The new Directorate Monitoring and Evaluation is established at Lahore. Currently DGHS was looking after prevention and control of communicable diseases including bird flu ,Malaria, TB, polio, measles, diphtheria, pertussis, tetanus, hepatitis, AIDS, ARI, diarrhoeal diseases, typhoid, meningitis, hemorrhagic fever, dengue fever, rabies, plague, influenza, etc.Despite having full-fledged Provincial and Directorate General of HealthServices (DGHS) for implementation of policies and monitoring of health delivery system in the province, the Health Department of Punjab has initiated process to establish a new Directorate Monitoring and Evaluation .The Punjab GOVERNAMENT Rs 749.519 million rupees will be spent in respect of operational cost, has raised a serious question on the ‘intention of the planners. Recruitment of top administrative and lower staff for this unit including, Director General M&E (Health), Director PHIS, Director Assessments & Survey, Director Field Monitoring & Evaluation was under process. The government of Punjab will also have offered high salary of Management Package (MP-I) and (MPII) scale to these officers.According to sourses the job of this unit would be to keep an eye on progress of all the public sector institutions, vertical programs as well as development projects in Punjab and to provide information about the achievements and gaps in Health Department to the Secretary Health and others concerned.A source in the Health Department on the condition of anonymity told that the Provincial Health Departmentoperates under the administrative control of Secretary Health, Punjab who is the head of provincial Health Department. The Health Department has two main functions including policy-making and regulatory function.To ease the burden or work, the Punjab government has bifurcated the Health System in to two parallel departments with the name of Medical Education and Tertiary care hospitals while other one Secondary & primary health care.On the other hand Directorate General of Health Services (DGHS) is also the main arm of provincial health department for programme coordination, implementation and monitoring.
