیم لمیٹڈ (Pakistan Petroleum Limited – PPL) کے ساتھ مشترکہ معاہدے کی تکمیل کی ہے۔
پاکستان اور برطانیہ کے مابین تعلقات مشترکہ تاریخ میں پیوست ہیں اور دونوں ممالک کے مابین کثیرالجہتی روابط کئی دہائیوں کے دوران مزید مضبوط ہوئے ہیں,نئے بادشاہ کی تاجپوشی کے موقع پر انگلینڈکے سب سے طویل نیشنل ٹریل کا نام تبدیل کر کے کنگ چارلس III انگلینڈ کوسٹ پاتھ رکھا جائے گا۔
2700میل (4345کلومیٹر) کا یہ ٹریل اپنی تکمیل پر دنیا کا سب سے طویل منظم راستہ ہوگا، جو نارتھمبرلینڈ سے انگلینڈ کے ساؤتھ کوسٹ کے اردگرد اور کمبریا تک پھیلا ہوا ہے نیچرل انگلینڈ نے اب تک 794میل (1278 کلومیٹر) راستے کو کھولنے کیلئے لوکل اتھارٹیز کے ساتھ کام کیا ہے اور 2024کے آخر تک یہ ٹریل مکمل طور پر چلنے کے قابل ہو جائے گا۔ اس راستے کا نام 10مئی کو بادشاہ کے نام پر رکھا جائے گا تاکہ واکنگ اور انگلینڈ کی وائلڈ لائف سے ان کی محبت کی نشان دہی کی جا سکے۔
نیچرل انگلینڈ کے چیئرمین ٹونی جونیپر نے بتایا کہ کئی برسوں سے کنگ چارلس ماحولیات کے تحفظ اور بحالی کیلئے مختلف اقدامات کی وجہ سے بہت بڑے اور موثر چیمپئن رہے ہیں۔ انہوں نے کہا کہ امید ہے کہ یہ کام کا چھوٹا سا ٹکڑا، جو ہمیں کوسٹ ورک اور نیشنل نیچر ریزروائرز کے ساتھ ملا ہے، کنگ کے کام کیلئے مناسب خراج تحسین ہوگا۔ انہوں نے کہا کہ وہ جو کچھ کررہے ہیں، وہ ایسی چیز ہے، جو دکھائی دے گی اور اس سے آئندہ نسلوں تک ہر ایک لطف اندوز ہوگا۔
یاد رہے کہ 28 اپریل کو دفتر خارجہ کی ترجمان ممتاز زہرہ بلوچ نے پریس بریفنگ میں کہا تھا کہ وزیر اعظم 5 مئی کو لندن میں دولت مشترکہ کے رہنماؤں کے لیے منعقدہ تقریب اور 6 مئی کو برطانوی بادشاہ کی تاجپوشی کی تقریب میں شریک ہوں گے.

The relations between Pakistan and the UK are based on friendship and mutual respect, and the two countries enjoy excellent defense relations. The relationship between the two armed forces is unique and has been kept alive over the years through close professional contact in military training and other military activities.
Shahbaz Sharif, in his tweet before leaving for the UK to attend the coronation ceremony of King Charles Swim, said that the relationship between Pakistan and the UK is rooted in a common history and the multilateral ties between the two countries have grown stronger over the decades. . The British royal family has always been a great friend of Pakistan. In addition to attending the coronation of King Charles III, I will also be attending the Commonwealth Leaders’ Conference.

The Prime Minister reminded that the memories of the 2 visits of the late Queen are fresh in the hearts of the people of Pakistan, the emotional attachment between the royal family and the people of Pakistan has grown stronger with time.
