Pakistan set to host historic meeting of Shanghai Cooperation Organization Pakistan will host the twenty-third meeting of the Council of Heads of Government of the Shanghai Cooperation Organization member countries in Islamabad from October 15 to October 16, 2024.
The Council of Heads of Government is the second highest decision-making body of the Shanghai Cooperation Organization
As the current chair of the Council of Heads of Government, Prime Minister Muhammad Shahbaz Sharif will preside over the upcoming Council of Heads of Government meeting. Pakistan expects the participation of Shanghai Cooperation Organization member observer state Mongolia, special guest Turkmenistan, representatives of international organizations including Conference on Interaction and Confidence Building Measures in Asia, Commonwealth of Independent States and European Economic Community.
In the Council of Heads of Government meeting, cooperation in the fields of economy, trade, environment, socio-cultural relations will be discussed as well as the performance of the organization will be reviewed.
Leaders of the Shanghai Cooperation Organization will make important decisions to further enhance cooperation among member countries and approve the organization’s budget.
Since becoming a member in 2017, Pakistan has consistently and constructively worked to strengthen good neighborly relations and mutually beneficial cooperation among the member countries of the Shanghai Cooperation Organization.
Pakistan’s hosting of the Council of Heads of Government reflects Pakistan’s continued commitment to the objectives and principles of the Shanghai Cooperation Organization Charter and the values of the “Shanghai Spirit”.
Since its inception, the SCO has grown into a ‘big family’ of 26 countries, including member states, observers and dialogue partners.
Collectively, the SCOs account for 60% of the Eurasian land mass, 40% of the world’s population, and about 30% of the world’s GDP.
The SCO aims to achieve mutual trust, equality, respect for diversity, and the pursuit of common development, as opposed to the notions of geopolitical conflict or cultural conflict.
From the beginning, Pakistan has considered the SCO as an important platform and the country’s responsibilities in various councils as well as the highest decision-making body, the Council of Heads of State, provide important opportunities to advance the objectives of the SCO.
Regional peace and stability it will be necessary to be both imaginative and active organization member countries diversity, effects of competition of great powers, security threats in the region may be faced, Pakistan to promote connectivity, trade and economic cooperation in the region. It is a natural partner with the Shanghai Cooperation Organization. The China Pakistan Economic Corridor (CPEC) is naturally aligned with the SCO goals of promoting regional connectivity and trade.
Pakistan can also assist member countries in the field of security cooperation due to its extensive counter-terrorism experience and cooperation with the SCO’s Regional Anti-Terrorism Structure Mechanism.
By actively participating in the meetings of the Shanghai Cooperation Organization, Pakistan aims to strengthen its historic ties with Central Asia, strengthen its comprehensive strategic cooperative partnership with China.
Pakistan’s key strategic priorities within the Shanghai Cooperation Organization include establishing itself as a reliable partner;
Pakistan wants to enhance non-traditional security cooperation through the Regional Anti-Terrorism Structure Mechanism within the Shanghai Cooperation Organization and promote cooperation on defense and security issues.
The SCO platform provides opportunities for constructive engagement with India, future bilateral meetings and discussions on the sidelines.
The need of the hour is to discuss the possibility of trading in regional currencies on the SCO platform, as a shift towards trading in other currencies seems inevitable.
SCO multilateral platforms can facilitate dialogue between adversaries, reducing security concerns to allow greater trade and economic activity in the region.
This opportunity is a sign of Pakistan’s determination to combat terrorism, which is a cornerstone for regional integration within the framework of the Shanghai Cooperation Organization.
The Shanghai Cooperation Organization (SCO) meeting is being considered as an important milestone for Pakistan’s development through which regional cooperation can gain economic and political strength.
The Shanghai Cooperation Organization is a regional, political, economic and defense organization established by China and Russia on June 15, 2001. Initially, China, Russia, Kazakhstan, Kyrgyzstan, Uzbekistan and Tajikistan were members of the Shanghai Cooperation Organization. Pakistan has been an observer country of the Shanghai Cooperation Organization since 2005, regularly attending the meetings of the organization and in 2010 Pakistan applied for membership of the Shanghai Cooperation Organization and the heads of its member states were invited by the organization to Pakistan in July 2015 approved the request and agreed to work out a mechanism for Pakistan’s formal accession. Pakistan and India joined as permanent members in June 2017, Iran in 2023 and Belarus in 2024, thereby becoming permanent members of the Shanghai Cooperation Organization.
The number of members has increased to 10. In addition, 3 countries are associated with the organization as observers and 14 countries as dialogue partners.
Geographically, the Shanghai Cooperation Organization covers about 80% of the world’s land area. The Shanghai Cooperation Organization accounts for 40% of the world’s population and about 32% of GDP.
The objectives of the organization are good neighborliness among member countries, cooperation in the fields of trade, science and technology, education, energy, tourism, peace and security. The Heads of State Council is the largest decision-making body in the Shanghai Cooperation Organization. The meeting of Shanghai Cooperation Organization Council is held every year in the capitals of the member countries or in one of the cities.
India has not participated in the SAARC conference held in Pakistan since 2016, while the participation of high-level officials of India in the Shanghai Cooperation Organization meeting is an example of an attempt to improve relations.
India has announced to send Foreign Minister Subramaniam Jaishankar to Pakistan to attend the Shanghai Cooperation Organization (SCO) summit. The prime minister of Pakistan pointed out regional terrorism during his speech at the United Nations meeting. Regional terrorism will be the first point in the agenda of the summit.
The organization is fighting the “three evils” of terrorism, separatism and religious extremism
In recent years, security and counter-terrorism debates have focused on how Afghanistan is playing a role in fueling regional terrorism.
The summit is expected to discuss dealing with militant groups in Afghanistan.
Addressing the summit of the Shanghai Cooperation Organization Council in Astana, the capital of Kazakhstan in July this year, Pakistan Prime Minister Shehbaz Sharif warned that Afghanistan should take effective measures against terrorism so that its territory is not used against any other country. The Cooperation Organization (SCO) is playing an important role in the socio-economic development of the people of the region. Our challenges are common and we have to work together for development and prosperity. Prime Minister Shahbaz Sharif had said that sustainable peace in Afghanistan is our common goal.
The Balochistan attacks will also be discussed in the Shanghai Cooperation Organization Pakistan meeting. India has on many occasions made veiled statements on the forums of the Shanghai Cooperation Organization regarding Pakistan’s role in regional terrorism, in view of Pakistan’s concerns about India’s support for Baloch separatists for a long time. Pakistan will have an opportunity to respond at the summit.
Despite the fact that it is growing in size and importance, some quarters are even calling it NATO’s Eurasian counterpart.
Prime Minister Shehbaz Sharif had expressed his commitment that Pakistan will play its full role in making SCO a dynamic organization and achieving the goals. We have to work to eradicate poverty. And we have to work for prosperity. For the bright future of the region, we have to free ourselves from geo-political confrontation. The initiative of SEO to protect the environment is commendable. The Prime Minister said that there is no doubt that SEO is playing an important role in the socio-economic development of the people of the region. Kazakhstan has played an excellent role as the chair of the SCO for the past one year.

This summit will be a milestone for Pakistan’s development and soft image. They are fully prepared for the Shanghai Cooperation Organization (SCO) meeting. The announcement of Indian Foreign Minister Jaishankar’s participation is good news for the relations between the two countries. It should be noted that the SEO Summit under the leadership of Pakistan is being held in Islamabad on October 16 and 17, with Chinese Prime Minister Li Qiang in attendance. It should be noted that Indian Foreign Minister Jaishankar will come to Pakistan to participate in the meeting of Shanghai Cooperation Organization. Earlier, in December 2015, the then Indian External Affairs Minister Sushma Swaraj visited Pakistan to participate in the Heart of Asia Conference.
In connection with the security of the Shanghai Cooperation Organization meeting in the federal capital Islamabad, a notification has been issued for the deployment of the army.
The Ministry of Interior’s notification said that the army has been deployed for the Shanghai Cooperation Organization Summit under Article 245 and the army will be deployed in the capital from October 5 to 17.
In view of the SCO conference, the Punjab government has also called the Pakistan Army to maintain the law and order situation. The Ministry of Home Affairs, Punjab has also issued a notification of rules related to army services
The announcement of the Punjab government has said that the army has been given clear and unambiguous rules of engagement.
Federal Interior Minister Mohsin Naqvi says that there will be a local holiday in Islamabad during the days of the Shanghai Cooperation Organization Conference. But ensure foolproof arrangements at all levels, Islamabad will be beautified, all relevant institutions should play their assigned role with mutual cooperation, everyone should ensure peaceful and successful holding of this important summit. کونسل آف ہیڈز آف گورنمنٹ شنگھائی تعاون تنظیم کا دوسرا اعلیٰ ترین فیصلہ ساز ادارہ ہے
کونسل آف ہیڈز آف گورنمنٹ کے موجودہ چیئر کی حیثیت سے وزیر اعظم محمد شہباز شریف آئندہ کونسل آف ہیڈز آف گورنمنٹ اجلاس کی صدارت کریں گے۔ پاکستان شنگھائی تعاون تنظیم کے ارکان مبصر ریاست منگولیا کی ,مہمان خصوصی ترکمانستان,بین الاقوامی تنظیموں کے نمائندوں بشمول کانفرنس آن انٹرایکشن اینڈ اعتماد سازی کے اقدامات ایشیاء ، آزاد ریاستوں کی دولت مشترکہ اور یورپی اقتصادی برادری سے شرکت کی توقع رکھتا ہے۔
کونسل آف ہیڈز آف گورنمنٹ اجلاس میں معیشت، تجارت، ماحولیات، سماجی و ثقافتی روابط کے شعبوں میں تعاون پر تبادلہ خیال کے ساتھ ساتھ تنظیم کی کارکردگی کا جائزہ لیا جائے گا۔
شنگھائی تعاون تنظیم کے رہنما رکن ممالک کے درمیان تعاون کو مزید بڑھانے اور تنظیم کے بجٹ کی منظوری کے لیے اہم فیصلے کریں گے۔
2017 میں رکن بننے کے بعد سے پاکستان نے شنگھائی تعاون تنظیم کے رکن ممالک کے درمیان اچھے ہمسایہ تعلقات اور باہمی فائدہ مند تعاون کو مضبوط بنانے کے لیے مستقل اور تعمیری کام کیا ہے۔
پاکستان کی جانب سے کونسل آف ہیڈز آف گورنمنٹ کی میزبانی شنگھائی تعاون تنظیم چارٹر کے مقاصد اور اصولوں اور “شنگھائی جذبے” کی اقدار کے لیے پاکستان کے مستقل عزم کی عکاسی کرتی ہے
ایس سی اواپنے قیام کے بعد سے، 26 ممالک کا ایک ‘بڑا خاندان’ بن گیا ہے، جس میں رکن ممالک، مشاہدین اور ڈائیلاگ پارٹنرز شامل ہیں۔
اجتماعی طور پہ ایس سی او کا 60% یوریشین لینڈ ماس 40% عالمی آبادی اور تقریباً 30% عالمی جی ڈی پی ہے۔
ایس سی او جغرافیائی سیاسی تصادم یا تہذیبی تصادم کے تصورات کے برخلاف باہمی اعتماد، مساوات، تنوع کے احترام, مشترکہ ترقی کے حصول کو لے کر چلتی ہے
پاکستان نے شروع سے ہی ایس سی او کو ایک اہم پلیٹ فارم سمجھا ہے اور مختلف کونسلوں میں ملک کی ذمہ داریوں کے ساتھ ساتھ اعلیٰ فیصلہ ساز ادارہ، کونسل آف ہیڈز آف سٹیٹ، ایس سی او کے مقاصد کو آگے بڑھانے کے لیے اہم مواقع فراہم کرتا ہے۔
علاقائی امن و استحکام یہ ضروری ہوگا کہ تخیلاتی اور فعال دونوں ہوں تنظیم رکن ممالک کے تنوع، بڑی طاقتوں کے مقابلے کے اثرات ,خطے میں سلامتی کے خطرات درپیش ہو سکتے ہیں,پاکستان خطے میں روابط، تجارتی اور اقتصادی تعاون کو فروغ دینے کے لیے شنگھائی تعاون تنظیم کے ساتھ فطری شراکت دار ہے۔ چین پاکستان اقتصادی راہداری (سی پیک) قدرتی طور پر علاقائی روابط اور تجارت کے فروغ کے لیے ایس سی او کے اہداف سے ہم آہنگ ہے۔
پاکستان انسداد دہشت گردی کے وسیع تجربے اور ایس سی او کے ریجنل اینٹی ٹیررازم سٹرکچر میکانزم کے ساتھ تعاون کی وجہ سے سیکورٹی تعاون کے شعبے میں رکن ممالک کی مدد بھی کر سکتا ہے۔
شنگھائی تعاون تنظیم کے اجلاسوں میں فعال طور پر شرکت کرکے پاکستان کا مقصد وسطی ایشیا کے ساتھ اپنے تاریخی تعلقات کو مضبوط بنانا , چین کے ساتھ اپنی جامع اسٹریٹجک تعاون پر مبنی شراکت داری کو مستحکم کرنا ہے
شنگھائی تعاون تنظیم کے اندر پاکستان کی اہم سٹریٹجک ترجیحات میں خود کو ایک قابل اعتماد پارٹنر کے طور پر قائم کرنا شامل ہے،
پاکستان شنگھائی تعاون تنظیم کے اندر ریجنل اینٹی ٹیررازم سٹرکچر میکانزم کے ذریعے غیر روایتی سیکورٹی تعاون کو بڑھانا ,دفاع ,سیکورٹی کے معاملات پر تعاون کو فروغ دینا چاہتا ہے
ایس سی او پلیٹ فارم بھارت کے ساتھ تعمیری مشغولیت کے مواقع فراہم کرتے ہیں، مستقبل میں دوطرفہ ملاقاتوں اور سائیڈ لائنز پر بات چیت کے مواقع فراہم کرتے ہیں,
وقت کی ضرورت ہے کہ ایس سی او پلیٹ فارم پر علاقائی کرنسیوں میں تجارت کے امکانات پر بات کی جائے، کیونکہ اب دیگر کرنسیوں میں تجارت کی طرف تبدیلی ناگزیر نظر آتی ہے
ایس سی او کثیرالجہتی پلیٹ فارمز مخالفین کے درمیان بات چیت میں سہولت فراہم کر سکتے ہیں، جس سے خطے میں زیادہ تجارتی اور اقتصادی سرگرمیوں کی اجازت دینے کے لیے سلامتی سے متعلق خدشات کو کم کیا جا سکتا ہے
دہشت گردی سے نمٹنے کے لیے یہ موقع پاکستان کے عزم کی علامت ہے جو اسے شنگھائی تعاون تنظیم کے فریم ورک میں علاقائی انضمام کے لیے سنگ بنیاد ہےشنگھائی تعاون تنظیم اجلاس پاکستان کی ترقی کے لیے اہم سنگ میل قرار دیا جا رہاہے جس سےعلاقائی تعاون کو اقتصادی اور سیاسی تقویت حاصل ہو سکتی ہے
شنگھائی تعاون تنظیم ایک علاقائی، سیاسی، اقتصادی اور دفاعی تنظیم ہے جسے چین اور روس نے 15 جون 2001 کو قائم کیا تھا ابتدائی طور پر چین، روس، قازقستان، کرغزستان، ازبکستان اور تاجکستان شنگھائی تعاون تنظیم کے رکن تھے۔ پاکستان 2005 سے شنگھائی تعاون تنظیم کا مبصر ملک تھا، جو تنظیم کے اجلاسوں میں باقاعدگی سے شرکت کرتا تھا اور 2010 میں پاکستان نے شنگھائی تعاون تنظیم کی رکنیت کے لیے درخواست دی تھی اور اس کے رکن ممالک کے سربراہان کو تنظیم نے جولائی 2015 میں پاکستان کی درخواست کو منظور کیا اور پاکستان کی باضابطہ شمولیت کے لیے ایک طریقہ کار وضع کرنے پر اتفاق کیا۔پاکستان اور بھارت جون 2017 میں، ایران 2023 میں اور بیلاروس 2024 میں مستقل رکن کے طور پر شامل ہوئے اور اس طرح شنگھائی تعاون تنظیم کے مستقل ارکان کی تعداد 10 ہو گئی۔اس کے علاوہ 3 ممالک مبصر اور 14 ممالک ڈائیلاگ پارٹنرز کے طور پر تنظیم کے ساتھ منسلک ہیں۔
جغرافیائی طور پر، شنگھائی تعاون تنظیم دنیا کے تقریباً 80% زمینی رقبے پر محیط ہے۔ شنگھائی تعاون تنظیم دنیا کی 40% آبادی اور GDP کا تقریباً 32% حصہ ہے۔
تنظیم کے مقاصد رکن ممالک کے درمیان اچھی ہمسائیگی، تجارت، سائنس و ٹیکنالوجی، تعلیم، توانائی، سیاحت، امن و سلامتی کے شعبوں میں تعاون ہیں۔سربراہان مملکت کونسل شنگھائی تعاون تنظیم میں سب سے بڑا فیصلہ سازی کا حصہ ہے۔ کونسل شنگھائی تعاون تنظیم کا اجلاس رکن ممالک کے دار الحکومتوں یاکسی ایک شہرمیں ہر سال منعقد ہوتا ہے پاکستان کی وسیع تر خارجہ پالیسی کے منظر نامے میں شنگھائی تعاون تنظیم کی بہت اہمیت ہے
بھارت نے 2016ءسے پاکستان میں منعقد ہونے والی سارک کانفرنس میں شرکت نہیں کی جبکہ شنگھائی تعاون تنظیم کے اجلاس میں بھارت کے اعلیٰ سطح کے حکام کی شرکت تعلقات کو بہتر بنانے کی کوشش کے مصداق ہے
بھارت نے وزیر خارجہ سبرامنیم جے شنکر کو شنگھائی تعاون تنظیم (ایس سی او) کے سربراہی اجلاس میں شرکت کے لیے پاکستان بھیجنے کا اعلان کیاہے وزیر خارجہ دورہ اسلام آباد میں بھارتی وفد کی قیادت کریں گے، 9 سال میں تنازعات کے باوجود پاکستان نے امن کے لیے کوششیں کی ہیں, وزیراعظم پاکستان نے اقوام متحدہ کے اجلاس میں اپنی تقریر کے دوران علاقائی دہشت گردی کی نشاندہی کی ,علاقائی دہشت گردی سربراہی اجلاس کے ایجنڈا میں سب سے اولین نقطہ ہوگا,شنگھائی تعاون تنظیم کی بنیادیں سکیورٹی تعاون سے جڑی ہیں
یہ تنظیم ”تین برائیوں“ دہشت گردی، علیحدگی پسندی اور مذہبی انتہا پسندی سے نبرد آزما ہے
حالیہ برسوں میں سکیورٹی اور انسداد دہشت گردی مباحثوں میں توجہ اس بات پر مرکوز رہی ہے یہ کہ علاقائی دہشت گردی کو بھڑکانے میں افغانستان کس طرح اپنا کردار ادا کررہا ہے
توقع کی جا سکتی ہے کہ سربراہی اجلاس میں افغانستان کے عسکریت پسند گروہوں سے نمٹنے کے حوالے سے بات چیت ہوسکتی ہے۔
اس سال جولائی میں قازاقستان کے دارالحکومت آستانہ میں شنگھائی تعاون تنظیم کی کونسل کے سربراہی اجلاس میں خطاب کرتے ہوئے وزیراعظم پاکستان شہباز شریف نے خبردار کیا تھا کہ افغانستان دہشت گردی کے خلاف موثر اقدامات کرے تاکہ اس کی سرزمین کسی دوسرے ملک کے خلاف استعمال نہ ہوشنگھائی تعاون تنظیم (ایس سی او) خطے کے عوام کی سماجی و معاشی ترقی کے لیے اہم کردار ادا کر رہی ہے ہمارے چیلنجز مشترکہ ہیں ہمیں مل کر ترقی و خوشحالی کے لیے کام کرنا ہے۔وزیراعظم شہباز شریف نے کہا تھا کہ افغانستان میں پائیدار امن ہمارا مشترکہ ہدف ہے،
شنگھائی تعاون تنظیم پاکستان اجلاس میں بلوچستان حملے بھی زیرِبحث آئیں گے۔ بھارت نے اکثر مواقع پر ڈھکے چھپے الفاظ میں شنگھائی تعاون تنظیم کے فورمز پر علاقائی دہشت گردی میں پاکستان کے کردار کے حوالے سے بیانات دئیے ہیں, طویل عرصے سے بلوچ علیحدگی پسندوں کو حاصل بھارت کی پشت پناہی کے بارے میں پاکستان کے خدشات کے پیش نظر پاکستان کو سربراہی اجلاس میں جواب دینے کا موقع ملے گا۔
اس حقیقت کے باوجود کہ یہ وسعت اور اہمیت اختیار کررہا ہے جبکہ کچھ حلقے تو اسے نیٹو کا یوریشین ہم پلہ بھی قرار دے رہے ہیں۔
وزیراعظم شہباز شریف نے اس عزم کا اظہار کیا تھا کہ پاکستان ایس سی او کو متحرک تنظیم بنانے اور اہداف کے حصول میں اپنا بھرپور کردار ادا کرے گا۔غربت کے خاتمے کے لیے بھی کام کرنا ہوگا ’ہمارے چیلنجز مشترکہ ہیں، ہمیں مل کر ترقی و خوشحالی کے لیے کام کرنا ہے خطے کے روشن مستقبل کے لیے ہمیں جغرافیائی سیاسی محاذآرائی سے خود کو آزاد کرنا ہوگا ان کا کہنا تھا کہ پاکستان اپنے محل وقوع کے اعتبار سے تجارت کی اہم گزرگاہ ہے، سی پیک کے ذریعے ترقی و خوشحالی کی منزل کے حصول کی جانب گامزن ہیں ماحولیات کے تحفظ کے لیے ایس ای او کا اقدام لائق تحسین ہے وزیراعظم نے کہاتھا کہ اس امر میں کوئی شک نہیں کہ ایس ای او خطے کے عوام کی سماجی و معاشی ترقی کے لیے اہم کردار ادا کر رہی ہے۔ گزشتہ ایک سال سے ایس سی او کی چیئر کی حیثیت سے قازقستان نے بہترین کردار ادا کیاتھا آئندہ سال کے لیے صدر شی جن پھنگ کو ایس سی او کی چیئرمین شپ ملنے پر مبارکباد پیش کرتے ہیں۔
شنگھائی تعاون تنظیم کاسربراہی اجلاس پاکستان کی میزبانی میں اسلام آباد میں منعقد ہورہا ہے وفاقی وزیرِ اطلاعات و نشریات، عطاء اللہ تارڑ کا کہنا ہے کہ شنگھائی تعاون تنظیم کا اجلاس پاکستان کے لئے اعزاز کی بات ہے کیونکہ 12 سے زائد سربراہان مملکت اس سمٹ میں شرکت کے لئے پاکستان آئیں گے
پاکستان کی ترقی، سافٹ امیج کے لئے یہ سمٹ سنگ میل ثابت ہوگی, شنگھائی تعاون تنظیم کے اجلاس کے لئے مکمل طور پر تیار ہیں , دوسری طرف مسلم لیگ ن کے سینیٹر عرفان صدیقی کا کہنا ہے کہ شنگھائی تعاون تنظیم (ایس سی او) اجلاس میں بھارتی وزیر خارجہ جے شنکر کی شرکت کا اعلان دونوں ممالک کے تعلقات کے لیے اچھی خبر ہے خیال رہے کہ پاکستان کی سربراہی میں ایس ای او سربراہ اجلاس 16 اور 17 اکتوبر کو اسلام آباد میں ہو رہا ہے جس میں چین کے وزیراعظم لی چیانگ سمیت مختلف ممالک کے سربراہان شرکت کریں گے
خیال رہے کہ بھارتی وزیر خارجہ جے شنکر شنگھائی تعاون تنظیم کے اجلاس میں شرکت کے لیے پاکستان آئیں گےاس سے قبل دسمبر 2015 میں اُس وقت کی بھارتی وزیرخارجہ سشما سوراج نے ہارٹ آف ایشیا کانفرنس میں شرکت کیلئے پاکستان کا دورہ کیا تھا۔
وفاقی دارالحکومت اسلام آباد میں شنگھائی تعاون تنظیم اجلاس کی سیکیورٹی کے سلسلے میں فوج کی تعیناتی کا نوٹیفکیشن جاری کردیا گیاہے
وزارت داخلہ کے نوٹیفکیشن میں کہا گیا کہ شنگھائی تعاون تنظیم سمٹ کے لیے فوج کی تعیناتی آرٹیکل245 کےتحت کی گئی ہے اور 5 سے 17 اکتوبر تک دارالحکومت میں فوج تعینات رہے گی
ایس سی او کانفرنس کے پیش نظر پنجاب حکومت نے بھی امن و امان کی صورت حال کو برقرار رکھنے کے لیے پاک فوج کو طلب کی ہے۔ وزارت داخلہ پنجاب کی جانب سے فوج کی خدمات سے متعلق قواعد کا نوٹیفکیشن بھی جاری کر دیا گیا ہے
پنجاب حکومت کے اعلامیے میں کہا گیا ہے کہ فوج کو واضح غیرمبہم رولز آف انگیجمنٹ دیے گئے ہیں،
وفاقی وزیر داخلہ محسن نقوی کاکہنا ہے کہ شنگھائی تعاون تنظیم کی کانفرنس کے ایام میں اسلام آباد میں مقامی تعطیل ہوگی سربراہی اجلاس کا پاکستان میں انعقاد انتہائی اہمیت کا حامل ہے بین الاقوامی کانفرنس کا پاکستان میں انعقاد پوری قوم کیلئے باعث اعزاز ہے سربراہی کانفرنس کے موقع پر فول پروف انتظامات کو ہر سطح پر یقینی ،اسلام آباد کو خوبصورت بنایا جائے گاتمام متعلقہ ادارے باہمی تعاون سے اپنا متعین کردہ کردار ادا کریں، سب کو باہمی تعاون سے اس اہم سربراہی کانفرنس کے پر امن اور کامیاب انعقاد کو یقینی بنانا ہے۔
