….(اصغر علی مبارک).اسلام آباد میں بین الپارلیمانی اسپیکرز کانفرنس کے انتظامات مکمل 40 سے زائد ممالک کے پارلیمانی رہنما شرکت کریں گے.اسلام آباد میں بین الپارلیمانی اسپیکرز کانفرنس کے انتظامات مکمل, دنیا کے 40 سے زائد ممالک کے پارلیمانی رہنما شرکت کریں گے ، چیئرمین سینیٹ خود روزانہ کی بنیاد پر کانفرنس سے متعلق تیاریوں اور انتظامی امور کا جائزہ لے رہے ہیں میڈیایڈوائز چیئرمین سینیٹ میاں خرم رسول کے مطابق کانفرنس امن، سیکیورٹی اور ترقی کے فروغ کے موضوع پر اسلام آباد میں 11 تا 12 نومبر 2025 کو منعقد ہو رہی ہے۔کانفرنس میں ماحولیاتی اقدامات، پائیدار ترقی اور وسائل کی مساوی تقسیم سے متعلق پاکستان کا عالمی پارلیمانی تعاون کے فروغ میں قائدانہ کردار ر ہا ہے جب سے اسلام آباد میں پارلیمانی اور سفارتی سرگرمیوں میں اضافہ ہوا ہے، پاکستان عالمی پارلیمانی تعاون کے فروغ میں قائدانہ کردار ادا کر رہا ہے یہ سرگرمیاں نہ صرف سفارتی تعلقات کو مضبوط کر رہی ہیں بلکہ علاقائی ہم آہنگی اور استحکام کے لیے بھی اہم ہیں پاکستان پارلیمانی سفارتکاری کو فروغ دے رہا ہے، جس سے ممالک کے درمیان تعلقات مضبوط ہو رہے ہیں
پاکستان ثقافتی تبادلے کو بڑھا رہا ہے، جس سے ممالک کے درمیان تعلقات گہرے ہو رہے ہیں۔ پاکستان اقتصادی تعاون کو فروغ دے رہا ہے، جس سے ممالک کے درمیان تجارت اور سرمایہ کاری میں اضافہ ہو رہا ہے۔ پاکستان علاقائی استحکام کے لیے کام کر رہا ہے، جس سے خطے میں امن اور خوشحالی کو فروغ مل رہا ہے پاکستان کی یہ کوششیں اس بات کا ثبوت ہیں کہ وہ عالمی پارلیمانی تعاون کے فروغ میں قائدانہ کردار ادا کرنے کے لیے پرعزم ہے۔
امن، سلامتی اور ترقی کی جدوجہد صرف انفرادی ہدف نہیں بلکہ ریاستوں کا مشترکہ مشن ہے
“امن، سلامتی اور ترقی” کے لیےاسلام آباد بین الپارلیمانی اسپیکرز کانفرنس ایک تاریخی سنگ میل ہےاس خیال کو تقویت دیتے ہوئے کہ سلامتی، ترقی اور سماجی چیلنجوں کے لیے تعاون پر مبنی حل بین پارلیمانی مکالمے کے ذریعے تیار کیے جانے چاہئیں،
کانفرنس کا مقصد عالمی پارلیمانی قیادت کو امن، سلامتی اور ترقی کے سہ فریقی عزم کی تصدیق کے لیے اعلیٰ سطحی پلیٹ فارم فراہم کرنا ہے۔ اس مقصد کو حاصل کرنے کے لیے،
اسلام آباد میں آئی ایس سی کا آئندہ اجلاس قانون سازی کی کارروائی اور تنازعات کے حل کے فریم ورک کے ذریعے فوری عالمی چیلنجوں سے نمٹنے کے لیے جاری اور مستقبل کے تعاون کے لیے گہرا ہم آہنگی، شراکت داری کی تعمیر، اور زیر زمین کام کی تلاش کرتا ہے۔
سیکیورٹی چیلنجز اور پائیدار ترقی کے ماڈلز کے پس منظر میں 10سے 12 نومبر 2025 کو اسلام آباد میں ہونے والی بین الپارلیمانی اسپیکرز کانفرنس امن اور خوشحالی کے لیے ایک تاریخی سنگ میل کی نشاندہی کرتی ہے۔
بین الپارلیمانی اسپیکرز کانفرنس ,آئی ایس سی اپریل 2025 میں جنوبی کوریا کے شہر سیئول میں قائم کی گئی تھی، بانی چیئرمین آئی ایس سی اور چیئرمین سینیٹ آف پاکستان سید یوسف رضا گیلانی کی وژنری قیادت میں پارلیمانی عمل اور اجتماعی بات چیت کو فروغ دینے کے لیے وقف ہے۔
پارلیمانیں جمہوری طرز حکمرانی کی بنیاد کے طور پر کام کرتی ہیں، پالیسی کی تشکیل اور احتساب کو یقینی بنانے میں اہم کردار ادا کرتی ہیں سرحدوں سے ماورا اور وجودی خطرات سے نمٹنے کے لیے پالیسیوں کی تشکیل کے لیے منفرد حیثیت کے باوجود، قومی پارلیمانوں کے پاس اکثر بین الاقوامی سطح پر ہم آہنگی کے محدود مواقع ہوتے ہیں۔ بحرانوں کے لیے بکھرے ہوئے نقطہ نظر غیر نتیجہ خیز ثابت ہوتے ہیں، جو قومی پارلیمانوں سے متحد قانون ساز قیادت کا مطالبہ کرتے ہیں۔ مسلح تصادم اور دہشت گردی سے لے کر غیر منصفانہ ترقی تک کے بہت سے عالمی چیلنجز کے لیے پارلیمنٹ کو معلومات کا تبادلہ، قانون سازی اور ایک دوسرے سے سیکھنے کی ضرورت ہوتی ہے۔
بین الپارلیمانی اسپیکرز کانفرنس ,آئی ایس سی نقطہ نظر کا اشتراک کرنے، اتفاق رائے پیدا کرنے اور حل کو متحرک کرنے کے لیے مقررین کے لیے ایک وقف شدہ فورم بنا کر اس اہم خلا کو پر کرتا ہے
بنیادی مقصد باہمی انحصار، باہمی خوشحالی اور عالمی سطح پر مشترکہ اقدار کو آگے بڑھانا ہے۔ دنیا اس وقت بڑھتے ہوئے عالمی تنازعات، علاقائی تناؤ اور بڑھتے ہوئے ترقیاتی تفاوت کے شکنجے میں ہے۔ لہٰذا، یہ پارلیمانوں اور ان کے قائدین پر تیزی سے فرض بنتا جا رہا ہے کہ وہ تنازعات کی روک تھام اور حل، اچھی حکمرانی اور جامع ترقی کے لیے زیادہ فعال کردار ادا کریں۔ یہ اس ناقابل تردید حقیقت کو مدنظر رکھتے ہوئے ناگزیر ہے کہ امن اور ترقی ہم آہنگی اور ایک دوسرے پر منحصر ہے۔
اس سلسلے میں، آئی ایس سی، اس کے بانی چیئرمین سید یوسف رضا گیلانی، پارلیمنٹ کے فعال سفارتی تعلقات کے ذریعے فعال بین الاقوامی تعاون کے بارے میں تصور کرنے، دوبارہ تشکیل دینے اور دوبارہ ترتیب دینے کے لیے مضبوط عزم کی نمائندگی کرتے ہیں۔ یہ نگرانی، نمائندگی، اور اخلاقی حکمرانی میں پارلیمانی صلاحیتوں کو مزید مضبوط کرنے کے طریقوں اور ذرائع پر تبادلہ خیال کرنے کا موقع فراہم کرے گا تاکہ عدم مساوات کے خلا اور ابھرتے ہوئے سلامتی کے خطرات کو ختم کیا جاسکے۔ جوابات مقررین ایسے قوانین اور پالیسیوں کا مسودہ تیار کرنے کے لیے بہترین طریقوں کا تبادلہ کر سکتے ہیں جو سلامتی کے خطرات کو دور کرتے ہیں اور عدم مساوات کو کم کرتے ہیں۔ درج ذیل سوالات آج ہمارے معاشروں کے سامنے سب سے زیادہ مضبوط امن، سلامتی اور ترقی کے چیلنجز کیا ہیں؟ سیکیورٹی کے خطرات اور ترقیاتی چیلنجوں کو کم کرنے کے لیے پارلیمنٹ قانون سازی کے آلات اور بین الاقوامی تعاون سے کیسے فائدہ اٹھا سکتی ہے؟ جغرافیائی سیاسی اختلافات کو دور کرنے اور انسانی حقوق کو برقرار رکھنے میں پارلیمانی سفارت کاری کیا کردار ادا کر سکتی ہے؟ کانفرنس کے دوران غور و فکر کی رہنمائی کر سکتے ہیں
یہ عکاسی ٹوٹی پھوٹی دنیا میں پارلیمنٹ کے قانون سازی، نگرانی اور نمائندہ کردار کو بڑھانے کے لیے حکمت عملی بنانے میں مدد کرے گی۔ شرکاء آئی ایس سی کے رول اور سیٹ فارورڈ ایجنڈے کو مستحکم کرنے والے ٹھوس نتائج کی طرف کام کریں گے۔ یہ کانفرنس اسلام آباد اعلامیہ کو اپنائے گی، جو کہ سیول کے بنیادی اعلامیے کی بنیاد پر تعمیر کرے گی، امن کی تعمیر، اچھی حکمرانی اور قانون سازی کے ذریعے جامع ترقی کو مضبوط بنانے کے لیے مشترکہ وعدوں اور سفارشات کو بیان کرے گی۔ الپارلیمانی اسپیکرز کانفرنس اسلام آباد 2025،مستقبل میں تعاون، اقوام متحدہ اور ترقیاتی ایجنسیوں کے ساتھ رابطہ، اور مشترکہ قانون سازی کے اقدامات کے لیے رہنما خطوط کا پروگرام اور روڈ میپ اس کے واضح بیان کے ساتھ ہو گی
یاد رکھیں کہ عالمی پارلیمانی سفارت کاری کے ایک تاریخی اور انقلابی اقدام کے طور پر بین الپارلیمانی اسپیکرز کانفرنس کا باقاعدہ آغاز 12 اپریل 2025 کوجنوبی کوریا کے دارالحکومت سیول میں ہواتھا۔ افتتاحی اجلاس میں دنیا بھر سے سینئر پارلیمانی رہنماؤں، اسپیکرز اور چیئرپرسنز نے شرکت کی تھی ، جو جمہوری اقدار، باہمی تعاون اور عالمی ترقی کے لیے اپنی مشترکہ وابستگی کی علامت ہے
اس کانفرنس کا سب سے اہم اور قابلِ فخر پہلو یہ تھا کہ چیئرمین سینیٹ سید یوسف رضا گیلانی کو متفقہ طور پر ISC کا بانی چیئرمین منتخب کیا گیاتھا۔
چیئرمین سینیٹ سید یوسف رضا گیلانی نے اپنے خطاب میں مزید کہا تھا کہ بین الپارلیمانی اسپیکرز کانفرنس محض پارلیمانی رہنماں کا اجتماع نہیں بلکہ یہ ہماری مشترکہ خواہش کا زندہ ثبوت ہے کہ ہم افہام و تفہیم کے ساتھ آگے بڑھیں، انسانی وقار کو بلند کریں اور عالمی ترقی کے لیے ایک مشترکہ راستہ طے کریں۔ یوسف رضا گیلانی نے اس اعزاز پر دلی شکریہ ادا کرتے ہوئے اس بین الاقوامی پلیٹ فارم کو عالمی پارلیمانی روابط کو مضبوط کرنے کا ایک تاریخی سنگِ میل قرار دیا۔
چیئرمین سینیٹ سید یوسف رضا گیلانی نے کہا تھاکہ یہ پلیٹ فارم نہ صرف بین الاقوامی پارلیمانی سفارت کاری کے ایک نئے باب کا آغاز ہے بلکہ عالمی ہم آہنگی، مشترکہ خوشحالی اور دیرپا امن کی جانب ہمارے اجتماعی کردار کو ازسرنو متعین کرنے کا ایک تاریخی موقع بھی ہے۔
25 اپریل 2025 کوچیئرمین سینیٹ سید یوسف رضا گیلانی نے بین الاقوامی پارلیمانی اسپیکرز کانفرنس کا چئیرمین منتخب ہونے پر اراکین پارلیمنٹ کے اعزاز میں عشائیے کا اہتمام کیاتھا عشائیے میں چاروں صوبائی اسمبلیوں کے اسپیکرز، وفاقی وزراء، اراکین پارلیمنٹ اور ڈپلومیٹس نے شرکت کی تھی,
چئیرمین سینٹ سید یوسف رضا گیلانی نے اس موقع پر خطاب کرتے ہوئے کہا تھا کہ میری متفقہ تقرری برائے بانی چیئرمین بین الاقوامی پارلیمانی اسپیکرز کانفرنس پاکستان کی پارلیمانی سفارتکاری کی کامیابی اور ملک کے عالمی وقار کا مظہر ہے۔ بین الاقوامی تعاون، مکالمے کا فروغ اور باہمی احترام پاکستان کی خارجہ پالیسی کے بنیادی ستون ہیں، بین الاقوامی پارلمانی اسپیکرز کانفرنس کے قیام سے تجارت، سرمایہ کاری اور علاقائی روابط کو فروغ ملے گا۔
چیئرمین سینیٹ نے کہا تھاکہ عالمی چیلنجز کا مقابلہ مشترکہ بین الاقوامی کوششوں سے ہی ممکن ہے، کوریا واٹر ریسورسز کارپوریشن کے ساتھ شراکت داری پاکستان کی ماحولیاتی حکمت عملی کا اہم قدم ہے۔ اُن کا کہنا تھا کہ پاکستان قائداعظم کے اصولوں پر مبنی خارجہ پالیسی پر کاربند ہے، سیؤل اعلامیہ امن، ترقی اور مشترکہ خوشحالی کے لیے پاکستان کی کاوشوں کا خاکہ ہے، جہاں مؤثر سفارتکاری ہو، وہیں تجارت، سرمایہ کاری اور سیاحت کو فروغ ملتا ہے۔ چیئرمین سینیٹ نے پارلیمانی تعاون کو فروغ دے کر دنیا کے لیے روشن مستقبل کی بنیاد بنانے کے عزم کا اظہار کیا تھا
عالمی پارلیمانی سفارت کاری کے ایک تاریخی اور انقلابی اقدام کے طور پر بین الپارلیمانی اسپیکرز کانفرنس کا باقاعدہ آغاز جنوبی کوریا کے دارالحکومت سیئول میں ہواتھا۔چیئرمین سینٹ کا خطاب‘ بین الاقوامی پلیٹ فارم کو عالمی پارلیمانی روابط کو مضبوط کرنے کا تاریخی سنگ میل قرار دیا تھا
افتتاحی اجلاس میں دنیا بھر سے سینئر پارلیمانی رہنمائوں، سپیکرز اور چیئر پرسنز نے شرکت کی جو جمہوری اقدار، باہمی تعاون اور عالمی ترقی کیلئے مشترکہ وابستگی کی علامت ہے۔
اس کانفرنس کا اہم پہلو یہ ہے کہ چیئرمین سینٹ سید یوسف رضا گیلانی کو متفقہ طور پر بین الپارلیمانی یونین سپیکر کانفرنس کا بانی چیئرمین منتخب کیا گیا۔ اس موقع پر اُنکی قائدانہ صلاحیتوں، بین الاقوامی تعلقات میں تجربے اور جمہوری اصولوں سے گہری وابستگی کو عالمی سطح پر سراہا گیا
افتتاحی اجلاس سے خطاب میں چیئرمین یوسف رضا گیلانی نے اس اعزاز پر دلی شکریہ ادا کرتے ہوئے اس بین الاقوامی پلیٹ فارم کو عالمی پارلیمانی روابط کو مضبوط کرنے کا ایک تاریخی سنگ میل قرار دیاتھا اسپیکر قومی اسمبلی سردار ایاز صادق نے بین الپارلیمانی اسپیکرز کانفرنس کی کرٹن ریزر تقریب سے خطاب میں کہنا تھا کہ اس تقریب میں موجودگی میرے لیے باعث مسرت ہے چیئرمین سینیٹ کو پروقار تقریب کے انعقاد پر مبارکباد پیش کرتا ہوں اسپیکر سردار ایاز صادق نے چیئرمین سینیٹ کی پارلیمانی سفارتکاری کی کاوشوں کو سراہاتھا
اسپیکر قومی اسمبلی کاکہنا تھا کہ دنیا بھر میں پارلیمان عوام کے اعتماد اور خواہشات کی آئینہ دار ہیں ,پارلیمان صرف قانون سازی نہیں بلکہ مکالمے اور اتفاقِ رائے کا فورم بھی ہے, پارلیمانی سفارتکاری روایتی حکمت عملی کا اہم جزو بن چکی ہےپارلیمانی سفارتکاری عوامی نمائندوں کے درمیان بامعنی روابط کے قیام میں مددگار ہےپاکستان کا دو ایوانی نظام عوام کی خدمت کر رہا ہے
اسپیکر قومی اسمبلی کاکہنا تھا کہ قومی اسمبلی اور سینیٹ جمہوری طرز حکمرانی کو مستحکم بنا رہے ہیں,پاکستان کی پارلیمان عالمی و علاقائی فورمز پر مؤثر کردار ادا کر رہی ہےپاکستان انٹر پارلیمنٹری یونین اور اسلامی ممالک کی یونین میں فعال کردار ادا کر رہا ہے اسپیکرز کانفرنس علاقائی تعاون کے فروغ کا سنگ میل تھی اسپیکرز کانفرنس کا مقصد دہشت گردی کے خاتمے اور عوامی روابط کو فروغ دینا تھااے آئی قانون سازی اور عوامی شمولیت میں مددگار ثابت ہو سکتی ہےغلط معلومات اور فیک نیوز، اداروں پر اعتماد کمزور کرتے ہیں غلط معلومات کو روکنے کیلئے پالیسی سازوں کو مشترکہ حکمت عملی وضع کرنا ہوگی,اسپیکرز اور پریزائیڈنگ آفیسرز کا کردار تنازعات کے حل اور اتفاقِ رائے قائم کرنے میں اہم ہوتا ہے,مستحکم جمہوری ادارے عوام کی بہتر خدمت کر سکتے ہیں, خطے میں امن عوام کے جائز شکوے ایڈریس کیے بغیر ممکن نہیں,,پاکستان پرامن مذاکرات اور عالمی قوانین کی پاسداری پر یقین رکھتا ہے, فلسطین اور مقبوضہ جموں کشمیر کے مسئلے کا حل بھی مکالمے میں ہے
پارلیمانی سفارتکاری اتفاقِ رائے کے فروغ کا مؤثر ذریعہ ہے تنازعات کا حل عوام کی خواہشات اور اقوام متحدہ کی قراردادوں کے مطابق ہونا چاہیے
بین الپارلیمانی اسپیکرز کانفرنس امن و ترقی کے لیے اہم فورم ہے بہتر دنیا کی تعمیر مکالمے اور تعاون سے ممکن ہے
اس دوران بین الپارلیمانی سپیکرز کانفرنس (آئی ایس سی) کے لیے خصوصی ایلچی مصباح کھر نے کہا ہے کہ پاکستان عالمی پارلیمانی تعاون کے فروغ میں قائدانہ کردار ادا کر رہا ہے۔ مارننگ شو میں انہوں نے بتایا کہ یہ کانفرنس چیئرمین سینیٹ پاکستان کی قیادت میں تشکیل دی گئی ایک نئی کثیرالجہتی عالمی پارلیمانی پلیٹ فارم ہے، جنہیں اس وقت پاکستان کے قائم مقام صدر اور آئی ایس سی کے بانی صدر ہونے کا اعزاز حاصل ہے۔
آئی ایس سی کا تصور سیول میں اس سوچ کے ساتھ پیش کیا گیا کہ دنیا کے پارلیمان ایک پلیٹ فارم پر جمع ہو کر بدلتے ہوئے جیوپولیٹیکل منظرنامے اور مشترکہ عالمی چیلنجز کا اجتماعی طور پر مقابلہ کریں۔انہوں نے مزید بتایا کہ پینتالیس ممالک اس فورم کے تحت متحد ہو چکے ہیں تاکہ ان مسائل پر غور کیا جا سکے جو ہماری اجتماعی بقا کے لیے خطرہ بن رہے ہیں۔ دنیا اس وقت ہائبرڈ وارفیئر، ماحولیاتی عدم استحکام، معاشی تقسیم اور معلومات کی مسخ شدگی جیسے سنگین خطرات سے دوچار ہے۔ہم ایک ایسے دور میں جی رہے ہیں جہاں سچ اور جھوٹ میں فرق کرنا مشکل ہوتا جا رہا ہے، اسی لیے آئی ایس سی جیسے پلیٹ فارمز کی ضرورت پہلے سے کہیں زیادہ بڑھ گئی ہے۔
کانفرنس کا بنیادی فلسفہ انسانیت کی وحدت پر مبنی ہے۔ جب آپ زمین کو خلا سے دیکھتے ہیں تو نہ کوئی سرحد نظر آتی ہے نہ کوئی تقسیم، صرف ایک انسانیت نظر آتی ہے ،یہی نظریہ آئی ایس سی کی اساس ہے: ایک نسلِ انسانی، ایک خاندان، ایک دنیا۔
