وزیر اعظم پاکستان کی قرآن پاک بے حرمتی کی شدید الفاظ میں مذمت ………اصغر علی مبارک…… ’’آزادی اظہار‘ کی آڑ میں اس اسلام مخالف عمل کی اجازت دینا، جو مسلمانوں کو نشانہ بناتا ہے اور ہماری مقدس اقدار کی توہین ہے، جو مکمل طور پر ناقابل قبول ہے۔ اسلامو فوبیا اظہار خیال کی آزادی کے نام سے شروع ہوتا ہے۔ مغرب اپنے ہاں اسلام دشمنی کے رجحان کو قبول کرنے کو بھی تیار نہیں۔ اور وہ آزادی اظہار کی آڑ میں اپنے ملک میں اسلام مخالف اقدامات کو چھپاتے ہیں۔حضرت محمد ﷺکے تضحیک آمیز خاکوں اور اکارٹونز شائع کرنا، اسلام کا مذاق اڑانے والے نام نہاد ادیبوں کی پذیرائی، اور انہیں انعامات و اکرامات عطا کر کے ”سر“ کے خطاب سے سرفراز کرنا، مغرب کا محبوب مشغلہ ہے، سلمان رشدی سے تسلیمہ نسرین تک کے کتنے ہی نام اس کا ثبوت ہیں۔
مسلمانوں کا عقیدہ ہے کہ قرآن اللہ کا کلام ہے اسلام میں اسے بہت مقدس کتاب سمجھا جاتا ہے۔ مسلمانوں کے لیے قرآن کو دانستہ طور پر نقصان پہنچانے یا اس کی توہین کرنا ناقابلِ قبول عمل ہے,
وزیر اعظم پاکستان شہباز شریف نے سویڈن میں قرآن پاک کی بے حرمتی کی شدید الفاظ میں مذمت کی ہے۔ وزیر اعظم کا کہنا ہے کہ سویڈن میں ایک انتہا پسند کی طرف سے قرآن پاک کی بے حرمتی کے گھناؤنے فعل کی مذمت کے لیے الفاظ کافی نہیں۔
وزیر اعظم کا کہنا ہے کہ آزادی اظہار کا لبادہ دنیا بھر کے ڈیڑھ ارب مسلمانوں کے مذہبی جذبات کو مجروح کرنے کے لیے استعمال نہیں کیا جا سکتا۔ یہ ناقابل قبول ہے۔
یورپ میں اسلامو فوبیا، نسل پرستی اور امتیازی سلوک خطرناک حد تک پہنچ چکا ہے۔ اسلاموفوبیا کی وجہ سے مغربی دنیا میں اسلام اور مسلمانوں کو نفرت و حقارت کی نظر سے دیکھا جاتا ہے
اسلامو فوبیا ایک ایسی اصطلاح ہے جو اسلام اور مسلمانوں کو بدنام کرنے کے لیے وضع ہوئی۔ اس کے استعمال کا آغاز فرانسیسی زبان میں 1910 ء جبکہ انگریزی زبان میں 1923 ء میں ہوا 9 / 11 کے بعد کثرت سے اس لفظ کا استعمال ہوا۔
اسلاموفوبیا لفظ ’اسلام‘ اور یونانی لفظ ”فوبیا“ (یعنی ڈر جانا) کا مجموعہ ہے۔ اس سے اسلامی تہذیب اور مسلمانوں سے ڈرنا مراد لیا جاتا ہے۔ اسلامی تعلیمات کے خلاف زہر افشانی سے اسلام اور مسلمانوں کے خلاف نفرت پیدا کرنا۔ جس سے غیرمسلموں کے دلوں میں اسلام کا خوف پیدا ہو، اسے اسلاموفوبیا کہا جاتا ہے۔
پاکستان اور او آئی سی کی کوششوں سے اسلاموفوبیا کو ایک جرم تسلیم کرتے ہوئے اقوام متحدہ نے ہر سال 15 مارچ کو ”اسلاموفوبیا ڈے“ منانے کی قرار داد منظور کی ہے۔
26 ستمبر 2018 ء کو یورپی پارلیمان نے برسلز میں انسداد اسلاموفوبیا ٹول کٹ کا اجراء کیا اور مختلف حکومتوں، سماجی تنظیموں، میڈیا اور دیگر قانون بنانے والوں میں تقسیم کیا۔ اس اقدام کا مقصد اسلاموفوبیا سے لڑنا اور اس کے بڑھتے اثرات کو ختم کرنا تھا۔

اس وقت پوری دنیا میں عمومی اور مغربی ملکوں یورپ و امریکہ میں خصوصی طور پر اسلامو فوبیا کی لہر شدید سے شدید تر ہے، مسلمانوں سے امتیازی سلوک، اسلام کو بدنام کرنے، اس کی مقدس شخصیات و مقامات کی توہین اور اس کو صفحۂ ہستی سے مٹانے کے واقعات مغرب میں معمول ہیں۔
اسلامو فوبیا کا اسیر تمام مسلمانوں سے جارحانہ رویہ رکھتا ہے، اسلامو فوبیا کو نسل پرستی کی نئی شکل قرار دیا جاسکتا ہے،
انڈیا میں اسلاموفوبیا مہم چلانے والی جماعت بی جے پی نے دہشت گردی کے ہر دائرے کو پار کر دیا ہے۔ انڈیا میں مسلم مخالف تشدد اور دہشت گردی کی گئی، مساجد اور مزاروں کو نشانہ بنایا گیا، خواتین کی عزتیں لوٹیں گئی، اور مسلمانوں کے گھروں کو جلایا گیا، جس کی واضح مثال گجرات، آسام اور برما کے خون آشام مناظر ہیں۔ مسلمانوں کے ساتھ ہوائی اڈوں، عدالتوں، تھانوں، اسکولوں، کالجز، کارپوریشنز اور ہسپتالوں وغیرہ میں امتیازی سلوک دیکھا جاسکتا ہے۔ عالمی سطح پر گوانتاناموبے اور ابو غریب کی جیلوں میں مسلمانوں کو ذہنی ذلت کا شکار بنایا گیا ہے ۔ اسلام مخالف فلمیں بنائی گئیں۔
تاریخ پر نظر ڈالیں تو جب مسلمان اپنے دور عروج میں تھے، مغرب میں اسلامو فوبیا اس وقت بھی شباب پر تھا۔ متعصب عیسائی پادری اور رہنما پورے یورپ میں گھوم گھوم کر اسلام، پیغمبر اسلام اور مسلمانوں کے خلاف پروپیگنڈا کرتے تھے.
صلیبی جنگیں انھی جھوٹے پروپیگنڈوں کی بنیاد پر مذہبی جوش و خروش سے لڑی گئیں۔ استشراق کی کلاسیکل تحریروں میں اس گمراہ کن پروپیگنڈے کی تفصیل موجود ہے۔ یہ ایک بدیہی حقیقت ہے کہ انتہا پسندی ہر سماج اور ہر مذہبی اکائی میں موجود ہے۔ جرمنی میں اس کا ظہور نیو نازی ازم تحریک میں ہوا ہے تو امریکہ میں ایونجلیکل فرقہ اس کی نمائندگی کرتا ہے۔ ڈنمارک، نیدرلینڈ اور انگلینڈ میں بعض سیاسی پارٹیاں لیڈر اور کئی مسیحی پادری قرآن جلانے کی مہم میں پیش پیش ہیں۔
کئی پادری اور خواتین ڈبیٹرز کی اسلام مخالف ہرزہ سرائیاں یوٹیوب پر سنی جا سکتی ہیں۔ 9 / 11 کے بعد امریکہ میں ایک اسلاموفوب گروپ نے کعبہ کو بم سے اڑا دو کا مکروہ نعرہ بھی لگایا۔فرانس میں الٹرا سیکولر گروپوں اور حکومت کو مسلمان عورت کے حجاب (اسکارف ) سے ڈر لگتا ہے۔ ڈنمارک میں مساجد کے میناروں سے خوف آتا ہے۔ میں پیغمبر اسلام کے استہزائیہ کارٹون بناکراس کا اظہار کیا جاتا ہے۔ مفلس اور خانماں بربادشامی مہاجرین کی یورپ منتقلی سے بھی مغرب میں بعض لوگوں پر دہشت طاری ہے.
میڈیا کے بڑے بڑے گروپ، فرائیڈ مین جیسے اسرائیل نواز صحافی، جیری فالویل جیسے پادری، ڈینیل پائپس اور برنارڈلویس جیسے بڑے مستشرق سر میں سر ملائے ہوئے ہیں۔
فاکس نیوز، سی این این ، سی این بی سی کی رپورٹوں اور تجزیوں میں جانب داری جھلکتی ہے۔ ان کے اکثر اینکر اور رپورٹرز مسلمانوں اور عربوں سے عناد اور اسرائیل کے لیے نرم گوشہ رکھتے ہیں۔ سویڈن میں قرآن پاک کی بے حرمتی کا حالیہ واقعہ، اہانت رسول کے بد بختانہ واقعات، ملعون زمانہ کارٹون اور اسی قسم کے شوشے اسلاموفوبیا کا حصہ ہیں۔
پاکستان اور اسلامی تعاون تنظیم کی تین سال کی کوششوں کے بعد ، اقوام متحدہ کی جنرل اسمبلی نے 2022 ء میں ایک قرارداد کے ذریعے تنظیم کے کیلنڈر میں 15 مارچ کو اسلاموفوبیا سے مقابلے کے دن کے طور پر منانے کی منظوری دی۔
اس کا پس منظر یہ ہے کہ 15 مارچ 2019 ء کو نیوزی لینڈ کے شہر کرائسٹ چرچ میں ایک مسلح شخص نے دو مساجد کے نمازیوں پر متعدد ہتھیاروں سے حملہ کر کے 51 افراد کو قتل کر دیا۔ یہ نیوزی لینڈ کی جدید تاریخ کا سب سے بڑا قتل عام تھا۔یاد رہے کہ سویڈن میں قرآن پاک کی بےحرمتی کے حالیہ واقعے پر اسلامی تعاون تنظیم (او آئی سی) کا ہنگامی اجلاس تنظیم کے ہیڈ کوارٹر جدہ میں منعقد ہوا۔اجلاس میں پاکستان، اردن، انڈونشیا، ملائیشیا، آذربائیجان، متحدہ عرب امارات، بحرین سمیت رکن ممالک کی ایگزیکٹو کمیٹی کے اراکین شریک تھے۔
سیکرٹری جنرل حسین ابراہیم طحٰہ نے اس موقع پر اپنے خطاب میں زور دیا کہ تمام اسلامی ممالک قرآن پاک اور پیغمبر اسلامﷺ کی توہین کے واقعات کی روک تھام کے لیے اجتماعی اقدامات کریں۔اس موقع پر او آئی سی کے سیکریٹری جنرل حسین ابراہیم طحٰہ کا کہنا تھا کہ قرآن پاک اور پیغمبر اسلامﷺ کی بےحرمتی اور توہین کو کسی صورت برداشت نہیں کیا جاسکتا۔ اس کے لیے بین الاقوامی قانون کے فوری اطلاق کی ضرورت ہے، جو منافرت کو پھیلنے سے روکتا ہے۔
سیکریٹری جنرل او آئی سی نے زور دیا کہ ایسے واقعات کی روک تھام کے لیے تمام اسلامی ممالک مشترکہ حکمت عملی اپنائیں اور ٹھوس اقدامات کریں۔
پاکستان کے سفیر برائے او آئی سی فواد شیر نے اس موقع پر پاکستان کی جانب سے قرآن پاک کی بےحرمتی کے واقعے کو قابل نفرت قرار دیتے ہوئے کہا کہ ایک جانب پوری امت مسلمہ عیدالاضحیٰ منا رہی تھی اور دوسری جانب قرآن پاک کو جلانے جیسی گھناؤنی اور ناقابل برداشت حرکت کی گئی جس سے پوری مسلمان دنیا کو شدید تکلیف پہنچی ہے۔ پاکستانی مندوب کا مزید کہنا تھا کہ حکومت پاکستان اور سیاسی قیادت اس فعل کی شدید مذمت کرتی ہے۔ قرآن پاک کی بےحرمتی کاواقعہ نفرت انگیز اور نسل پرستی پر مبنی ہے۔ آزادی اظہار یا احتجاج کے نام پر ایسے واقعات کو جواز نہیں بنایا جاسکتا۔
انکا کہنا تھا کہ عالمی قوانین کےتحت ریاستیں پابند ہیں کہ وہ مذہبی منافرت جیسے واقعات نہ ہونے دیں۔ پچھلے کچھ برسوں سے مغرب میں اسلام مخالف واقعات سامنے آئے ہیں۔مغرب اپنے ہاں اسلام دشمنی کے رجحان کو قبول کرنے کو بھی تیار نہیں۔ مغرب تو جو کر رہا ہے سو اس نے کرنا ہے، ہونا تو یہ چاہیے کہ ہماری دینی و ملی قیادت بیدار مغزی کا ثبوت دیتے ہوئے، قوم کی تربیت ان خطوط پر کرے کہ وہ قرآنی احکامات اور نبوی تعلیمات کے مطابق زندگی بسر کر سکیں تاکہ ان کا طرزعمل اسلامو فوبیا کے پروپیگنڈے کے ازالے کا باعث بنے۔ آزادی اظہار کا لبادہ دنیا بھر کے ڈیڑھ ارب مسلمانوں کے مذہبی جذبات کو مجروح کرنے کے لیے استعمال نہیں کیا جا سکتا۔ یہ ناقابل قبول ہے۔دفتر خارجہ پاکستان کی ترجمان کا کہنا ہے کہ قرآن پاک کی بے حرمتی سے ڈیڑھ ارب مسلمانوں کے مذہبی جذبات کو ٹھیس پہنچی، مسلمانوں کے مذہبی جذبات کو ٹھیس پہنچانا اظہار رائے کی آزادی میں نہیں آتا۔ انسانی حقوق کے علمبردار نفرت انگیز عمل کی روک تھام کی ذمہ داری نبھائیں، انسانی حقوق کے علمبردار لوگوں کو تشدد پر نہ اکسانے کی ذمہ داری نبھائیں، اسلام امن کا مذہب ہے۔ ترجمان نے کہا کہ پاکستان سمیت دنیا بھر کے مسلمان تمام مذاہب کے احترام پر یقین رکھتے ہیں۔ خیال رہے کہ سوئیڈن اور ترکیہ کے درمیان نیٹو کی رکنیت کو لے کر کشیدگی چل رہی ہے۔ سوئیڈن نیٹو میں شمولیت کا خواہاں ہے لیکن ترکیہ گزشتہ برس مئی سے اس کی مخالفت کر رہا ہے۔ ترکیہ کا کہنا ہے کہ پہلے سوئیڈن ترک صدر طیب اردگان کے ناقدین اور کرد رہنماؤں کو ڈی پورٹ کرے لیکن سوئیڈن یہ مطالبات تسلیم نہیں کر رہا۔ اسی اثناء میں سوئیڈن کی انتہائی دائیں بازو کی شدت پسند جماعت کے رہنما راسموس پلودن نے اعلان کیا تھا کہ وہ ہفتے کو اسٹاک ہوم میں ترک سفارتخانے کے باہر احتجاج کرے گا اور اس دوران وہ قرآن پاک کو نذر آتش کرنے کا بھی ارادہ رکھتا ہے۔
سوئیڈش حکام نے راسموس کو قرآن کی بے حرمتی کی اجازت دے دی تھی جس پر ترکیہ نے بھی شدید غم و غصے کا اظہار کیا تھا جبکہ دو روز میں سوئیڈن کے سفیر کو دو بار طلب کرکے احتجاج ریکارڈ کراچکا ہے۔ترکیہ نے نیٹو رکنیت کے معاملے پر بات چیت کیلئے سوئیڈش وزیر دفاع کا طے شدہ دورہ بھی منسوخ کردیا ہے اور کہا ہے کہ اب مذاکرات کا کوئی مقصد باقی نہیں رہا۔ سوئیڈن کے وزیر دفاع پال جانسن نے کہا ہے کہ ترکیہ کے ساتھ تعلقات انتہائی اہمیت کے حامل ہیں، ہم کوشش کر رہے ہیں کہ مذاکرات دوبارہ شروع ہوسکیں۔ خیال رہےکہ راسموس پلودن اور اس کی پارٹی کی جانب سے اس سے قبل بھی اسلام مخالف حرکات کی جاتی رہی ہیں، 2022 اور 2020 میں بھی پلودن نے اپنے ساتھیوں کے ہمراہ قرآن پاک کو نذر آتش کرنےکی تقریب کے انعقاد کی کوشش کی تھی جس کے بعد سوئیڈن میں بڑے پیمانے پر مظاہرے پھوٹ پڑے تھے۔سویڈن میں دائیں بازو کے اسلام مخالف انتہا پسندوں کی جانب سے قرآن پاک جلانے کے خلاف بڑے پیمانے پر مظاہرے پھوٹ پڑے۔ انتہا پسند ڈچ سیاستدان ریسمس پلودن نے بھی اپنے ساتھیوں کے ہمراہ قرآن پاک کو نذر آتش کرنے کی تقریب میں شرکت کی کوشش کی ہے ۔ پولیس نے ڈچ سیاستدان پلودن کو قرآن پاک کی بے حرمنی کرنے اور اسے نذر آتش کرنے کی تقریب سے روکتے ہوئے ڈج سیاستدان کو واپس سرحد پار بھیج دیا اور کہا کہ ان پر ملک میں داخلے کے لیے دو سال کی پابندی عائد ہے۔ انتہا پسندوں نے اسلام مخالف ڈچ رہنما کو قرآن پاک کی بے حرمتی کی تقریب میں شرکت کی اجازت نہ ملنے پر سویڈن کے جنوبی شہر میلمو میں مظاہرے مظاہرے شروع کر دیے۔ پولیس سے جھڑپوں میں دائیں بازو سے تعلق رکھنے والے اسلام مخالف مظاہرین نے کئی گاڑیوں کو نذر آتش کر دیا اور دکانوں کو آگ لگا دی۔ پولیس ترجمان کا کہنا ہے کہ مظاہرین کے ساتھ جھڑپوں میں کئی پولیس اہلکار و افسران زخمی ہوئے جب کہ فسادات کے الزام میں 10 افراد کو گرفتار بھی کیا گیا ہے۔ انتہا پسند جماعت کے ڈینش سربراہ اسٹارم کرس کو ڈنمارک میں گزشتہ برس نسلی تعصب کے الزامات پر ایک ماہ جیل کی سزا سنائی گئی تھی۔
خیال رہے کہ اس سے قبل بھی سویڈن میں اسلام مخالف انتہا پسندوں نے قرآن پاک کو نذر آتش کیا تھا جس کے بعد بڑے پیمانے پر مظاہرے پھوٹ پڑے تھے۔
پاکستان سمیت تمام مسلمان ممالک نے سویڈن میں قرآن پاک کی بے حرمتی کے گھناؤنے فعل کی شدید مذمت کی تھی۔
سویڈن میں قرآن پاک کی بے حرمتی پر دنیا بھر میں مسلمان سراپا احتجاج ہیں اور کئی ممالک میں ریلیاں نکالی جا رہی ہیں۔
ایران اور عراق میں سوئیڈش سفارت خانوں پر ہزاروں افراد نے احتجاج کیا۔ عراقی مظاہرین نے سویڈن سے سفارتی تعلقات ختم کرنے کا بھی مطالبہ کیا۔
ایرانی وزارت خارجہ نے تہران میں سویڈن کے ناظم الامور کو طلب کرکے شدید احتجاج کیا۔ اجلاس میں او آئی سی کے اعلامیے میں کہا تھا کہ اس قسم کے اقدامات کی سنگینی کے حوالے سے خبردار کرتے ہوئے کہا کہ یہ لوگوں کے درمیان باہمی احترام اور ہم آہنگی کو نقصان پہنچاتے ہیں جبکہ رواداری اور اعتدال پسندی جیسے اقدار کے پھیلاؤ اور انتہا پسندی کو مسترد کرنے کی بین الاقوامی کوششوں سے متصادم ہیں,ی اعلامیے میں متعلقہ ممالک کی حکومتوں پر زور دیا گیا کہ وہ ان ’گھناؤنے حملوں‘ کی روک تھام سمیت قرآن اور دیگر اسلامی اقدار، علامتوں اور مقدسات کی بے حرمتی کی تمام کوششوں کی مذمت کرتے ہوئے ایسے واقعات کے سلسلے کو روکنے کے لیے موثر اقدامات اٹھائیں۔
او آئی سی نے تمام ممالک پر عائد ذمہ داری کا اعادہ کیا کہ اقوام متحدہ کے چارٹر کے تحت نسل، جنس، زبان یا مذہب کی تفریق کے بغیر انسانی اور بنیادی حقوق کا احترام اور ان کی پابندی کا فروغ تمام ریاستوں پر فرض ہے۔ ذمہ داری کے ساتھ اور متعلقہ بین الاقوامی انسانی حقوق کے قوانین کے مطابق آزادی اظہار کے حق کا استعمال کیا جائے۔
اسلامی تعاون تنظیم نے عالمی امن اور ہم آہنگی کے لیے مذاہب، ثقافتوں اور تہذیبوں کے درمیان مکالمے، افہام و تفہیم اور تعاون کو فروغ دینے کی اہمیت پر زور دیا۔
یورپی یونین نے بھی اس واقعے کو شدید انداز میں مسترد کرتے ہوئے اسے ’جارحانہ، توہین آمیز اور اشتعال انگیزی پر مبنی اقدام‘ قرار دیا ہے۔ سویڈن میں قرآن کی بے حرمتی کے واقعے پر یورپی یونین نے بیان جاری کیا اور کہا کہ سویڈن میں قرآن کریم کی بےحرمتی کے عمل کو مسترد کرتے ہیں، یہ واقعہ جارحانہ، بےعزتی پر مبنی اشتعال انگیزی کا واضح عمل ہے۔ یورپی یونین کے مطابق یہ عمل کسی بھی طرح یورپی یونین کی رائےکی عکاسی نہیں کرتا، بےحرمتی کا واقعہ ایسے وقت کیا گیا جب مسلمان عیدالاضحیٰ منا رہے تھے، یورپی یونین مذہب یا عقیدے اور اظہار رائے کی آزادی کے لیے کھڑی ہے، نسل پرستی، نفرت انگیزی، عدم برداشت کی یورپ میں کوئی جگہ نہیں۔
یورپی یونین کا کہنا ہےکہ وقت آ گیا ہےکہ باہمی افہام و تفہیم اور احترام کیلئے ایک ساتھ کھڑے ہوجائیں، بڑھتے ہوئے تنازعات کو روکنے کا بھی وقت آگیا ہے۔
