اصغر علی مبارک …………………………ہاکی پاکستان کا قومی کھیل ہے لیکن حکومتی توجہ اور عہدیداروں کی عدم دلچسپی کے باعث بدحالی کا شکار رہا ہے.
ہاکی کے کھیل میں میرٹ کا اطلاق کرنے پر وزیر اعظم کا شکریہ ۔وزیر اعظم شہباز شریف کی محنت، کارکردگی اور ایمانداری کی دنیا معترف ہے، شہباز شریف کا ماضی گواہ ہے وہ محنت، کارکردگی اور میرٹ پر یقین رکھتے ہیں شہباز شریف کی میرٹ کی پالیسی جھلک کھیلوں کے میدان میں دیکھی جا سکتی ہے کچھ ہفتہ قبل کھیلوں میں گندی سیاست کی وجہ سے ملک میں دو متوازی ہاکی فیڈریشنز تھیں,اور خدشہ تھا کہ کوئی پاکستانی ٹیم ہاکی ایونٹ میں شرکت نہیں کرے گی۔ لیکن وزیر اعظم کی مداخلت کی وجہ سے ایک ٹیم کو میرٹ پر منتخب کیا گیا اور اب شاندار کارکردگی پاکستانی قوم کے سامنے ہے
وزیراعظم شہباز شریف نے شاندار کارکردگی پر قومی ٹیم کو خراج تحسین پیش کرتے ہوئے ٹیم کے ہر کھلاڑی کے لیے 10 لاکھ روپے انعام کا اعلان کیا ہے۔ قبل ازیں وزیراعظم شہباز شریف نے قومی ٹیم کی شاندار کارکردگی کو سراہتے ہوئے کہا کہ جیت یا ہار کھیل کا حصہ ہے، قومی ٹیم نے پوری قوم کے دل جیت لیے ہیں۔ وزیر اعظم نے اس بات کا اعادہ کیا کہ حکومت ملک میں کھیلوں بالخصوص ہاکی کے فروغ کے لیے تمام اقدامات کر رہی ہے۔اذلان شاہ کپ میں قومی ٹیم نے عمدہ کھیل پیش کرتے ہوئے فائنل میں جگہ بنائی جہاں اسے جاپان کے ہاتھوں شکست ہوئی اور پاکستانی ٹیم نے چاندی کا تمغہ حاصل کیا۔ جب پاکستانی کھلاڑی پنالٹی شوٹ آؤٹ کرنے میں ناکام رہے تومرحوم منصور احمدکئی بار یاد آئے
مرحوم منصور احمد اولمپئن اور ورلڈ کپ 1994 کے ہیرو میرے قریبی دوست تھے وہ اپنے دور کے بہترین گول کیپر رہے،میں وہ خوش قسمت سپورٹس جرنلسٹ ہوں جس نے 1994 کی ورلڈکپ ٹرافی منصور احمد کے ساتھ اٹھائی تھی ورلڈکپ ٹرافی 2 دن تک میرے گھر میں موجود رہی تھی۔وزیراعظم نے قومی ہاکی ٹیم کو وزیراعظم ہاؤس میں جلد ملاقات کی دعوت دی ہے۔ دوسری جانب اذلان شاہ ہاکی ٹورنامنٹ میں شاندار کارکردگی دکھانے والی قومی ہاکی ٹیم لاہور پہنچی تو چیئرمین وزیراعظم یوتھ افیئرز رانا مشہود نے کھلاڑیوں کا استقبال کیا جب کہ کھلاڑیوں کے استقبال کے لیے اولمپئنز اور سرکاری افسران بھی موجود تھے۔ یاد رہے کہ پاکستان نے 13 سال بعد اذلان شاہ ہاکی ٹورنامنٹ کے فائنل کے لیے کوالیفائی کیا تھا۔ قومی ٹیم فائنل میں ناقابل شکست رہی، فائنل میں سنسنی خیز مقابلے کے بعد جاپان نے پاکستان کو پنالٹی اسٹروک پر 1-4 گول سے شکست دی۔ اذلان شاہ کپ ہاکی ٹورنامنٹ کا فائنل پاکستان اور جاپان کے درمیان ملائیشیا کے شہر ایپوہ میں کھیلا گیا۔ 13 سال بعد اذلان شاہ ہاکی ٹورنامنٹ کے فائنل میں پاکستانی ٹیم کا آغاز اچھا نہ رہا اور جاپان نے پہلا گول کر کے برتری حاصل کر لی۔ تاہم اس کے بعد قومی ٹیم نے میچ میں شاندار کم بیک کیا اور اعجاز احمد کے گول کی بدولت میچ برابر کر دیا۔ میچ کے تیسرے کوارٹر میں قومی ٹیم نے جارحانہ حکمت عملی اپناتے ہوئے جاپان کے خلاف تابڑ توڑ حملے جاری رکھے اور قومی ہاکی ٹیم کو اس کا صلہ اس وقت ملا جب عبدالرحمان نے پاکستان کو ایک گول کی برتری دلا دی۔ اس سے پہلے کہ قومی ٹیم میچ جیت پاتی، جاپان نے میچ کے چوتھے کوارٹر میں گول کر کے فائنل میچ برابر کر دیا۔ فائنل میچ کا فیصلہ پنالٹی شوٹ آؤٹ پر ہوا جس میں پاکستان نے گول کرنے کے اپنے پہلے دو مواقع ضائع کیے جبکہ جاپان نے اپنا کوئی بھی موقع ضائع نہ کیا اور 4 شوٹ آؤٹ میں 4 گول کیے جبکہ پاکستان نے 3 مواقع گنوا کر صرف1 گول کیا۔ پاکستان کی جانب سے لیاقت ارشد اور رانا وحید اشرف نے گول کارنر کرنے کا موقع گنوا دیا۔ پاکستانی ٹیم فائنل سے قبل اس ٹورنامنٹ میں ناقابل شکست تھی، اس نے پانچ میں سے تین میچ جیتے اور دو میچ ڈرا ہوئے۔ پاکستان نے اس سے قبل اذلان شاہ ہاکی ٹورنامنٹ کا ٹائٹل تین بار جیتا تھا اور آخری مرتبہ اذلان شاہ ہاکی ٹورنامنٹ 2003 میں جیتا تھا۔اس سے قبل تیسری اور چوتھی پوزیشن کے میچ میں نیوزی لینڈ نے میزبان ملائیشیا کو 2-3 سے شکست دے کر کانسی کا تمغہ جیتا ۔یاد رہے کہ پاکستان ہاکی فیڈریشن میں تقسیم کے معاملے پر فیڈریشن انٹرنیشنل ہاکی کی ہدایت پر چیئرمین وزیر اعظم یوتھ پروگرام رانا مشہود کی زیر صدارت 25 اپریل 2024 کو اسلام آباد میں اجلاس ہوا تھاجس میں کس دھڑے کو تسلیم کرنا ہے یہ فیصلہ ایف آئی ایچ پر چھوڑنے پر اتفاق کیا گیا تھا,دوسری جانب ایف آئی ایچ نے پاکستان میں متوازی ہاکی فیڈریشن کے معاملہ کا نوٹس لےلیا تھا۔ پی ایچ ایف کی جانب سے ایف آئی ایچ کو حالات سے آگاہی کا خط لکھا گیا تھا۔ خط کےمتن کےمطابق ایف آئی ایچ آئی اوسی سپورٹس گورنس چارٹرپرعمل پیرا ہوکر پی ایچ ایف کاساتھ دے،حکومت پاکستان کی جانب سےسپورٹس فیڈریشنز کے معاملات میں مداخلت نہ کرنےکالیٹرریکارڈ پرہے۔ پی ایچ ایف کےمطابق وازرت آئی پی سی نےآئی اوسی کو سپورٹس فیڈریشنز معاملات میں مداخلت نہ کرنےکی یقین دہانی کرائی تھی، ۔ایف آئی ایچ نےمعاملہ کا نوٹس لیتےہوئےدونوں دھڑوں کو 25 اپریل تک اپنا موقف اور ثبوت جمع کرانےکی ہدایات دی تھی۔ ایف آئی ایچ کےمطابق ایف آئی ایچ کےصدرطیب اکرام کو پاکستان سےتعلق ہونے کی بنیادپراس معاملہ میں شامل نہیں کیا تھا،ایف آئی ایچ سینیئر ڈائریکٹر نے پاکستان اولمپک ایسوسی ایشن کو حکومت پاکستان کے ساتھ ملکراحسن حل نکالنےکی بھی درخواست کی تھی،تاکہ پاکستانی کھلاڑی انٹرنیشنل ایونٹس میں شرکت کرتے رہیں۔یاد رہے کہ اسلام آباد میں ہونے والے اجلاس میں پاکستان ہاکی فیڈریشن کے دونوں دھڑوں کے عہدیداروں کے شرکت کی تھی۔
وزیر اعظم یوتھ پروگرام کے چیئرمین رانا مشہود کے بقول ’اجلاس میں اتفاق کیا گیا تھا کہ پاکستان ہاکی فیڈریشن کے کس دھڑے کو تسلیم کرنا ہے یہ فیصلہ ایف آئی ایچ پر چھوڑ دیا جائے۔‘ اجلاس کے بعد رانا مشہود صحافیوں سے بات کرتے ہوئے کہا تھاکہ ’فیڈریشن میں تقسیم ختم کر کے دستاویزات اور ثبوتوں کی روشنی میں جس کو ایف آئی ایچ تسلیم کرے گی اسے ہم بھی تسلیم کرنے کے پابند ہوں گے۔ لہذا ڈاکٹر شہلا رضا دھڑے کے سیکریٹری جنرل حیدر حسین کو عالمی فورمز سے خط و کتابت کے لیے عارضی طور پر اس عہدے پر برقرار رکھنے پر اتفاق ہوا ۔‘ان کا مزید کہنا تھا کہ ’تقسیم کے بعد اذلان شاہ ہاکی ٹورنامنٹ میں شرکت کے لیے جاری کراچی اور اسلام آباد میں کیمپوں کو بھی ختم کر دیا گیا۔ اسلام آباد میں دوبارہ ٹرائل لینے کے بعد وفاقی دارالحکومت میں ایک ہی کیمپ لگانے پر سب متفق ہوا۔ہاکی فیڈریشن کے سیکریٹری کے بقول ’پاکستان ہاکی فیڈریشن کے آئین میں ایف آئی پی کو مداخلت کا اختیار نہیں۔ اس لیے اجلاس میں طے ہواکہ وزیر اعظم کی جانب سے غیر جانبدار کمیٹی بنا کر فیڈریشن کے صدر کی نامزدگی ہوگی انہوں نے کہا تھا کہ ’جو فنڈز میں اربوں کا خرد برد کیا گیا تھا اس کی ایف آئی اے تحقیقات کرے اور کمیٹی شفاف سکروٹنی بھی کرے۔ ہمارے ممبران کی تعداد 103 ہے جن کے ووٹوں سے صدر منتخب کیا جاتا ہے۔

دنیا کے دیگر ممالک عالمی مقابلوں کی تیاری کر رہے ہیں جبکہ ہمارے ہاں یہ طے کیا جا رہا ہے کہ اس کھیل کو فروغ دینے کے لیے بننے والی ہاکی فیڈریشن کو کیسے متحد کیا جائے۔‘پاکستان ہاکی فیڈریشن کچھ عرصہ پہلے دو حصوں میں تقسیم ہو گئی تھی۔ ایک حصے کی صدر شہلا رضا اور جنرل سیکریٹری حیدر حسین بنے اور کراچی آفس سے کام شروع کر دیا جبکہ دوسرے دھڑے کے صدر طارق بگٹی اور جنرل سیکریٹری رانا مجاہد بن گئے اور ہاکی فیڈریشن لاہور آفس میں براجمان ہوگئے۔ یوں ایک ہاکی فیڈریشن کراچی اور دوسری لاہور کی بن گئی۔ پی ایچ ایف کراچی کی جانب سے بطور سیکریٹری حیدر حسین نے صدر ایف آئی ایچ کو خط لکھا اور سارا معاملہ ان کے نوٹس میں لایا گیا۔ خط میں کہا گیا تھا کہ ایف آئی ایچ آئی او سی سپورٹس گورننس چارٹر پر عمل کرتے ہوئے ان کی ہاکی فیڈریشن کا ساتھ دے۔ اس کے علاوہ خط میں یہ بھی کہا گیا ہے کہ ’آئی او سی، ایف آئی ایچ اور پی ایچ ایف آئین میں متوازی تنظیم کی گنجائش نہیں، ایف آئی ایچ کو اس بارے با رہا مطلع کیا گیا کہ کچھ عناصر متوازی تنظیم سازی میں ملوث ہیں۔‘ حکومت پاکستان کی جانب سے سپورٹس فیڈریشنز کے معاملات میں مداخلت نہ کرنے کا لیٹر ریکارڈ پر ہے اور وزارت بین الصوبائی رابطہ نے آئی او سی کو سپورٹس فیڈریشنز کے معاملات میں مداخلت نہ کرنے کی یقین دہانی کرائی تھی۔
ہاکی کو فروغ دینے کی بجائے عہدے حاصل کرنے کی خواہش ہے۔ وہ بھی نوجوان کھلاڑیوں کی سپورٹ کرنے کی بجائے اختیارات انجوائے کرنے پر ہی یقین رکھتے ہیں۔ اس کھیل کی نرسری جو سکول کالجز اور کلبوں کی سطح پر ہوتی تھی ختم ہوتی جارہی ہےجس طرح کرکٹ میں کھلاڑیوں کو مستقبل نظر آتا ہے اس طرح ہاکی میں دکھائی نہیں دیتا۔ اس لیے وہ ہاکی کھیل کر وقت ضائع کرنے کی بجائے دیگر کھیلوں یا کاروبار کو آگے بڑھنے کا ذریعہ سمجھتے ہیں۔ ہاکی میں جس طرح ہم کبھی ناقابل تسخیر تھے اب اسی طرح عالمی سطح پر ریکنگ میں بھی دکھائی نہیں دیتے۔ ہاکی فیڈریشن کئی حصوں میں تقسیم ہو چکی ہے اور کھلاڑیوں کی کوئی سرپرستی نہیں ہے، نہ ہی انہیں سہولیات میسر ہیں اور نہ ہی بہتر تربیت دی گئی۔ اس کے باوجود ان کی کارکردگی ناقابل یقین ہے۔ انہیں کوئی بہتری دکھائی نہیں دے رہی لیکن ان کی کارکردگی اچھی ہونا حیران کن ہے اذلان شاہ کپ ورلڈ ہاکی فیڈریشن کا تیسرا بڑا ایونٹ ہوتا ہے۔ دوسرے ملکوں کی بی ٹیموں کے مقابلے میں پاکستانی ٹیم کی کارکردگی بہتر ہونا خوش آئند ہے، کیونکہ ہماری رینکنگ 15ویں نمبر تک گر چکی ہے ہاکی کی تباہی کی سب سے بڑی وجہ اس میں پیسہ اور مسقتبل نہ ہونا ہے اس کوحکومتی توجہ کے بغیر مسئلہ حل نہیں ہوگا۔ یہ کامیابی بہت بڑی ہے مگر عالمی سطح پر اپنا کھویا ہوا مقام حاصل کرنے کے لیے لڑکوں کو نوکریاں اور سہولیات دینے میں سنجیدگی دکھانا ہو گی۔ کم از کم ہاکی فیڈریشن کی تقسیم ہی ختم کر کے ایک مضبوط فیڈریشن بنائی جائے

Prime Minister Shahbaz Sharif has announced a reward of 10 lakh rupees for each player of the team while paying tribute to the national team for their excellent performance. Earlier, Prime Minister Shehbaz Sharif praised the excellent performance of the national team and said that winning or losing is part of the game, the national team has won the hearts of the entire nation. The Prime Minister has invited the national hockey team for an early meeting at the Prime Minister’s House. On the other hand, when the national hockey team which showed great performance in the Azlan Shah Hockey Tournament reached Lahore, Chairman Prime Minister Youth Affairs Rana Mashhood welcomed the players while Olympians and government officials were also present to welcome the players. It may be remembered that Pakistan had qualified for the final of the Azlan Shah Hockey Tournament after 13 years. The national team remained undefeated in the finals, after a sensational contest in the finals, Japan beat Pakistan 1-4 on penalty shootout. The final of the Azlan Shah Cup hockey tournament was played between Pakistan and Japan in Ipoh, Malaysia. After 13 years in the final of the Azlan Shah Hockey Tournament, the Pakistani team did not start well and Japan took the lead by scoring the first goal. However, after that, the national team made a brilliant comeback in the match and tied the match thanks to Ijaz Ahmed’s goal. In the third quarter of the match, the national team adopted an aggressive strategy and continued to attack Japan and the national hockey team got its reward when Abdul Rehman gave Pakistan a one-goal lead. Before the national team could win the match, Japan scored in the fourth quarter of the match to tie the final match. The final match was decided on a penalty shootout in which Pakistan wasted their first two chances to score while Japan did not waste any of their chances and scored 4 goals in 4 shootouts while Pakistan missed 3 chances and scored only 1 goal. Pakistan’s Liaqat Arshad and Rana Waheed Ashraf missed the chance to score a corner. The Pakistani team was unbeaten in the tournament prior to the final, winning three out of five matches and drawing two matches. Pakistan has previously won the Azlan Shah Hockey Tournament title three times and last won the Azlan Shah Hockey Tournament in 2003. Earlier in the third and fourth place match, New Zealand defeated hosts Malaysia 2-3. Won a bronze medal. It should be remembered that a meeting was held in Islamabad on April 25, 2024 under the chairmanship of Chairman Prime Minister Youth Program Rana Mashhood on the instructions of Federation International Hockey on the issue of division in the Pakistan Hockey Federation. It was agreed to leave the decision to FIH, on the other hand FIH took notice of the issue of parallel hockey federation in Pakistan. A situational awareness letter was written by PHF to FIH. According to the text of the letter, FIH will support the PHF by adhering to the IOC Sports Governance Charter. The government of Pakistan has a track record of not interfering in the affairs of sports federations. According to PHF, the Ministry of IPC had assured the IOC not to interfere in the affairs of sports federations. The FIH, taking notice of the matter, had instructed both factions to submit their stand and evidence by April 25. According to FIH, Tayeb Ikram was not involved in this matter on the basis of his connection with Pakistan.The FIH Senior Director also requested the Pakistan Olympic Association to find a solution with the Government of Pakistan.
So that Pakistani players can participate in international events. Remember that in the meeting held in Islamabad, the officials of both factions of Pakistan Hockey Federation participated.
According to Prime Minister Youth Program Chairman Rana Mashhood, “It was agreed in the meeting that the decision of which faction of Pakistan Hockey Federation to recognize should be left to FIH.”
After the meeting, Rana Mashhood said while talking to the journalists that “We will also be obliged to recognize whatever FIH recognizes in the light of documents and evidence by ending the division in the federation.”
Therefore, it was agreed to retain Dr. Shehla Raza Faction General Secretary Haider Hussain in this position temporarily for correspondence with international forums. The ongoing camps in Karachi and Islamabad were also dismantled. After taking the trial again in Islamabad, everyone agreed to set up a single camp in the federal capital.
According to the Secretary of Hockey Federation, FIP has no authority to interfere in the constitution of Pakistan Hockey Federation. Therefore, it was decided in the meeting that the Prime Minister will form an impartial committee and nominate the president of the federation
He had said that the FIA should investigate the funds that were embezzled and the committee should conduct a transparent scrutiny. Our number of members is 103 by whose votes the President is elected.

Other countries of the world are preparing for international competitions while here we are deciding how to unite the hockey federation formed to promote the sport.
The Pakistan Hockey Federation was split into two parts some time ago. One faction became President Shehla Raza and General Secretary Haider Hussain and started working from the Karachi office, while the other faction became President Tariq Bugti and General Secretary Rana Mujahid and settled in Hockey Federation Lahore office. Thus, one Hockey Federation was formed in Karachi and another in Lahore.
On behalf of PHF Karachi, Haider Hussain as Secretary wrote to President FIH and the whole matter was brought to his notice. The letter asked FIHIOC to support their hockey federation by following the Sports Governance Charter.
Apart from this, the letter also stated that there is no provision for parallel organization in IOC, FIH and PHF constitutions, FIH was informed that some elements are involved in parallel organization. .
The letter from the Government of Pakistan is on record not to interfere in the affairs of sports federations and the Ministry of Inter-Provincial Coordination had assured the IOC not to interfere in the affairs of sports federations.
There is a desire to get positions instead of promoting hockey. They also believe in empowering young players rather than supporting them.
The nursery of the game which used to be at the level of schools, colleges and clubs is disappearing
Just like in cricket the players can see the future, in hockey it is not. Therefore, instead of wasting time playing hockey, they consider other sports or business as a means of advancement.
Just as we were once invincible in hockey, we no longer appear in the world rankings.
The hockey federation is divided into several sections and the players have no patronage, no facilities and no better training. Despite this, his performance is incredible.
They don’t see any improvement but their performance is surprising
The Azlan Shah Cup is the third major event of the World Hockey Federation. Pakistan team’s performance is good compared to B teams from other countries, as our ranking has dropped to 15th place.
The main reason for the destruction of hockey is the lack of money and prospects, this problem will not be solved without government attention. This achievement is huge, but to regain its lost position at the global level, seriousness has to be shown in providing jobs and facilities to boys.
At least the division of the Hockey Federation should be ended and a strong federation should be formed
