The government has estimated an increase of Rs 159 billion in defense spending for the fiscal year 2025-26, under which the defense budget for the next year is likely to reach Rs 2,281 billion.
The new budget is expected to increase defense spending by 7.49 percent compared to the current fiscal year. The defense budget for the fiscal year 2024-25 was allocated Rs 2,122 billion, which was 14.16 percent more than the budget of Rs 1,858 billion 800 million in the previous fiscal year 2023-24.
In the current fiscal year, the defense budget was increased by Rs 263 billion 200 million, while preparations are being made to increase another Rs 159 billion for the next fiscal year.
Considering the growing security challenges and the purchase of modern military equipment, the defense budget is increasing. In the current situation, Pakistan intends to purchase J-35A. Therefore, there is a need to increase the budget, which will not cut the development budget much.
Pakistan’s annual defense budget is about seven billion 500 million dollars, while India’s defense budget is about 86 billion dollars, which is more than 10 times.
Pakistan’s federal budget for the fiscal year 2025-2026 will be presented on June 10. The current government and Federal Finance Minister Muhammad Aurangzeb are going to present their second budget in the National Assembly, for which all preparations are complete.
For the federal budget 2025-26, Speaker National Assembly Sardar Ayaz Sadiq has approved the schedule of the National Assembly, under which the federal budget will be presented in the National Assembly on June 10, the National Assembly will not be in session on June 11 and 12, while the debate on the budget will begin in the National Assembly on June 13, and this debate will continue until June 21.

After losing the war, India has announced an increase in its defense budget of 50 thousand crores (about five billion eighty-five million dollars). If India increases its defense budget, Pakistan will be forced to increase its defense budget. The budget for the next fiscal year may increase by 18 percent. According to an estimate, there has been a total loss of about 87 billion dollars directly in terms of war weapons and defense installations. One billion dollars has been lost in one hour. Out of which India’s loss is about 64 billion dollars and Pakistan’s loss is about 14 billion dollars. Pakistan’s loss is 20 percent and India’s loss is 80 percent. This amount is almost equal to Pakistan’s total dollar reserves. If this war had lasted for a month, India alone would have lost about 480 billion dollars. Pakistan would have lost about 120 billion dollars, which is almost equal to Pakistan’s total debts. If other factors including investment, stock market and increase in dollar demand are also included, the total loss from both sides is about 500 billion dollars. North India is losing about $8 million in flights a day. The closure of the Indian Premier League caused a loss of $50 million and the closure of the PSL caused a loss of about $10 million. Pakistan has incurred expenses, not losses. No credible media has reported the loss of Pakistan’s assets. Only the expenses of flying planes, firing missiles, planning rescue operations and keeping the air defense system active have been incurred. Economic think tanks have not released any authentic statistics in this regard. The losses that are being reported are estimates by various experts, there may be some increase or decrease in them, but one thing is certain: India’s losses are four times higher than Pakistan’s. India also suffered more from the closure of Pakistani airspace. Even after the Pulwama tragedy in 2019, two Indian planes and a helicopter were shot down, but Pakistan did not suffer any losses. These statistics are quite sensitive. The cost of launching missiles of different models varies, a Rafale requires four times more fuel than a J-10C to fly, the BrahMos is a nuclear warhead-carrying missile, it is India’s most expensive missile. The loss of three Rafales, four other aircraft, S-400 defense system, more than 16 air bases and more than 500 drones is very high. It may be recalled that during the tension between Pakistan and India last month, the US played an important role in mediating a ceasefire between the two countries. Pakistan has also made remarkable progress in the economic field. The World Bank has announced an investment of $ 40 billion with Pakistan under a 10-year ‘Country Partnership Framework’. Under this framework, $ 20 billion will be spent on health, education, youth development and other social sectors, while the remaining $ 20 billion has been allocated for private sector development through the International Finance Corporation (IFC). Similarly, Pakistan has signed agreements worth $2 billion with Saudi Arabia for investment in industry, technology, agriculture and other sectors. Russia has signed a $2.6 billion agreement to set up a steel mill in Karachi, while according to the government, ‘150,000 trained Pakistani workers will be sent to Belarus under a new labor export agreement. Azerbaijan has invested $2 billion to purchase 40 Pakistani JF-17 aircraft and a total of $4.6 billion in defense deals have been signed. Meanwhile, trade volume with Iran is expected to increase from $3 billion to $10 billion. The achievements of the current government include Kuwait lifting visa and travel restrictions for Pakistanis, allowing five-year multi-entry visas and promising $10 billion in investment. Qatar has promised $3 billion in investment under a new economic partnership, while relations with Turkey are being further strengthened with a trade target of $5 billion. Along with these achievements, Pakistan’s election as the Vice Chairman of the Counter-Terrorism Committee in the United Nations Security Council is also being hailed as a major diplomatic milestone. Several global powers are considering joint projects with Pakistan in the fields of energy, defense, artificial intelligence and labor.
The federal budget of Rs 17,500 billion for the upcoming fiscal year 2025-26 will be presented on Tuesday. The budget proposes to allocate Rs 1,000 billion for development programs and Rs 1,400 billion for subsidies to power and other sectors.
It may be recalled that Prime Minister Shahbaz Sharif has said that Balochistan’s share of the Rs 1,000 billion development program in the next fiscal year will be Rs 250 billion. Speaking in Quetta, Prime Minister Shahbaz Sharif said that ‘in the budget of the next fiscal year, the federally run Public Sector Development Program (PSDP) for the provinces and the federal government will be worth a total of Rs 1 trillion and Baluchistan will get Rs 250 billion, which is 25 percent of the total PSDP.’ According to the Planning Commission, the total development budget for the fiscal year 2025-26 has been proposed at Rs 3,800 billion, of which Rs 2,800 billion will be allocated to the provinces and Rs 1,000 billion to the federation. Three major changes are expected in the budget: an increase in the defense budget, which could increase from Rs 2,122 billion to Rs 2,500 billion, a reduction in the development budget and a reduction in interest payments, which was Rs 10,000 billion last year and is now likely to be Rs 8,700 billion. On the other hand, every citizen’s question is whether the federal budget will be a people-friendly budget? According to the proposals so far, there is a possibility of relief in some sectors in the federal budget while cuts in many projects. The salaried class will be given relief in proportion to inflation. This time the salaried class is likely to get relief because a significant burden was placed on this class in the previous budget. Among the proposals prepared for increasing the salaries and pensions of government employees, the first proposal is that 30 percent disparity allowance should be given to employees from grade one to sixteen and a 15 percent increase has been proposed for grades 17 to 22. The second proposal is to increase the salary and pension in the budget by 10 percent in proportion to inflation, while the third proposal is to issue new pay scales by merging one or two of the ad hoc reliefs given to government employees into the salary. It is proposed to merge the ad hoc allowance given to employees in the financial year 2022 into the basic salary and increase it by 10 percent. It is also proposed to exempt the armed forces from the contributory pension scheme. The government has also been advised by its allies to increase salaries. The federal government has assured employees to end the disparity in salaries and a verbal and written agreement was also made with the employees in this regard. This is why now the employees are insisting on fulfilling their agreement with the government. It should be noted that government employees have demanded a 50 percent increase in salaries and minimum wages. Last year’s budget was a crisis budget, while this time the severity of the crisis is less. The IMF has proposed a tax target of Rs 14,300 billion, which will include strict measures against non-filers, while there is a fear of an increase in the prices of agricultural commodities. According to Finance Ministry officials, the budget includes a proposal to impose a five-year levy on petrol and diesel vehicles to promote electric vehicles, while proposals to tighten action against non-filers have been included. Similarly, tax incentives can be given for local manufacturing of laptop and smartphone batteries and chargers. According to FBR sources, measures are under consideration to discourage cash transactions, which include an additional price of two to three rupees per liter on cash payments from petrol pumps, and a two percent additional tax on cash sales by manufacturers and importers. On the contrary, payment through credit and debit cards will be facilitated. Atif Ikram Sheikh, President of the Federation of Pakistan Chambers of Commerce and Industry, expressed concern over the cut in the development budget, saying that the federal development budget of Rs 1,500 billion was expected, which has been reduced to Rs 1,000 billion. Pakistan Software Houses Association Chairman Sajjad Mustafa Syed, while demanding a relief package for the IT industry in the federal budget, said that no new taxes should be imposed. Fixed tax regime from 2025 to 2035 should be clearly announced. 0.25 percent withholding tax should be maintained on registered companies. Uniform income tax should be imposed on IT employees and remote workers. He warned that “if there is no continuity in policies, foreign investment may stop.”

( اصغرعلی مبارک )… …… پاکستان نے بہترین حکمت عملی سے جنگ جیتی لیکن بڑھتے ہوئے سیکیورٹی چیلنجز میں پاکستان کو دفاعی بجٹ بھی بڑھانا چاہیے , حکومت نے مالی سال 2025-26 کے لیے دفاعی اخراجات میں 159 ارب روپے اضافے کا تخمینہ لگایا ہے، جس کے تحت آئندہ سال کے لیے دفاعی بجٹ 2 ہزار 281 ارب روپے تک پہنچنے کا امکان ہے۔ نئے بجٹ میں رواں مالی سال کے مقابلے میں دفاعی اخراجات میں 7.49 فیصد اضافہ متوقع ہے۔مالی سال 2024-25 کے لیے دفاعی بجٹ 2 ہزار 122 ارب روپے مختص کیا گیا تھا، جو کہ گزشتہ مالی سال 2023-24 کے بجٹ 1 ہزار 858 ارب 80 کروڑ روپے سے 14.16 فیصد زیادہ تھا۔رواں مالی سال میں دفاعی بجٹ میں 263 ارب 20 کروڑ روپے کا اضافہ کیا گیا، جب کہ آئندہ مالی سال کے لیے مزید 159 ارب روپے اضافے کی تیاری کی جا رہی ہے۔ بڑھتے ہوئے سیکیورٹی چیلنجز اور جدید عسکری سازوسامان کی خریداری کو مدنظر رکھتے ہوئے دفاعی بجٹ میں اضافہ دیکھنے میں آ رہا ہے۔ موجودہ حالات میں پاکستان جے 35اے خریدنے کا ارادہ رکھتا ہے۔ اس لیے بجٹ بڑھانے کی ضرورت ہے اس سے ترقیاتی بجٹ پر زیادہ کٹ نہیں لگے گا۔پاکستان کا سالانہ دفاعی بجٹ تقریباً سات ارب 50 کروڑ ڈالر ہے جبکہ انڈیا کا دفاعی بجٹ تقریبا 86 ارب ڈالر ہے جوکہ 10 گنا سے بھی زیادہ ہے
پاکستان کے مالی سال 2025-2026 کا وفاقی بجٹ 10 جون کو پیش کیا جائے گا موجودہ حکومت اوروفاقی وزیر خزانہ محمد اورنگزیب قومی اسمبلی میں اپنا دوسرا بجٹ پیش کرنے جا رہے ہیں جس کے لیے تما م تیاریاں مکمل ہیں۔وفاقی بجٹ 26-2025 کیلئے سپیکر قومی اسمبلی سردار ایاز صادق نے قومی اسمبلی کے شیڈول کی منظوری دی ہے جس کے تحت وفاقی بجٹ 10 جون کو قومی اسمبلی میں پیش کیا جائے گا، 11 اور 12 جون کو قومی اسمبلی کا اجلاس نہیں ہوگا، جبکہ 13 جون کو قومی اسمبلی میں بجٹ پر بحث کا آغاز ہوگا، اور بحث کا یہ سلسلہ 21 جون تک جاری رہے گا۔
قومی اسمبلی میں موجود پارلیمانی جماعتوں کو قواعد و ضوابط کے مطابق بحث کےلئے وقت دیا جائے گا، اس کے علاوہ 23 جون کو قومی اسمبلی میں 26-2025 کے مختص کردہ ضروری اخراجات پر بحث بھی ہوگی 24 اور 25 جون کو ڈیمانڈز، گرانٹس، کٹوتی کی تحاریک پر بحث اور ووٹنگ ہوگی، جبکہ اس کے ٹھیک ایک دن بعد 26 جون کو فنانس بل کی قومی اسمبلی سے منظوری ہوگی، اور 27 جون کو سپلیمنٹری گرانٹس سمیت دیگر امور پر بحث اور ووٹنگ تقریبا چار کروڑ ڈالرز ہے جبکہ انڈیا کے ایک رافیل طیارے کی قیمت تقریباً 24 کروڑ ڈالرز ہے جس جے 10سی طیارے کی دھوم ہے، پاکستان نے فروری 2022 میں آئی ایم ایف کی ایک ارب ڈالر قسط ملنے کے بعد چھ جی 10سی خریدے تھے بقیہ چھ جے 10سی اگست 2022 میں آئی ایم ایف کی اگلی قسط 1.1 ارب ڈالر ملنے کے بعد لیے گئے تھے۔ ان معاشی حالات میں یہ مشکل فیصلہ تھا۔ چین نے 3.7 ارب ڈالرز کے قرض کی ادائیگی مؤخر کر دی۔ حکومتِ پاکستان کے مطابق وزیر اعظم شہباز شریف کی قیادت میں پاکستان نے حالیہ مہینوں میں بین الاقوامی سطح پر متعدد اہم سفارتی کامیابیاں حاصل کی ہیں، جن کا دائرہ کار دفاعی، اقتصادی، تعلیمی اور تکنیکی شعبوں تک پھیلا ہوا ہے چین کے علاوہ پاکستان کے بنگلہ دیش سے بھی 50 سال سے زائد عرصے بعد دفاعی اور تجارتی تعلقات بحال ہوئے ہیں جبکہ افغانستان، چین کے بیلٹ اینڈ روڈ پراجیکٹ کے تحت سی پیک کے دوسرے فیز میں شامل ہو گیا ہے اس کے علاوہ یورپی یونین نے پاکستان انٹرنیشنل ایئرلائنز (پی آئی اے) پر عائد چار سالہ پابندی ختم کر دی ہے۔عوام کی اکثریت یہ نہیں جانتی ہے کہ چار دنوں میں لڑے جانی والی جنگ پچھلے 50 سالوں میں دو جوہری قوتوں کے درمیان لڑی جانے والی سب سے مہنگی جنگ ہے ,انڈیا اور پوری دنیا پاکستان کے انڈیا کو جنگ ہرانے پر حیران اور پریشان ہے، اس کی وجہ اعدادوشمار ہیں۔ پاکستان نیوی کا بجٹ تقریبا 90 کروڑ ڈالر ہے۔ جبکہ انڈین نیوی کے صرف آئی این ایس وکرانت کا بجٹ تقریباً تین ارب 10 کروڑ ڈالر ہے۔پاکستان تقریباً ایک ارب 70 کروڑ ڈالرز نئے ہتھیاروں کی خرید پر خرچ کرتا ہے جبکہ انڈیا تقریبا 22 ارب ڈالرز ہتھیاروں کی خریداری پر خرچ کرتا ہے۔ پاکستان ایک سپاہی پر تقریباً 11 ہزار 363 ڈالرز خرچ کرتا ہے جبکہ بھارت ایک سپاہی پر تقریبا 57 ہزار 333 ڈالرز خرچ کرتا ہےانڈیا ایک فوجی پر پاکستان کی نسبت تقریبا 500 فیصد زیادہ بجٹ خرچ کرتا ہے۔ پاکستان کا سالانہ ملٹری پنشن بجٹ تقریبا دو ارب ڈالر ہے جبکہ انڈیا کا ڈیفنس پنشن بجٹ تقریباً 17 ارب ڈالر ہے۔ پاکستان کے پاس ٹینکس تقریباً 1400 ہیں جبکہ انڈیا نے صرف ایک مخصوص کوالٹی کے 1700 ٹینکس آرڈر کیے ہیں۔ 2012 سے آج تک انڈیا تقریبا 748 ارب ڈالرز دفاعی بجٹ بڑھا چکا ہے، دنیا کے جدید ترین طیارے اور جدید ترین فضائی دفاعی نظام حاصل کر چکا ہے لیکن اتنے بڑے بجٹ سے صرف 87 گھنٹوں کی جنگ نہیں لڑ سکا ہے اور پاکستان سے جنگ ہار گیا ہے جو بجٹ، حجم، آبادی اور اسلحہ میں انڈیا سے 10 گنا چھوٹا ہے صرف ایک دن میں انڈین سٹاک ایکسچیبج کو 85 ارب ڈالرز کا نقصان ہوا ہے جنگ ہارنے کے بعد انڈیا نے 50 ہزار کروڑ (تقریبا پانچ ارب پچاسی کروڑ ڈالرز) کا دفاعی بجٹ بڑھانے کا اعلان کیا ہے۔ اگر انڈیا دفاعی بجٹ بڑھاتا ہے تو پاکستان کو مجبورا دفاعی بجٹ بڑھانا پڑے گا۔ اگلے مالی سال کے بجٹ میں 18 فیصد اضافہ ہو سکتا ہے ایک اندازے کے مطابق جنگی ہتھیاروں اور دفاعی تنصیبات کی مد میں براہ راست تقریبا 87 ارب ڈالرز کا مجموعی نقصان ہوا ہے۔ ایک گھنٹے میں ایک ارب ڈالر کا نقصان ہوا ہے۔ جس میں سے بھارت کا نقصان تقریباً عوامل بھی شامل کیے جائیں تو دونوں اطراف سے ٹوٹل نقصان تقریباً 500 ارب ڈالرز بنتا ہے۔ شمالی انڈیا میں فلائٹس کی مد میں تقریبا 80 لاکھ ڈالرز کا ایک دن میں نقصان ہو رہا ہے۔ انڈین پریمیئر لیگ بند ہونے سے پانچ کروڑ ڈالرز کا نقصان ہوا اور پی ایس ایل کی بندش سے تقریبا ایک کروڑ ڈالر کا نقصان ہوا۔ پاکستان کا خرچہ ہوا ہے نقصان نہیں ۔ کسی بھی معتبر میڈیا نے پاکستان کے اثاثوں کا نقصان رپورٹ نہیں کیا۔ صرف جہاز اڑانے، میزائل چلانے، بچاؤ کی تدبیر کرنے اور ایئر ڈیفنس سسٹم کو ایکٹو رکھنے کا خرچ ہوا ہےسات تا 10 مئی جنگ میں کتنا معاشی نقصان ہوا ہے، اکنامک تھینک ٹینک نے اس حوالے سے کوئی مستند اعدادوشمار جاری نہیں کیے ہیں۔ جو نقصان رپورٹ ہو رہے ہیں یہ مختلف ماہرین کے اندازے ہیں ان میں کچھ کمی بیشی بھی ہو سکتی ہے لیکن ایک بات طے ہے کہ انڈیا کا نقصان پاکستان کی نسبت چار گنا زیادہ ہے پاکستانی ایئر سپیس بند کرنے کا بھی زیادہ نقصان انڈیا کو ہوا 2019 میں پلوامہ سانحہ کے بعد بھی انڈیا کے دو طیارے اور ایک ہیلی کاپٹر گرا تھا پاکستان کا کوئی نقصان نہیں ہوا تھا۔ یہ اعدادوشمار کافی حساس ہوتے ہیں۔ مختلف ماڈلز کے میزائل لانچ کرنے کا خرچ مختلف ہے، ایک رافیل کو اڑانے کے لیے ایک جے 10سی کے مقابلے میں چار گنا زیادہ فیول درکار ہے، براہموس ایٹمی وار ہیڈ لے جانے والا میزائل ہے، یہ انڈیا کا مہنگا ترین میزائل ہے۔ تین رافیل، چار دیگر طیارے، ایس 400 ڈیفنس سسٹم، 16 سے زیادہ ایئر بیسز اور 500 سے زیادہ ڈرونز کے تباہ ہونے کا نقصان بہت زیادہ ہوتا ہے۔ یاد رہے کہ گذشتہ مہینے پاکستان اور انڈیا کے درمیان کشیدگی کے دوران امریکہ نے ثالثی کرتے ہوئے دونوں ممالک کے درمیان جنگ بندی کروانے میں اہم کردار ادا کیا تھا۔ اقتصادی میدان میں بھی پاکستان نے قابلِ ذکر پیش رفت کی ہے۔ عالمی بینک نے پاکستان کے ساتھ 10 سالہ ’کنٹری پارٹنرشپ فریم ورک‘ کے تحت 40 ارب ڈالر کی سرمایہ کاری کا اعلان کیا ہے۔ اس فریم ورک کے تحت 20 ارب ڈالر صحت، تعلیم، نوجوانوں کی ترقی اور دیگر سماجی شعبوں میں خرچ کیے جائیں گے، جبکہ باقی 20 ارب ڈالر انٹرنیشنل فنانس کارپوریشن (IFC) کے ذریعے نجی شعبے کی ترقی کے لیے مختص کیے گئے ہیں۔ اسی طرح سعودی عرب کے ساتھ پاکستان نے صنعت، ٹیکنالوجی، زراعت اور دیگر شعبوں میں سرمایہ کاری کے لیے دو ارب ڈالر کے معاہدے کیے ہیں۔ روس نے کراچی میں سٹیل مل کے قیام کے لیے 2.6 ارب ڈالر کے معاہدے پر دستخط کیے ہیں، جبکہ حکومت کے مطابق ’ڈیڑھ لاکھ تربیت یافتہ پاکستانی مزدوروں کو نئے لیبر ایکسپورٹ معاہدے کے تحت بیلاروس میں بھیجا جائے گا آذربائیجان نے 40 پاکستانی جے ایف-17 طیاروں کی خریداری کے لیے دو ارب ڈالر کی سرمایہ کاری کی ہے اور کل 4.6 ارب ڈالر کے دفاعی معاہدے طے پائے ہیں اسی دوران ایران کے ساتھ تجارت کے حجم میں اضافے کی امید ہے، جو تین سے بڑھ کر 10 ارب ڈالر تک جا سکتا ہےموجودہ حکومت کی کامیابیوں میں کویت کی جانب سے پاکستانیوں کے لیے ویزا اور سفری پابندیاں ختم کرنا، پانچ سالہ ملٹی انٹری ویزے کی اجازت دینا اور 10 ارب ڈالر کی سرمایہ کاری کا وعدہ شامل ہے۔قطر نے نئی اقتصادی شراکت داری کے تحت تین ارب ڈالر کی سرمایہ کاری کا وعدہ کیا ہے جبکہ ترکی کے ساتھ پانچ ارب ڈالر کے تجارتی ہدف کے ساتھ تعلقات کو مزید مضبوط کیا جا رہا ہے۔ ان کامیابیوں کے ساتھ ساتھ پاکستان کو اقوامِ متحدہ کی سلامتی کونسل میں انسدادِ دہشت گردی کے وائس چیئرمین کے طور پر منتخب ہونا بھی ایک اہم سفارتی سنگِ میل قرار دیا جا رہا ہے۔ متعدد عالمی طاقتیں پاکستان کے ساتھ توانائی، دفاع، مصنوعی ذہانت ، لیبر اور فِن ٹیک کے شعبوں میں مشترکہ منصوبوں پر غور کر رہی ہیں۔ آئندہ مالی سال 2025-26 کے لیے 17 ہزار 500 ارب روپے حجم کا وفاقی بجٹ منگل کو پیش کیا جائے گا۔ بجٹ میں ترقیاتی پروگرام کے لیے 1,000 ارب روپے اور بجلی و دیگر شعبوں کو سبسڈی کی مد میں 1,400 ارب روپے مختص کرنے کی تجویز ہے۔ یاد رہے کہ وزیر اعظم شہباز شریف نے کہا ہے کہ آئندہ مالی سال میں 1000 ارب کے ترقیاتی پروگرام میں سے بلوچستان کا حصہ 250 ارب روپے ہو گا کوئٹہ میں خطاب کرتے ہوئے وزیر اعظم شہباز شریف کا کہنا تھا کہ ’آئندہ مالی سال کے بجٹ میں صوبوں اور وفاقی حکومت کے لیے وفاق سے چلنے والا پبلک سیکٹر ڈویلپمنٹ پروگرام (پی ایس ڈی پی) مجموعی طور پر ایک ٹریلین روپے کا ہو گا اور بلوچستان کو 250 ارب روپے ملیں گے، جو کل پی ایس ڈی پی کا 25 فیصد ہے۔
پلاننگ کمیشن کے مطابق مالی سال 2025-26 کے لیے مجموعی ترقیاتی بجٹ کا حجم 3800 ارب روپے تجویز کیا گیا ہے، جس میں سے 2800 ارب روپے صوبوں اور 1000 ارب روپے وفاق کے لیے مختص ہوں گے۔بجٹ میں تین بڑی تبدیلیاں متوقع ہیں دفاعی بجٹ میں اضافہ، جو 2122 ارب سے بڑھ کر 2500 ارب ہو سکتا ہے ترقیاتی بجٹ میں کمی اور سود کی ادائیگی میں کمی، جو گذشتہ برس 10 ہزار ارب تھی اور اب 8700 ارب رہنے کا امکان ہے,
دوسری طرف ہر شہری کاسوال یہ ہے کہ کیا وفاق کا بجٹ عوام دوست بجٹ ہوگا؟ تا ہم اب تک کی تجاویز کے مطابق وفاقی بجٹ میں بعض شعبوں کو ریلیف جبکہ کئی منصوبوں میں کٹوتی کا امکان ہے۔ تنخواہ دار طبقے کو مہنگائی کے تناسب سے ریلیف دیا جائے گا،اس بار تنخواہ دار طبقے کو ریلیف ملنے کا امکان ہے کیونکہ پچھلے بجٹ میں اس طبقے پر خاصا بوجھ ڈالا گیا تھا۔سرکاری ملازمین کی تنخواہوں اور پنشن میں اضافے کیلئے تیار کردہ تجاویز میں پہلی تجویز یہ دی گئی ہے کہ گریڈ ایک سے سولہ تک ملازمین کیلئے 30 فیصد ڈسپیرٹی الاوٴنس دیا جائے اور گریڈ 17 سے 22 تک 15 فیصد اضافے کی تجویز دی گئی ہے۔ دوسری تجویز یہ ہے کہ مہنگائی کے تناسب سے بجٹ میں تنخواہ اور پنشن میں 10 فیصد اضافہ کیا جائے جبکہ تیسری تجویز یہ ہے کہ سرکاری ملازمین کو ملنے والے ایڈہاک ریلیف میں سے ایک یا دو ریلیف تنخواہ میں ضم میں کرکے نئے پے اسکیل جاری کیے جائیں مالی سال 2022ء میں ملازمین کو دیا گیا ایڈہاک الاؤنس بنیادی تنخواہ میں ضم کرکے دس فیصد اضافے کی تجویز ہے آرمڈ فورسز کو کنٹری بیوٹری پنشن اسکیم سے مستثنیٰ رکھنے کی بھی تجویز ہے۔ حکومت کو اتحادیوں نے بھی تنخواہوں میں اضافے کا مشورہ دیا ہے، وفاقی حکومت ملازمین کوتنخواہوں میں تفریق ختم کرنے کی یقین دہانی کراچکی ہے اور اس حوالے سے ملازمین کے ساتھ زبانی اور تحریری معاہدہ بھی کیا گیا تھا یہی وجہ ہے کہ اب ملازمین حکومت سے اپنا کیا گیا معاہدہ پورا کرنے پر زور دے رہے ہیں۔ واضح رہے کہ سرکاری ملازمین نے تنخواہوں اور کم ازکم اجرت میں 50 فیصد اضافے کا مطالبہ کیا ہے گذشتہ برس کا بجٹ ایک بحران کا بجٹ تھا، جبکہ اس مرتبہ بحران کی شدت کم ہے آئی ایم ایف نے 14,300 ارب روپے ٹیکس کا ہدف تجویز کیا ہے، جس میں نان فائلرز کے خلاف سخت اقدامات شامل ہوں گے، جبکہ زرعی اشیا کی قیمتوں میں اضافے کا خدشہ ہے وزارت خزانہ کے حکام کے مطابق بجٹ میں الیکٹرک گاڑیوں کے فروغ کے لیے پیٹرول اور ڈیزل پر چلنے والی گاڑیوں پر پانچ سالہ لیوی عائد کرنے کی تجویز شامل ہے جبکہ نان فائلرز کے خلاف کارروائی سخت کرنے کی تجاویز شامل کی گئی ہیں۔ اسی طرح، لیپ ٹاپ اور سمارٹ فونز کی بیٹری اور چارجرز کی مقامی تیاری کے لیے ٹیکس مراعات دی جا سکتی ہیں۔ ایف بی آر ذرائع کے مطابق نقد لین دین کی حوصلہ شکنی کے لیے اقدامات زیر غور ہیں، جن میں پیٹرول پمپس سے نقد ادائیگی پر فی لیٹر دو سے تین روپے اضافی قیمت، اور مینوفیکچررز و درآمد کنندگان کی نقد فروخت پر دو فیصد اضافی ٹیکس شامل ہیں۔ اس کے برعکس کریڈٹ اور ڈیبٹ کارڈ کے ذریعے ادائیگی پر سہولت دی جائے گی۔ فیڈریشن آف پاکستان چیمبرز آف کامرس اینڈ انڈسٹری کے صدر عاطف اکرام شیخ نے ترقیاتی بجٹ میں کٹوتی پر تشویش کا اظہار کرتے ہوئے کہا کہ ’1500 ارب روپے کا وفاقی ترقیاتی بجٹ متوقع تھا، جو کم کر کے 1000 ارب کر دیا گیا ہے۔پاکستان سافٹ ویئر ہاؤسز ایسوسی ایشن کے چیئرمین سجاد مصطفی سید نے وفاقی بجٹ میں آئی ٹی انڈسٹری کے لیے ریلیف پیکیج کا مطالبہ کرتے ہوئے کہا کہ کوئی نیا ٹیکس نہ لگایا جائے۔ فکسڈ ٹیکس رجیم 2025 سے 2035 تک کا واضح اعلان رجسٹرڈ کمپنیوں پر 0.25 فیصد ودہولڈنگ ٹیکس برقرار رکھا جائےآئی ٹی ملازمین اور ریموٹ ورکرز پر یکساں انکم ٹیکس لاگو کیا جائے۔ انہوں نے خبردار کیا کہ ’اگر پالیسیوں میں تسلسل نہ رہا تو غیر ملکی سرمایہ کاری رک سکتی ہے۔
