ISLAMABAD — Pakistani football fans and local sports analysts have expressed a mix of profound relief and sharp criticism following FIFA’s sudden U-turn on its controversial $20 billion private investment plan. While global headlines focused on corporate greed, the reaction across Pakistan highlighted deep-seated frustration regarding how international financial maneuvers consistently ignore grassroots development in struggling football  

 FIFA has officially scrapped its highly controversial $20 billion private investment plan following a massive global backlash, internal resignations, and a threatened boycott by European football’s governing body, UEFA.

The decision, announced by FIFA President Gianni Infantino, marks a stunning U-turn just days after the secretive project was leaked. Critics, fans, and major football associations aggressively condemned the proposal, accusing FIFA of putting the “soul” of the World Cup up for sale.

 The “FIFA Forward Enterprise” Blueprint

The original plan, unveiled by FIFA, aimed to create a new commercial subsidiary named FIFA Forward Enterprise (FFE).

• The Valuation: FFE was given an initial valuation of $20 billion.
• The Sale: FIFA intended to sell a 21% minority stake to private equity firms to raise up to $4.2 billion in upfront capital.
• Operational Control: The new entity would centralize and manage all lucrative broadcast rights, sponsorships, licensing, ticketing, and hospitality for major tournaments, including the Men’s and Women’s World Cups.

 The Kushner Connection

Adding fuel to the fire was the involvement of high-profile American political figures. The investment group was set to be led by Thrive Eternal, a venture capital vehicle spearheaded by Joshua Kushner. Joshua is the brother of Jared Kushner, son-in-law to U.S. President Donald Trump.

The close ties raised severe transparency concerns among football executives, especially following the recent World Cup co-hosted by the United States, Canada, and Mexico. Critics feared that introducing ultra-wealthy private equity groups would pivot football’s primary focus from the fans to corporate profit.

 Fierce Backlash and the Threat of World Cup Boycott

The FFE proposal triggered an unprecedented, swift, and widespread mutiny, forcing the U-turn:

• UEFA Leads Revolt: Major confederations, led by UEFA, threatened to boycott FIFA competitions, stating the World Cup “cannot be treated as an investment product”.
• Internal Fractures: Key figures, including advisor Carlos Cordeiro, resigned in protest, while senior staff accused Infantino of deceiving them with a “project of one person”.

 South Asian View: “A Narrow Escape from Corruption”

The shockwaves of the collapsed deal resonated deeply across South Asia. Asghar Ali Mubarak, veteran Pakistani senior sports analyst and Founder President of the South Asian Sports Journalists Association (SASJA), strongly condemned the failed FIFA proposal, characterizing it as a narrow escape for football in developing regions.

“This was a blatant attempt to turn the world’s most democratic sport into a playground for Wall Street billionaires,” Mubarak stated. “Had this deal gone through, the inclusion of private equity would have completely undermined the sport’s democratic structure in countries like Pakistan, where football is already fighting for survival against administrative gridlock.”

Mubarak warned that the proposed financial structures threatened to fuel administrative corruption rather than fixing grassroots issues. Speaking on behalf of SASJA, he hailed the collapse of the deal as a major victory against the commodification of the World Cup and the systemic marginalization of regional developmental needs.

 Failed Financial Incentives

Despite Infantino offering massive financial incentives, the deal collapsed. The proposal promised a $40 million windfall to each of the 211 member nations if approved, alongside proposed increases in annual development funds.

برطانوی اخبار دی ٹائمز کے مطابق یوئیفا کے 55 رکن ممالک اس معاملے پر ہنگامی آن لائن اجلاس طلب کرنے کا ارادہ رکھتے ہیں، جس میں ممکنہ طور پر ورلڈ کپ کے بائیکاٹ جیسے آپشنز بھی زیرِ بحث آنے کی اطلاعات ہیں۔ برطانیہ کے وزیراعظم اینڈی برنہم نے بھی اس منصوبے پر تنقید کرتے ہوئے کہا کہ فٹبال سرمایہ کاروں کا نہیں بلکہ ان لوگوں کا کھیل ہے جو میدانوں میں آ کر اسے زندہ رکھتے ہیں۔ ان کا کہنا تھا کہ ’ورلڈ کپ کے شیئرز فروخت کرنے کا مطلب دراصل اس کی روح فروخت کرنے کے مترادف ہے۔ فٹبال ہمیشہ شائقین کا کھیل تھا، ہے اور رہے گا۔‘ فیفا کے قوانین کے مطابق ’فیفا فارورڈ انٹرپرائز‘ کے قیام کے لیے فیفا کو اسکی 211 رکن ایسوسی ایشنز کی اکثریت اور 37 رکنی فیفا کونسل کی حمایت درکار ہوگی۔
دی ٹائمز کے مطابق فیفا کے صدر جیانی انفانٹینو نے رکن ممالک کو خط میں کہا ہے کہ اگر وہ 19 ستمبر تک اس تجویز کی حمایت کریں تو ہر رکن ایسوسی ایشن کو 4 کروڑ ڈالر ملیں گے۔ فیفا کی 2022 سے 2026 کی آمدنی تقریباً 15 ارب ڈالر متوقع ہے، جو اوسطاً سالانہ 3.75 ارب ڈالر بنتی ہے، لیکن اس آمدنی کا بڑا حصہ ہر چار سال بعد ہونے والے مینز ورلڈ کپ سے حاصل ہوتا ہے۔ فیفا کا کہنا ہے کہ نئے ادارے کے ذریعے رکن ایسوسی ایشنز کو دی جانے والی سالانہ فنڈنگ 80 لاکھ ڈالر سے بڑھا کر 2 کروڑ ڈالر تک کی جا سکتی ہے، جو خاص طور پر چھوٹی فٹبال تنظیموں کے لیے اہم رقم ہوگی۔ اس کے علاوہ ہر ایسوسی ایشن کو مزید 2 کروڑ ڈالر تک اضافی فنڈنگ ملنے کا امکان بھی ظاہر کیا گیا ہے۔

فیفا نے یہ بھی یقین دہانی کرائی ہے کہ اس منصوبے سے کھیل کے قوانین، گورننس اور بین الاقوامی میچ کیلنڈر پر اس کا اختیار برقرار رہے گا، تاہم ناقدین کا کہنا ہے کہ نجی سرمایہ کاری شامل ہونے سے سرمایہ کاروں کو کھیل کے بڑے فیصلوں پر اثر انداز ہونے کا موقع مل سکتا ہے۔

برطانوی اخبار دی گارجین کے مطابق جیانی انفانٹینو اگلے سال دوبارہ فیفا کا صدر منتخب ہونے کی خواہش رکھتے ہیں، تاہم تین مدتیں پوری ہونے کی وجہ سے انہیں 2031 کے بعد فیفا کے قوانین کے مطابق یہ عہدہ چھوڑنا ہوگا۔

رپورٹ کے مطابق جیانی انفانٹینو نئے تجارتی ادارے کے سربراہ بننے میں بھی دلچسپی رکھتے ہیں، جس سے انہیں مستقبل میں لاکھوں ڈالر کی آمدنی حاصل ہو سکتی ہے۔

یہی وجہ ہے کہ صدر جیانی انفینٹینو نے رکن ممالک کو اس منصوبے کے حق میں ووٹ دینے پر راضی کرنے کے لیے ایک بڑی مالی ترغیب دی ہے۔ فیفا نے واضح کیا ہے کہ اگر یورپی ممالک کی مخالفت یا کسی بھی وجہ سے یہ منصوبہ کامیاب نہ ہوا تو یکم جنوری سے اس کا بجٹ 10 ارب ڈالر کے بجائے 2.7 ارب ڈالر پر ہی برقرار رہے گا۔
