Kashmir is an internationally recognized dispute and now it is time for the permanent members of the United Nations to play their role for a peaceful resolution of the Kashmir issue. India has no legal basis to justify its occupation and genocide in occupied Jammu and Kashmir, while Pakistan has all the legal basis and justification to pursue the Kashmir case at all international forums. In accordance with the UN Security Council resolution and the wishes of the Kashmiri people, a peaceful resolution of Kashmir is the only way to maintain peace and stability in the region. The Northern Areas were administered by the United Nations and it was decided to elect a representative from the United Nations to hold a plebiscite. In Resolution No. 91, the report of the UN representative Sir Owen Dixon outlined the differences preventing the holding of a plebiscite in Kashmir. The Security Council accepted the resignation of Sir Owen Dixon and asked his replacement to submit a report within three months and directed Pakistan and India to cooperate with the UN representative. The report of March 31, 1951, further stated that a group of military observers would monitor the ceasefire. In Resolution No. 96, the report of the UN representative Frank Graham was presented in the resolution of November 10, 1951 and he said in his address to the Security Council that India and Pakistan had agreed to withdraw their troops from Kashmir, resolve the Kashmir dispute by mutual consent and hold a plebiscite under the supervision of the United Nations. In Resolution No. 98, it was agreed in the negotiations supervised by the United Nations that India and Pakistan would be able to maintain a certain number of troops on the Line of Control. In the resolution passed on December 23, 1952, this number was fixed at 3,000 to 6,000 for Pakistan, while for India it was fixed at 12,000 to 18,000. In Resolution No. 122, passed on January 24, 1957, this resolution stated that the Legislative Assembly of the All Jammu and Kashmir National Conference could not take any decision regarding the future of the disputed Jammu and Kashmir. The resolution further stated that according to Security Council Resolution No. 91, the territory of Jammu and Kashmir was disputed. In Resolution No. 123, passed on February 21, 1957, due to the tense situation in Jammu and Kashmir, the Security Council asked President Gunnar Jarring to visit Pakistan and India and give his suggestions for a solution to the dispute. In Resolution No. 126, adopted on December 2, 1957, the report of the President of the Security Council, Gunnar Jarring, directed India and Pakistan to live in peace and asked the UN representative to visit Pakistan and India and suggest measures for further progress in this dispute. In Resolution No. 209, adopted on September 4, 1965, the resolution called on India and Pakistan to immediately cease hostilities due to the deteriorating situation on the Line of Control between Pakistan and India. The resolution asked both countries to cooperate with the United Nations Military Observer Group and submit a report to the Secretary-General within three days. In Resolution No. 210, adopted on September 6, 1965, according to the report of the United Nations Secretary-General, the resolution called on India and Pakistan to cease hostilities and withdraw their forces to the positions of August 5, 1965. The resolution also called for a regular review of the Kashmir dispute. In Resolution 211, despite the Security Council’s instructions for a ceasefire in Resolutions 209 and 210, when there was no ceasefire between India and Pakistan, another resolution was passed on September 20, 1965, calling for a ceasefire by 7:00 a.m. (GMT) on September 22 and for the armies of both countries to return to their positions prior to August 5.Resolution No. 214, adopted on September 27, 1965, expressed concern over the failure of India and Pakistan to cease hostilities and asked the parties to abide by the ceasefire agreement. Resolution No. 215, adopted on November 5, 1965, requested the representatives of both countries to meet the Secretary-General to formulate a plan for the withdrawal of troops in response to the failure of India and Pakistan to observe the ceasefire. Resolution No. 307, adopted on December 21, 1971, stated that after discussions with the representatives of India and Pakistan, the Security Council desired that a complete ceasefire be observed in Jammu and Kashmir until the withdrawal of troops was completed. Resolution No. 1172, condemned the nuclear tests by India and Pakistan and ordered both countries not to conduct further tests. The resolution also offered the Security Council assistance in resolving the Kashmir dispute between Pakistan and India. Will another resolution be passed on the Kashmir dispute or will Pakistan and India be asked to resume bilateral talks to resolve the Kashmir dispute? On the other hand, President of Pakistan Asif Zardari, in his address to the 78th Independence Day celebration of Gilgit-Baltistan, said that atrocities on Muslims in India have reached their peak, the Muslim majority is being converted into a minority, the freedom of occupied Kashmir is the need of the hour, the long-standing issue should be resolved in accordance with the resolutions of the United Nations. Occupied Kashmir has been suffering from Indian atrocities for a long time. The freedom of occupied Jammu and Kashmir is the need of the hour. The genocide of Kashmiris in India has reached its peak. A ceremony was organized on the 78th Independence Day from the Dogra Raj of Gilgit-Baltistan (GB), in which President Asif Ali Zardari inspected the parade. President Asif Zardari was given a traditional cap by the Governor of Gilgit-Baltistan at the Independence Day celebration. The President attended the ceremony as the chief guest. The President was welcomed by the Governor and Chief Minister of Gilgit-Baltistan. The President of Pakistan said that history can never forget your bravery. In 1947, you joined Pakistan by waging jihad. 1,700 of your soldiers were martyred in the 1947 war. President Zardari said that as we celebrate your Independence Day, let us renew our resolve to make Gilgit-Baltistan an example of progress, justice and equality. Your region has great potential not only for the country but also for the whole world. The President also mentioned the people of occupied Kashmir and said that while you are enjoying freedom and rights under the flag of Pakistan, they are still under occupation. We stand with them until they too are able to live with freedom in accordance with the resolutions of the United Nations Security Council and the aspirations of the Kashmiri people. During the last 7 decades, the people of Gilgit-Baltistan have moved forward side by side with Pakistan. The President said, “You protected our borders, supported our journey of development, and hoisted the flag of Pakistan on the highest peaks of the world. This region is not only the crown of Pakistan but also our northern gateway and a symbol of our long-standing friendship with China. Shaheed Bhutto abolished the FCR, our government gave you a legislative assembly, there should be schools in every valley of yours, there are minerals in Gilgit-Baltistan, tourism can be promoted in Gilgit-Baltistan. Gilgit-Baltistan should get its own airline, these mountains are your and my capital, today is the era of communication. CPEC is a manifestation of Pakistan’s development, China is our friend and partner country, CPEC Phase II is successfully completing its stages, we want to see Gilgit-Baltistan developed like other provinces. If Gilgit-Baltistan develops, then Pakistan will develop.” He said that in India today, atrocities are being committed against all minorities, including Muslims, that is why today we realize that we owe them the work done for us by Quaid-e-Azam and Allama Iqbal. Thank you. Asif Ali Zardari said that the freedom of occupied Jammu and Kashmir is the need of the hour. He strongly condemned India’s usurping occupation of occupied Jammu and Kashmir and called on the international community to play its role in resolving the Kashmir issue in accordance with the resolutions of the United Nations. Earlier, Prime Minister Shahbaz Sharif said in his message that on November 1, 1947, the people of Gilgit-Baltistan achieved independence from the Dogra Raj. The brave people of Gilgit-Baltistan demonstrated their patriotism and joined Pakistan. This day commemorates this great sacrifice that changed the history of the region. The federal government is committed to the development of Gilgit-Baltistan. Gilgit-Baltistan’s 78th Independence Day was celebrated. The people of Gilgit-Baltistan achieved independence from the Dogra Raj on this very day in 1947. Gilgit-Baltistan, covering 72,000 square kilometers, achieved independence on November 1, 1947 when the Maharaja of Kashmir landed Indian forces in Kashmir on October 27. On the night of October 31, 1947, The Gilgit Scouts, led by Subedar Major Raja Babar Khan, took Brigadier Ghansara Singh, the appointed Governor of the Maharaja of Kashmir in Gilgit, into custody and liberated Gilgit from the Maharaja of Kashmir and Indian rule on November 1. Through the struggle of the Gilgit Scouts and the local people, Gilgit-Baltistan was placed under the administrative control of the Federal Government of Pakistan, which continues to function as an important administrative unit of the Federally Administered Pakistan to this day.Dialogue between India and Pakistan can be the only solution to this conflict. Both countries need to respect the wishes of the Kashmiri people to resolve their differences. It is also necessary to include the Kashmiri people in the resolution of this conflict. A permanent solution can be found only by keeping in mind the wishes and demands of the Kashmiri people. The international community can also play an important role in resolving this conflict. By putting pressure on India, it can be brought to the negotiating table.

میں متعدد قرار دادیں منظور ہو چکی ہیں, پاکستان اور بھارت کے 1947 میں قیام کے بعد تنازع کشمیر سے متعلق اقوام متحدہ کی سلامتی کونسل میں متعدد قرار دادیں منظور ہو چکی ہیں لیکن، سات دہائیوں بعد بھی یہ میں مرحلہ وار کمی کرے اور کشمیر میں اتنی فوج ہی رکھے جتنی امن و امان کے قیام کے لیے درکار ہے۔ دونوں ممالک سے کہا گیا کہ وہ اس بات کو یقینی بنائیں کہ کشمیر کا فیصلہ کشمیریوں کی مرضی کے مطابق استصواب رائے کے ذریعے کیا جائے۔قرار داد نمبر 51 میں 3 جون 1948 کو منظور کی گئی اس قرار داد میں اقوام متحدہ کے کمیشن کو متنازع علاقوں میں جا کر سلامتی کونسل کی طرف سے دی گئی ہدایات پر عمل درآمد کرانے کا کہا گیا۔ یاد رہے کہ بھارتی افواج نے 27اکتوبر 1947میں سری نگر میں داخل ہو کر بین الاقوامی قوانین اور کشمیری عوام کے آزادی کی صریح خلاف ورزی کی تھی، جس سے ایشیا میں پاک بھارت تصادم کی راہ بھی ہموار ہوئی کشمیر بین الاقوامی طور پر تسلیم شدہ تنازعہ ہے اوراب وقت آگیا ہےکہ اقوام متحدہ کے مستقل ممبران مسئلہ کشمیر کے پرامن حل کے لیے اپنا کردار ادا کریں۔ بھارت کے پاس مقبوضہ جموں و کشمیر میں اپنےقبضے اورنسل کشی کا جواز پیش کرنےکی کوئی قانونی حیثیت نہیں ہے جبکہ پاکستان کے پاس تمام بین الاقوامی فورمز پر کشمیر کیس کی پیروی کرنے کے لیے تمام قانونی بنیاد اور جواز موجود ہیں۔ اقوام متحدہ کی سلامتی کونسل کی قرارداد اورکشمیری عوام کی خواہشات کے مطابق کشمیر کا پرامن حل ہی خطے میں امن و استحکام کو برقرار رکھنے کا واحد راستہ ہے۔ پاکستان اور بھارت کے 1947 میں قیام کے بعد تنازع کشمیر سے متعلق اقوام متحدہ کی گیا۔​قرار داد نمبر 80میں اقوام متحدہ کے کمیشن اور نمائندہ جنرل مکنوٹن کی رپورٹس کے بعد سلامتی کونسل کی طرف سے دونوں ممالک کو جنگ بندی اور جموں و کشمیر کو فوج سے پاک علاقہ رکھنے کے معاہدے پر قائم رہنے کی تلقین کی گئی۔14 مارچ 1950 کی قرار داد میں بھارت اور پاکستان کو اپنی فوجیں کنٹرول لائن تک پیچھے ہٹانے کے لیے کہا گیا۔ شمالی علاقہ جات کو اقوام متحدہ کے زیر انتظام کیا گیا اور استصواب رائے کے انعقاد کے لیے اقوام متحدہ کی طرف سے نمائندہ منتخب کرنے کا فیصلہ کیا گیا۔قرار داد نمبر 91 میں نمائندہ اقوام متحدہ سر اوون ڈکسن کی رپورٹ میں کشمیر میں استصواب رائے کے انعقاد میں حائل اختلافات بیان کیے گئے۔ سلامتی کونسل کی طرف سے سر اوون ڈکسن کا استعفی منظور کرتے ہوئے ان کی متبادل کو تین ماہ میں رپورٹ پیش کرنے کا کہا گیا اور پاکستان اور بھارت کو اقوام متحدہ کے نمائندے سے تعاون کرنے کی ہدایت کی گئی۔ 31 مارچ 1951 کی رپورٹ میں مزید کہا گیا کہ ملٹری مبصرین کا گروپ جنگ بندی پر نظر رکھے گا۔​قرار داد نمبر 96 میں 10 نومبر 1951 کی قرار داد میں اقوام متحدہ کے نمائندے فرینگ گراہم کی رپورٹ پیش کی گئی اور انہوں نے سلامتی کونسل میں خطاب میں کہا کہ بھارت اور پاکستان کشمیر سے اپنی فوجیں واپس بلانے، تنازع کشمیر کو باہمی رضا مندی سے حل کرنے اور اقوام متحدہ کی زیر نگرانی میں استصواب رائے کے قیام پر رضا مند ہوگئے ہیں۔ قرار داد نمبر 98 میں نمائندہ اقوام متحدہ کی زیر نگرانی ہونے والے مذاکرات میں طے پایا کہ بھارت اور پاکستان ایک خاص تعداد میں کنٹرول لائن پر اپنی فوجیں تعینات رکھ سکیں گے۔ 23 دسمبر 1952 کو منظور ہونے والی قرار داد میں پاکستان کے لیے یہ تعداد 3000 سے 6000 مقرر کی گئی، جبکہ بھارت کے لیے یہ تعداد 12000 سے 18000 مقرر کی گئی قرار داد نمبر 122 میں 24 جنوری 1957 کو منظور کی گئی اس قرار داد میں کہا گیا کہ آل جموں و کشمیر نیشنل کانفرنس کی قانون ساز اسمبلی متنازع جموں و کشمیر کے مستقبل سے متعلق کوئی فیصلہ نہیں کر سکتی۔ قرار داد میں مزید کہا گیا کہ سلامتی کونسل کی قرار داد نمبر 91 کے مطابق جموں و کشمیر کا علاقہ متنازع ہے۔ قرار داد نمبر 123 میں جموں و کشمیر میں حالات کشیدہ ہونے پر 21 فروری 1957 کو منظور ہونے والی قرار داد میں سلامتی کونسل نے صدر گنار جارنگ سے کہا کہ وہ پاکستان اور بھارت کا دورہ کریں اور اس تنازع کے حل کے لیے اپنی تجاویز دیں۔
قرارداد نمبر 126میں دو دسمبر 1957 کی قرار داد میں صدر سلامتی کونسل گنار جارنگ کی رپورٹ میں بھارت اور پاکستان کو امن سے رہنے کی ہدایت کرتے ہوئے نمائندہ اقوام متحدہ کو کہا گیا کہ وہ پاکستان اور بھارت کا دورہ کریں اور اس تنازع میں مزید پیشرفت کے لیے اقدامات تجویز کریں۔ قرارداد نمبر 209 میں چار ستمبر 1965 کی قرار داد میں پاک بھارت کنٹرول لائن پر بگڑتی صورت حال پر بھارت اور پاکستان کو فوری طور پر جنگ بندی کا کہا گیا۔ قرار داد میں دونوں ممالک کو اقوام متحدہ کے ملٹری مبصرین کے گروپ کے ساتھ تعاون کرنے اور سیکریٹری جنرل کو تین روز میں رپورٹ پیش کرنے کا کہا گیا قرار داد نمبر 210 میں اقوام متحدہ کے سیکریٹری جنرل کی رپورٹ کے مطابق 6 ستمبر 1965 کو منظور کردہ قرار داد میں بھارت اور پاکستان کو جنگ بندی اور اپنی فوجیں پانچ اگست 1965 والی پوزیشنز پر واپس بلانے کا کہا گیا۔ قرار داد میں تنازع کشمیر کا مستقل بنیادوں پر جائزہ لینے کا بھی کہا گیا۔ قرار داد نمبر 211 میں سلامتی کونسل کی طرف سے قرار داد نمبر 209 اور 210 میں جنگ بندی کی ہدایات دینے کے باوجود بھارت اور پاکستان کے درمیان جنگ بندی نا ہونے پر 20 ستمبر 1965 کو ایک اور قرار داد کے ذریعے کہا گیا کہ 22 ستمبر کو سات بجے (جی ایم ٹی) تک جنگ بندی کی جائے اور دونوں ممالک کی فوجیں پانچ اگست سے پہلے کی پوزیشنز پر چلی جائیں قرار داد نمبر 214 27 ستمبر 1965 کو منظور ہونے والی قرار داد میں بھارت اور پاکستان کی طرف سے جنگ بندی نا کرنے پر تشویش کا اظہار کرتے ہوئے کہا گیا کہ فریقین جنگ بندی معاہدے پر عمل کریں قرار داد نمبر 215 پانچ نومبر 1965 کو منظور کی گئی اس قرار داد میں پاکستان اور بھارت کے درمیان جنگ بندی پر عمل نا کرنے پر دونوں ممالک کے نمائندوں سے سیکریٹری جنرل سے ملاقات کر کے فوجوں کی واپسی کا لائحہ عمل تشکیل دینے کا کہا گیا قراد داد نمبر 307 21 دسمبر 1971 کی قرار داد میں کہا گیا کہ بھارت اور پاکستان کے نمائندوں سے بات چیت کے بعد سلامتی کونسل چاہتی ہے کہ فوجوں کی واپسی مکمل ہونے تک جموں و کشمیر میں مکمل جنگ بندی ہو قرار داد نمبر 1172 میں بھارت اور پاکستان کی طرف سے ایٹمی دھماکوں کے تجربات کی مذمت کرتے ہوئے 6 جون 1998 کی قرار داد میں دونوں ممالک کو مزید تجربات نا کرنے کا کہا گیا۔ قرار داد میں سلامتی کونسل کی طرف سے پاکستان اور بھارت کے درمیان تنازع کشمیر کو حل کرانے میں مدد کی بھی پیش کش کی گئی۔ تنازع کشمیر سے متعلق مزید ایک اور قرار داد منظور ہوتی ہے یا پھر تنازع کشمیر کو حل کرنے کے لیے پاکستان اور بھارت کو دو طرفہ مذاکرات کا عمل دوبارہ سے شروع کرنے کا کہا جاتا ہے؟ دوسری طرف صدر پاکستان آصف زرداری نے گلگت بلتستان کے 78ویں جشنِ آزادی تقریب سے خطاب میں کہا کہ بھارت میں مسلمانوں پرمظالم انتہاکوپہنچ چکے،مسلم اکثریت کواقلیت میں تبدیل کیاجارہاہے،مقبوضہ کشمیرکی آزادی،وقت کی ضرورت دیرینہ مسئلےکو اقوام متحدہ کی قراردادوں کےمطابق حل ہونا چاہیے۔ مقبوضہ کشمیر طویل عرصے سے بھارت کے مظالم کا شکار ہے۔ مقبوضہ جموں و کشمیر کی آزادی وقت کی ضرورت ہے۔ بھارت میں کشمیریوں کی نسل کشی انتہا کو پہنچ چکی ہے۔گلگت بلتستان (جی بی) کے ڈوگرہ راج سے 78ویں یوم آزادی پر تقریب کا اہتمام کیا گیا، جس میں صدر مملکت آصف علی زرداری نے پریڈ کا معائنہ کیا، صدر آصف زرداری کو گورنر گلگت بلتستان نے جشن آزادی کی تقریب میں روایتی ٹوپی پہنائی، صدر تقریب میں مہمان خصوصی کے طور پر شریک ہوئے۔ صدر مملکت کی تقریب میں آمد پر بگل بجایا گیا، صدر مملکت کا گورنر اور وزیر اعلیٰ گلگت بلتستان نے استقبال کیا۔صدر پاکستان کا کہنا تھا کہ آپ کی بہادری کو تاریخ کبھی نہیں بھلا سکتی، 1947 میں آپ نے جہاد کر کے پاکستان میں الحاق کیا، 1947 کی جنگ میں آپ کے 1700 جوان شہید ہوئے,صدر زرداری نے کہا کہ جب ہم آپ کا یومِ آزادی منا رہے ہیں، تو آئیں ہم اپنے عزم کو تازہ کریں کہ گلگت بلتستان کو ترقی، انصاف اور مساوات کی ایک مثال بنائیں، آپ کا خطہ نہ صرف ملک بلکہ پوری دنیا کے لیے بہترین صلاحیتوں کا حامل ہے۔ صدر مملکت نے مقبوضہ کشمیر کے عوام کا بھی ذکر کیا اور کہا کہ جب آپ پاکستان کے پرچم تلے آزادی اور حقوق سے لطف اندوز ہو رہے ہیں، وہ اب بھی قبضے کا شکار ہیں، ہم اُن کے ساتھ کھڑے ہیں، جب تک وہ بھی اقوام متحدہ کی سلامتی کونسل کی قراردادوں اور کشمیری عوام کی امنگوں کے مطابق آزادی کے ساتھ زندگی گزارنے کے قابل نہیں ہو جاتے۔ گزشتہ 7 دہائیوں کے دوران گلگت بلتستان کے عوام پاکستان کے ساتھ شانہ بشانہ آگے بڑھے ہیں۔
صدر مملکت نے کہا کہ “آپ نے ہماری سرحدوں کی حفاظت کی، ترقی کے سفر میں ساتھ دیا، اور دنیا کی بلند ترین چوٹیوں پر پاکستان کا پرچم لہرایا، یہ خطہ نہ صرف پاکستان کا تاج ہے بلکہ ہمارا شمالی دروازہ اور چین کے ساتھ ہماری دیرینہ دوستی کی علامت بھی ہے۔شہید بھٹو نے ایف سی آر کو ختم کیا، ہماری حکومت نے آپ کو قانون ساز اسمبلی دی، آپ کی ہر وادی میں اسکول ہونا چاہئیں، گلگت بلتستان میں معدنیات ہیں، گلگت بلتستان میں سیاحت کو فروغ مل سکتا ہے۔ گلگت بلتستان کو اپنی ایئر لائن ملنی چاہیے، یہ پہاڑ آپ کا اور میرا سرمایہ ہیں، آج کا زمانہ کمیونیکیشن کا زمانہ ہے۔ سی پیک پاکستان کی ترقی کا مظہر ہے، چین ہمارا دوست اور شراکت دار ملک ہے، سی پیک فیز ٹو کامیابی سے اپنے مراحل طے کر رہا ہے، گلگت بلتستان کو دیگر صوبوں کی طرح ترقی یافتہ دیکھنا چاہتے ہیں۔ گلگت بلتستان ترقی کرے گا تو پاکستان ترقی کرے گا ان کا کہنا تھا کہ بھارت میں آج مسلمانوں سمیت تمام اقلیتوں پر مظالم ڈھائے جا رہے ہیں، اسی لیے آج احساس ہوتا ہے کہ قائداعظمؒ اور علامہ اقبالؒ نے ہمارے لیے جو کام کیا، اس پر ہم ان کے شکر گزار ہیں۔ آصف علی زرداری نے کہا کہ مقبوضہ جموں و کشمیر کی آزادی وقت کی ضرورت ہے۔ انہوں نے مقبوضہ جموں و کشمیر میں بھارت کے غاصبانہ قبضے کی شدید مذمت کرتے ہوئے عالمی برادری سے مطالبہ کیا کہ وہ مسئلہ کشمیر کو اقوام متحدہ کی قرار دادوں کے مطابق حل کروانے کے لیے اپنا کردار ادا کرے تقریب میں آمد پر وزیراعلیٰ گلگت بلتستان حاجی گلبر خان نے صدر مملکت کا شکریہ ادا کیا، انہوں نے کہا کہ مسئلہ کشمیر کا حل وقت کی ضرورت ہے، 72 ہزار مربع میل کا گلگت بلتستان کا علاقہ ڈوگروں سے بغیر کسی بیرونی مدد کے آزاد کروایا اور کلمے کی بنیاد پر پاکستان کے ساتھ الحاق کیا۔ گلگت بلتستان کو شہدا کی سرزمین بھی کہا جاتا ہے، جس کے سپوتوں نے پاک فورسز میں ملک کے لیے خدمات انجام دیتے ہوئے اپنی جانیں قربان کی ہیں، گلگت بلتستان دفاعی اہمیت کا حامل ہونے کے علاوہ قدرتی وسائل کے حوالے سے بھی اہمیت کا حامل ہے، تاہم یہاں کے لوگوں کو مختلف چینلجز کا سامنا ہے۔ انہوں نے صدر زرداری کی جانب سے 2009 میں علاقے کو خودمختاری دینے کے فیصلے کو یاد کیا اور کہا کہ گلگت بلتستان کو مرکزی دھارے میں شامل کرنے سے یہاں کے عوام کا دیرینہ خواب پورا ہوگا، اور ہمارے ازلی دشمن بھارت کی سازشیں بھی خاک میں مل جائیں گی۔ قبل ازیں وزیراعظم شہبازشریف اپنے پیغام میں کہا یکم نومبر 1947 کو گلگت بلتستان کے عوام نے ڈوگرہ راج سے آزادی حاصل کی،گلگت بلتستان کے بہادر عوام نے حب الوطنی کامظاہرہ کرکے الحاق پاکستان کیا،یہ دن اس عظیم قربانی کی یاد دلاتا ہے جس نے خطے کی تاریخ بدل دی، وفاقی حکومت گلگت بلتستان کی ترقی کے لیے پرعزم ہے۔ گلگت بلتستان کا 78 یوم آزادی منایاگیا،گلگت کےعوام نےآج ہی کےدن 1947 کو ڈوگرا راج سے آزادی حاصل کی تھی،72 ہزار مربع کلومیٹرپر محیط گلگت بلتستان نےیکم نومبر1947کو اُس وقت آزادی حاصل کی جب27 اکتوبر کومہاراجہ کشمیر نےبھارتی افواج کوکشمیر میں اتارا،31 اکتوبر 1947 کی رات گلگت اسکاؤٹس نے صوبیدار میجر راجہ بابرخان کی سربراہی میں گلگت میں مہاراجہ کشمیر کےتعینات گورنر بریگیڈیئر گھنسارا سنگھ کو حراست میں لیا اور یکم نومبرکوگلگت کو مہاراجہ کشمیر اور بھارتی تسلط سے آزاد کرایا۔ گلگت اسکاؤٹس اورمقامی لوگوں کی جدوجہد سےگلگت بلتستان کووفاق پاکستان کےانتظامی کنٹرول میں دےدیا گیا،جو آج تک وفاق کےزیرانتظام پاکستان کا ایک اہم انتظامی یونٹ کے طور پر کام کررہا ہے۔ بھارت اور پاکستان کے درمیان مذاکرات ہی اس تنازع کا واحد حل ہو سکتے ہیں دونوں ممالک کو اپنے اختلافات دور کرنے کشمیری عوام کی خواہشات کا احترام کرنے کی ضرورت ہے۔ اس تنازع کے حل میں کشمیری عوام کو بھی شامل کرنا ضروری ہے۔ کشمیری عوام کی خواہشات اور مطالبات کو مدنظر رکھ کر ہی مستقل حل نکالا جا سکتا ہے بین الاقوامی برادری بھی اس تنازع کو حل کرنے میں اہم کردار ادا کر سکتی ہے۔ بھارت پر دباؤ ڈال کر اسے مذاکرات کی میز پر لایا جا سکتا ہے۔
