آزاد جموں و کشمیر کا موجودہ سیاسی منظر نامہ اور بحران اس وقت ایک گہرے سیاسی اور عوامی ہیجان کی زد میں ہے, ایک طرف مقامی انتخابی جوڑ توڑ اور اقتدار کی رسہ کشی عروج پر ہے، تو دوسری طرف عوامی حقوق کے نام پر شروع ہونے والی تحریکیں اب باقاعدہ ایک سیاسی طاقت بن چکی ہیں۔
جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی اسی عوامی غصے کو لے کر ابھری، جس نے ریاست کے روایتی حکمران طبقے اور سیاسی جماعتوں کو ہلا کر رکھ دیا ہے۔
راولاکوٹ دھرنا سے جاری ہونے والے تازہ ترین اعلامیے نے کئی نئے سوالات کو جنم دیا ہے۔ اس اعلامیے کے اہم نکات اور ان کے سیاسی معنی درج ذیل ہیں:
کمیٹی کی جانب سے آزاد کشمیر کی مقامی حکومت یا منتخب نمائندوں کو بائی پاس کر کے براہِ راست فیلڈ مارشل کو خط لکھنا یہ ظاہر کرتا ہے کہ تحریک اب مظفر آباد کی اسمبلی کو بے اختیار سمجھتی ہے
اوورسیز پاکستانیز فاؤنڈیشن کے چیئرمین سید قمر رضا کو نمائندہ خصوصی بنا کر بھیجنا اور کمیٹی کا ان سے مذاکرات کرنا اس بات کی دلیل ہے کہ پسِ پردہ معاملات طے پا رہے ہیں, کمیٹی نے ‘مزید انسانی جانوں کے ضیاع’ کا جواز بنا کر لانگ مارچ تو منسوخ کر دیا، لیکن پرامن دھرنے جاری رکھنے کا اعلان کیاہے, یہ ایک کلاسک سیاسی حکمتِ عملی ہے تاکہ عوامی دباؤ بھی برقرار رہے اور مقتدرہ کے ساتھ تعلقات بھی خراب نہ ہوں , آزاد کشمیر کی سیاست میں عوامی ایکشن کمیٹی کے اس کردار کو دو مختلف زاویوں سے دیکھا جا رہا ہے، جسے نقاد ‘ڈِرٹی پولیٹکس’ کا نام دے رہے ہیں,اپوزیشن اور روایتی جماعتوں کا الزام ہے کہ ایکشن کمیٹی کے چند رہنما معصوم عوام کے بنیادی مطالبات (سستی بجلی، آٹا) کو اپنے ذاتی سیاسی قد کاٹھ اور آنے والے انتخابات میں ٹکٹ یا نشستیں حاصل کرنے کے لیے استعمال کر رہے ہیں۔
تحریک کا آغاز حکومت مخالف نعروں سے ہوا، لیکن انجام کار مقتدرہ کے نمائندوں کی محض ایک ‘یقین دہانی’ پر لانگ مارچ کا روک دیا جانا کئی شکوک و شبہات پیدا کر رہا ہے۔
کیا یہ تحریک واقعی عوامی تھی یا اسے کسی خاص سیاسی سیٹ اپ کو گرانے یا بنانے کے لیے استعمال کیا گیا؟
موجودہ آزاد کشمیر حکومت اس پورے بحران میں محض تماشائی بنی رہی۔ جب عوامی غیظ و غضب بڑھا تو انہوں نے ذمہ داری وفاق پر ڈال دی، جس سے یہ ثابت ہوا کہ کشمیر کی مقامی قیادت عوامی مسائل حل کرنے کے بجائے صرف اپنی کرسیاں بچانے کی سیاست کر رہی ہے۔
مستقبل میں ہونے والے آزاد کشمیر کے انتخابات پر اس ایکشن کمیٹی کی سیاست کے اثرات مرتب ہوں گے: پی پی پی، ن لیگ اور پی ٹی آئی جیسی بڑی جماعتیں عوام میں اپنا اعتماد کھو چکی ہیں کیونکہ وہ عوام کے ساتھ کھڑی نظر نہیں آئیں۔
ایکشن کمیٹی کے رہنما اب کشمیر کی سیاست میں نئے ‘پاور بروکرز’ بن کر ابھریں گے، اور الیکشن میں مقتدرہ ان چہروں کو روایتی سیاستدانوں کے متبادل کے طور پر استعمال کر سکتی ہے ,
آزاد کشمیر کی سیاست ہمیشہ سے وفاق اور مقامی قیادت کے درمیان توازن کا کھیل رہی ہے، لیکن حالیہ دنوں میں عوامی حقوق کی آڑ میں جو کھیل کھیلا گیا، اس نے سیاست کو مزید پیچیدہ کر دیا ہے۔ راولاکوٹ دھرنے کا لانگ مارچ ختم کرنے کا فیصلہ ظاہر کرتا ہے کہ کشمیر میں کوئی بھی تحریک مقتدرہ کے ساتھ سمجھوتے کے بغیر آگے نہیں بڑھ سکتی۔ عوام کو سستی بجلی اور آٹا ملے یا نہ ملے، لیکن اس ‘سیاسی جوڑ توڑ’ کے نتیجے میں کشمیر کے سیاسی شطرنج پر مہریں ضرور بدل چکی ہیں۔ آزاد کشمیر کی سیاست کا یہ تلخ ترین سچ ہے کہ یہاں کوئی بھی تحریک مقتدرہ کی آشیرباد کے بغیر نہ تو پنپ سکتی ہے اور نہ ہی دم توڑ سکتی ہے۔ راولاکوٹ دھرنے کا 15 جولائی 2026ء کا اعلامیہ اس سیاسی جوڑ توڑ کی مثال ہے,مہینوں سے عوام کو سستی بجلی، سستے آٹے اور حقوق کی جنگ کے نام پر متحرک کیا گیا، انہیں سڑکوں پر لایا گیا، ریاستی تشدد کا نشانہ بنوایا گیا، اور جب فیصلہ کن وقت آیا تو “صرف ایک یقین دہانی” پر لانگ مارچ منسوخ کر دیا گیا۔ نقاد پوچھتے ہیں:کیا چند بیوروکریٹس کی زبانی یقین دہانی کشمیر کے دیرینہ مسائل کا حل ہے؟ کیا یہ خطرہ تحریک شروع کرتے وقت رہنماؤں کے علم میں نہیں تھا؟حقیقت یہ لگتی ہے کہ جب تحریک مقتدرہ کے قابو سے باہر ہونے لگی، تو قیادت پر دباؤ ڈال کر یا پسِ پردہ مراعات طے کر کے اس کا رخ موڑ دیا گیا۔
سیاسی حلقوں میں یہ بحث گرم ہے کہ جوائنٹ عوامی ایکشن کمیٹی اب عوامی حقوق کا فورم نہیں رہی، بلکہ آنے والے آزاد کشمیر انتخابات کے لیے ایک “سیاسی لانچنگ پیڈ” بن چکی ہے۔ کمیٹی کے چند کلیدی رہنما خود کو کشمیر کے روایتی سیاستدانوں (ن لیگ، پی پی پی، پی ٹی آئی) کے متبادل کے طور پر پیش کر رہے ہیں۔ مقتدرہ کشمیر کی پرانی اور فرسودہ سیاسی قیادت سے بیزار ہو چکی ہے۔ اس بات کا قوی امکان ہے کہ اگلی حکومت کی تشکیل میں ایکشن کمیٹی کے ان چہروں کو “کنگز پارٹی” یا آزاد امیدواروں کے طور پر استعمال کیا جائے گا تاکہ اسمبلی میں مقتدرہ کا کنٹرول سو فیصد برقرار رہے۔اعلامیے میں لانگ مارچ روکنے لیکن “پرامن دھرنے جاری رکھنے” کا جو مبہم فیصلہ کیا گیا ہے، وہ عوام کو مطمئن رکھنے کی ایک بھونڈی کوشش ہے۔ یہ حکمتِ عملی اس لیے اپنائی گئی تاکہ عوام میں یہ تاثر نہ جائے کہ قیادت نے مقتدرہ کے سامنے گھٹنے ٹیک دیے ہیں۔ یہ دھرنے اب صرف ایک دباؤ کے مہرے کے طور پر استعمال ہوں گے، جن کا مقصد عوام کو ریلیف دینا نہیں بلکہ مقتدرہ سے اپنی شرائط منوانا ہے۔آزاد کشمیر انتخابات سے قبل عوامی ایکشن کمیٹی کی یہ سیاست حقوق کی تحریک سے زیادہ “پاور گیم” کا حصہ بن چکی ہے۔ معصوم کشمیری عوام ایک بار پھر سستی بجلی اور روٹی کے خواب دکھا کر استعمال کیے گئے، جبکہ اصل فائدہ ان چند رہنماؤں کو پہنچا جنہوں نے اسٹیبلشمنٹ کی ٹیبل پر بیٹھ کر اپنی سیاسی قیمت بڑھا لی۔ کشمیر کی سیاست کا یہ شطرنج گواہ ہے کہ چہرے بدلتے ہیں، مگر چالیں ہمیشہ وہی پرانی رہتی ہیں۔آزاد کشمیر کے حالیہ بحران، راولاکوٹ دھرنے کے ڈرامائی موڑ اور جوائنٹ عوامی ایکشن کمیٹی کے ابھار کے بعد، ریاست کا روایتی انتخابی نقشہ مکمل طور پر تبدیل ہو چکا ہے۔ مقتدرہ کی نئی ترجیحات اور عوامی غصے کو مدِنظر رکھتے ہوئے، آئندہ کے انتخابی اتحادوں کی ممکنہ اور حقیقت پسندانہ صورتحال درج ذیل ہیں: “کنگز پارٹی” کا قیام (ایکشن کمیٹی پلس الائنس)مقتدرہ اس وقت آزاد کشمیر کی روایتی جماعتوں (ن لیگ، پی پی پی، پی ٹی آئی) سے شدید نالاں ہے کیونکہ وہ عوامی بحران کو سنبھالنے میں ناکام رہیں۔ جوائنٹ عوامی ایکشن کمیٹی کے مقبول اور مقتدرہ نواز چہروں کو ملا کر ایک غیر علانیہ “کنگز پارٹی” یا نیا سیاسی اتحاد بنایا جا سکتا ہے اس الائنس میں ایکشن کمیٹی کے رہنماؤں کے ساتھ ساتھ مسلم کانفرنس کے باقیات اور بجلی بحران کے دوران استعفے دینے والے الیکٹبلز شامل ہوں گے۔ مقتدرہ پسِ پردہ اس نئے اتحاد کی مکمل مالی اور سیاسی پشت پناہی کرے گی تاکہ مظفرآباد اسمبلی میں ایک “فرمانبردار” سیٹ اپ لایا جا سکے۔ ن لیگ + پی پی پی عوامی ایکشن کمیٹی کے بڑھتے ہوئے سیاسی قد کاٹھ نے آزاد کشمیر کی دو بڑی روایتی جماعتوں، پاکستان مسلم لیگ (ن) اور پاکستان پیپلز پارٹی کو بقا کے خطرے میں ڈال دیا ہے۔ اپنی گرتی ہوئی مقبولیت اور ایکشن کمیٹی کے طوفان کو روکنے کے لیے ن لیگ اور پی پی پی آزاد کشمیر میں ایک باقاعدہ انتخابی اتحاد یا سیٹ ایڈجسٹمنٹ کر سکتے ہیں۔ یہ دونوں جماعتیں مقتدرہ کو یہ باور کرانے کی کوشش کریں گی کہ کشمیر میں امن و امان برقرار رکھنے کے لیے ایکشن کمیٹی جیسی “اسٹریٹ پاور” کے بجائے ان کا تجربہ کار سیاسی نیٹ ورک زیادہ قابلِ بھروسہ ہے۔ یہ اتحاد خالصتاً اپنے سیاسی بقا اور اقتدار کو بچانے کے لیے ہوگا۔ پی ٹی آئی کشمیر کا “اینٹی اسٹیبلشمنٹ” کارڈآزاد کشمیر میں پاکستان تحریک انصاف کا ایک بڑا ووٹ بینک موجود ہے، جو حالیہ دھرنوں اور حکومتی بے حسی کے بعد مزید شدت اختیار کر چکا ہے۔ پی ٹی آئی کشمیر کسی بھی ایسے اتحاد کا حصہ نہیں بنے گی جس میں مقتدرہ یا ن لیگ شامل ہو۔ پی ٹی آئی تنہا یا کشمیر کی دیگر قوم پرست جماعتوں کے ساتھ مل کر ایک سخت “اینٹی اسٹیبلشمنٹ” اور “حقوقِ کشمیر” الائنس بنا سکتی ہے اگر عوام نے یہ محسوس کیا کہ ایکشن کمیٹی نے 15 جولائی کے اعلامیے کے ذریعے مقتدرہ کے سامنے گھٹنے ٹیک دیے ہیں، تو ایکشن کمیٹی کا متبادل ووٹ بینک تیزی سے پی ٹی آئی کی طرف شفٹ ہو جائے گا، جو انتخابی نتائج کو بدل کر رکھ سکتا ہے۔ قوم پرست جماعتوں اور ایکشن کمیٹی کا “کشمیری نیشنلسٹ الائنس”آزاد کشمیر کی سیاست میں قوم پرست جماعتیں (جیسے جے کے ایل ایف یا جموں کشمیر پیپلز نیشنل پارٹی) ہمیشہ سے متحرک رہی ہیں لیکن انتخابی طور پر کمزور تھیں۔ ایکشن کمیٹی کا بنیادی بیانیہ چونکہ کشمیر کے اپنے وسائل (پانی اور بجلی) پر حق کے گرد گھومتا ہے، اس لیے قوم پرست جماعتیں ایکشن کمیٹی کے دھڑوں کے ساتھ مل کر ایک نیا “کشمیری نیشنلسٹ فرنٹ” بنا سکتی ہیں یہ اتحاد مقتدرہ اور اسلام آباد کی جماعتوں دونوں کے خلاف سخت ترین موقف اپنائے گا۔ اگرچہ یہ اتحاد مکمل حکومت بنانے کی پوزیشن میں شاید نہ ہو، لیکن یہ اسمبلی میں ایک انتہائی مضبوط اور خطرناک اپوزیشن بن کر ابھر سکتا ہے۔ مقتدرہ کا حتمی کارڈآئندہ کے انتخابی اتحادوں کا اونٹ کس کروٹ بیٹھے گا، اس کا فیصلہ شروع ہونے والے پسِ پردہ مذاکرات میں ہوگا۔ سب سے زیادہ قوی امکان یہی ہے کہ مقتدرہ ایکشن کمیٹی کے چند دھڑوں اور آزاد امیدواروں کا ایک تگڑا مکسچر تیار کرے گی تاکہ کسی بھی ایک جماعت کو اتنی اکثریت نہ ملے کہ وہ آزادانہ فیصلے کر سکے۔ کشمیر کی اگلی اسمبلی ایک شدید بٹی ہوئی اسمبلی ہوگی، جس کی ڈوریاں مکمل طور پر مقتدرہ کے ہاتھ میں ہوں گی۔آزاد جموں و کشمیر (AJK) کے عام انتخابات 27 جولائی 2026ء کو شیڈول ہیں، جس کے لیے سیاسی گہما گہمی اور انتخابی مہمات اپنے عروج پر پہنچ چکی ہیں۔ آزاد کشمیر قانون ساز اسمبلی کی کل 53 نشستیں ہیں، جن میں سے اکثریت کے لیے 27 نشستیں درکار ہوتی ہیں۔ الیکشن کمیشن کے مطابق 33 علاقائی حلقے آزاد کشمیر کی حدود میں ہیں، جبکہ 12 نشستیں مقیمِ پاکستان مہاجرینِ جموں و کشمیر کے لیے مخصوص ہیں۔ کل رجسٹرڈ ووٹرز کی تعداد 38 لاکھ سے زائد ہے، جس میں 2,001,730 مرد اور 1,802,655 خواتین ووٹرز شامل ہیں۔ سب سے بڑا حلقہ ایل اے-7 بھمبر-III ہے۔ حالیہ سول نافرمانی، دھرنوں اور جوائنٹ عوامی ایکشن کمیٹی کی جانب سے پیدا ہونے والی شدید کشیدگی کے باوجود حکومت اور الیکشن کمیشن نے واضح کیا ہے کہ جمہوریت کا یہ عمل کسی صورت نہیں رکے گا اور پولنگ مقررہ وقت پر ہی ہوگی۔یہ انتخابات ایک ایسے وقت میں ہو رہے ہیں جب پورا خطہ سیاسی بحران کی زد میں ہے۔ تنازع کی سب سے بڑی وجہ یہی 12 مخصوص مہاجرین کی نشستیں ہیں:ایکشن کمیٹی کا اعتراض: جوائنٹ عوامی ایکشن کمیٹی کا مطالبہ تھا کہ ان 12 نشستوں کو ختم کیا جائے کیونکہ پاکستان میں رہنے والے غیر مقیم افراد کشمیر کے مقامی سیاسی فیصلوں پر اثر انداز ہوتے ہیں۔ آزاد کشمیر سپریم کورٹ نے اپنے تاریخی فیصلے میں واضح کیا کہ یہ نشستیں آئینی تحفظ یافتہ ہیں اور آئینی ترمیم کے بغیر انہیں ختم نہیں کیا جا سکتا۔ اسی فیصلے کے بعد حکومت نے الیکشن کے انعقاد کو حتمی شکل دی انتخابی میدان میں اس وقت روایتی حریف آمنے سامنے ہیں، جن کی مہمات عروج پر ہیں:پاکستان مسلم لیگ (ن): ن لیگ نے پونچھ، میرپور اور مظفرآباد ڈویژنوں کے اہم حلقوں میں ٹکٹ جاری کر کے بھرپور کارنر میٹنگز شروع کر رکھی ہیں۔ راجہ فاروق حیدر (حلقہ چکار) اور چوہدری طارق فاروق (حلقہ بھمبر) جیسے بڑے نام میدان میں متحرک ہیں۔پاکستان پیپلز پارٹی کے چیئرمین بلاول بھٹو زرداری نے بھی مظفرآباد اور پونچھ ڈویژن کا ہنگامی دورہ کر کے پارٹی امیدواروں کے ساتھ انتخابی حکمتِ عملی اور منشور کو حتمی شکل دی ہے جہاں ایک طرف 750 سے زائد امیدوار میدان میں ہیں، وہیں دوسری طرف ایکشن کمیٹی کے حامیوں اور بعض قوم پرست دھڑوں کی جانب سے ریاستی رویوں اور گرفتاریوں کے خلاف شدید احتجاج اور بائیکاٹ کا دباؤ بھی موجود ہے ترجمان الیکشن کمیشن کے مطابق مہاجرین جموں و کشمیر مقیم پاکستان کے حلقوں سے اب تک 146 امیدواروں نے کاغذات نامزدگی جمع کرائے ہیں۔ اعداد و شمار کے مطابق میرپور ڈویژن سے 264، پونچھ ڈویژن سے 152 جبکہ مظفرآباد ڈویژن سے 193 امیدواروں نے کاغذات نامزدگی جمع کروائے ہیں۔ الیکشن کمیشن کے مطابق 45 انتخابی حلقوں سے مجموعی طور پر 755 امیدواروں نے کاغذات نامزدگی جمع کروائے ہیں۔ کاغذات نامزدگی جمع کروانے کی آخری تاریخ 23 جون مقرر تھی۔ دوسری جانب سیاسی جماعتوں میں ٹکٹوں کی تقسیم کا عمل مکمل نہ ہو سکا، مسلم لیگ (ن) نے 37 حلقوں سے ٹکٹ جاری کر دیے ہیں، جبکہ 8 حلقوں میں امیدواروں کا حتمی فیصلہ تاحال نہیں ہو سکا27 جولائی کے انتخابات آزاد کشمیر کی تاریخ کے پیچیدہ ترین انتخابات ثابت ہونے جا رہے ہیں۔ ایک طرف روایتی جماعتیں (ن لیگ، پی پی پی) ہر صورت الیکشن کروا کر نظام بحال کرنا چاہتی ہیں، تو دوسری طرف عوامی ایکشن کمیٹی کے احتجاجی بیانیے نے ووٹرز کے ذہنوں کو بدل دیا ہے۔ اب دیکھنا یہ ہے کہ کیا کشمیری عوام روایتی سیاست دانوں پر دوبارہ اعتماد کرتے ہیں یا دھرنوں اور تحریکوں کی کوکھ سے جنم لینے والی نئی قیادت کو اسمبلی کا راستہ دکھاتے ہیں۔

The current political scenario in Azad Jammu and Kashmir is characterized by heightened political activity and public engagement. Local electoral manipulation and intense power struggles coincide with the emergence of movements advocating for public rights, which have evolved into significant political forces and further intensified the ongoing crisis.
The Jammu and Kashmir Joint Public Action Committee emerged from this public anger, and this has shaken the state’s traditional ruling class and political parties.
The latest statement issued from the Rawalakot Dharna has raised many new questions. The main points of this declaration and their political implications are as follows:
The committee’s decision to write a letter directly to the Field Marshal, bypassing the local government or elected representatives of Azad Kashmir, shows that the movement now considers the Muzaffarabad assembly powerless.
The sending of Overseas Pakistanis Foundation Chairman Syed Qamar Raza as a special representative and the committee’s negotiations with him are evidence that behind the scenes matters are being settled. The committee has cancelled the long march citing ‘more loss of human lives’ as an excuse, but has announced to continue peaceful sit-ins. This is a classic political strategy to maintain public pressure and avoid damaging relations with the authorities. This role of the Public Action Committee in the politics of Azad Kashmir is being viewed from two different angles, which critics are calling ‘dirty politics’. The opposition and traditional parties allege that some leaders of the Action Committee are subverting the basic demands of the innocent people (cheap electricity, flour) for their personal political gain. They are using it to get tickets or seats in the upcoming elections.
The movement started with anti-government slogans, but the fact that the long march was stopped on a mere ‘assurance’ from the representatives of the ruling party is raising many doubts.
Was this movement truly popular, or was it used to overthrow or build a particular political setup?
The current Azad Kashmir government remained a mere spectator in this entire crisis. When public anger increased, they put the responsibility on the federation, which proved that the local leadership of Kashmir is only doing politics of saving their seats instead of solving public problems.
The politics of this action committee will have an impact on the future elections in Azad Kashmir: big parties like PPP, PML-N and PTI have lost their trust in the people because they did not appear to stand with the people.
The leaders of the Action Committee will now emerge as new ‘power brokers’ in Kashmir politics, and the authorities can use these faces as alternatives to traditional politicians in the elections.
The politics of Azad Kashmir has always been a game of balance between the federal and local leadership, but the game played in recent days under the guise of public rights has made politics more complicated. The decision to end the long march of the Rawalakot sit-in shows that no movement in Kashmir can move forward without a compromise with the authorities. Whether the people get cheap electricity and flour or not, as a result of this ‘political manipulation’, the seals on the political chessboard of Kashmir have definitely changed. This is the bitter truth of the politics of Azad Kashmir that no movement here can either flourish or die without the blessings of the authorities. The Rawalakot sit-in declaration of July 15, 2026 is an example of this political manipulation. For months, the people were mobilized in the name of cheap electricity, cheap flour, and a fight for rights; they were brought to the streets, subjected to state violence, and when the decisive moment came, the long march was canceled on “just an assurance”. Critics ask: Are the verbal assurances of a few bureaucrats the solution to Kashmir’s long-standing problems? Was this danger not known to the leaders when they started the movement? The truth seems to be that when the movement started getting out of control of the ruling party, it was diverted by putting pressure on the leadership or by arranging behind-the-scenes concessions.
There is a heated debate in political circles that the Joint Public Action Committee is no longer a forum for public rights, but has become a “political launching pad” for the upcoming Azad Kashmir elections. Some key leaders of the committee are presenting themselves as an alternative to the traditional politicians of Kashmir (PML-N, PPP, PTI). The ruling party has become fed up with the old and outdated political leadership of Kashmir. There is a strong possibility that these faces of the Action Committee will be used as “King’s Party” or independent candidates in the formation of the next government so that the ruling party maintains 100 percent control in the assembly. The vague decision to stop the long march but “continue peaceful sit-ins” in the declaration is a blatant attempt to keep the people satisfied. This strategy was adopted so that the people do not get the impression that the leadership has bowed down to the ruling party. These sit-ins will now be used only as a pressure pawn, the purpose of which is not to provide relief to the people but to convince the ruling party of its conditions. This politics of the People’s Action Committee before the Azad Kashmir elections has become more a part of the “power game” than a rights movement. The innocent Kashmiri people were once again used by dreaming of cheap electricity and bread, while the real benefit went to those few leaders who increased their political value by sitting at the establishment table. This chessboard of Kashmir politics is a testament to the fact that faces change, but the tactics always remain the same.After the recent crisis in Azad Kashmir, the dramatic turn of the Rawalakot sit-in and the rise of the Joint Public Action Committee, the traditional electoral map of the state has completely changed. Considering the new priorities of the ruling party and the public anger, the following are the possible and realistic scenarios for future electoral alliances: Formation of a “King’s Party” (Action Committee plus Alliance). The ruling party is currently deeply unhappy with the traditional parties of Azad Kashmir (PML-N, PPP, PTI) for their failure to handle the public crisis. An unofficial “King’s Party” or a new political alliance can be formed by combining the popular and pro-authority faces of the Joint Public Action Committee. This alliance will include the leaders of the Action Committee as well as the remnants of the Muslim Conference and the electables who resigned during the power crisis. The ruling party will provide full financial and political backing to this new alliance behind the scenes to bring a “submissive” setup to the Muzaffarabad Assembly. The growing political stature of the PML-N + PPP Awami Action Committee has put the two major traditional parties of Azad Kashmir, the Pakistan Muslim League (N) and the Pakistan Peoples Party, in danger of survival. To stem their declining popularity and the storm of the Action Committee, the PML-N and the PPP may enter into a formal electoral alliance or seat adjustment in Azad Kashmir. Both these parties will try to convince the ruling party that their experienced political network is more reliable than the “street power” like the Action Committee to maintain law and order in Kashmir. This alliance will be purely to save their political survival and power. PTI Kashmir’s “anti-establishment” card: Pakistan Tehreek-e-Insaf has a large vote bank in Azad Kashmir, which has intensified after the recent sit-ins and government apathy. PTI Kashmir will not be part of any alliance that includes the ruling party or the PML-N. PTI, alone or in conjunction with other Kashmiri nationalist parties, could forge a tough “anti-establishment” and “Kashmir rights” alliance. If the public feels that the Action Committee has bowed down to the establishment through the July 15 declaration, the Action Committee’s alternative vote bank will quickly shift towards the PTI, which could change the electoral outcome. Nationalist parties and the Action Committee’s “Kashmir Nationalist Alliance” Nationalist parties (such as the JKLF or the Jammu and Kashmir People’s National Party) have always been active in the politics of Azad Kashmir but have been electorally weak. Since the Action Committee’s core narrative revolves around Kashmir’s right to its own resources (water and electricity), nationalist parties could join forces with the Action Committee factions to form a new “Kashmir Nationalist Front.” This alliance would take a tough stance against both the establishment and the parties in Islamabad. Although this alliance may not be in a position to form a full-fledged government, it could emerge as a very strong and dangerous opposition in the assembly. The final card of the ruling party: The camel of the upcoming electoral alliances will be decided in the behind-the-scenes negotiations that are about to begin. The most likely outcome is that the ruling party will prepare a strong mix of a few factions of the Action Committee and independent candidates so that no single party gets enough of a majority to make independent decisions. The next assembly of Kashmir will be a highly divided assembly, the strings of which will be completely in the hands of the ruling party.The general elections in Azad Jammu and Kashmir (AJK) are scheduled for July 27, 2026, for which political excitement and election campaigns have reached their peak. The Azad Kashmir Legislative Assembly has a total of 53 seats, of which 27 seats are required for a majority. According to the Election Commission, 33 regional constituencies are within the boundaries of Azad Kashmir, while 12 seats are reserved for refugees from Jammu and Kashmir residing in Pakistan. The total number of registered voters is over 3.8 million, including 2,001,730 male and 1,802,655 female voters. The largest constituency is LA-7 Bhimber-III. Despite the recent civil disobedience, sit-ins, and intense tension created by the Joint Public Action Committee, the government and the Election Commission have made it clear that this process of democracy will not stop under any circumstances and polling will be held on time. These elections are being held at a time when the entire region is in the throes of a political crisis. The biggest reason for the dispute is these 12 special refugee seats: Objection of the Action Committee: The Joint Public Action Committee demanded that these 12 seats be abolished because non-residents living in Pakistan influence the local political decisions of Kashmir. The Azad Kashmir Supreme Court clarified in its historic decision that these seats are constitutionally protected and cannot be abolished without a constitutional amendment. After this decision, the government finalized the holding of elections. At present, traditional rivals are facing each other in the electoral arena, whose campaigns are in full swing: Pakistan Muslim League (N): The PML-N has issued tickets in important constituencies of Poonch, Mirpur and Muzaffarabad divisions and has started intensive corner meetings. Big names like Raja Farooq Haider (Chakar constituency) and Chaudhry Tariq Farooq (Bhimbar constituency) are active in the field. Pakistan Peoples Party Chairman Bilawal Bhutto Zardari has also made an emergency visit to Muzaffarabad and Poonch divisions and finalized the election strategy and manifesto with the party candidates, where on one hand more than 750 candidates are in the fray, while on the other hand there is strong protest and boycott pressure from supporters of the Action Committee and some nationalist factions against the state’s behavior and arrests. According to the Election Commission spokesperson, 146 candidates have submitted their nomination papers so far from the constituencies of refugees from Jammu and Kashmir residing in Pakistan. According to the data, 264 candidates have submitted their nomination papers from Mirpur division, 152 from Poonch division, and 193 from Muzaffarabad division. According to the Election Commission, a total of 755 candidates have submitted their nomination papers from 45 constituencies. The last date for submission of nomination papers was set for June 23. On the other hand, the process of distributing tickets among political parties could not be completed; the Muslim League (N) has issued tickets from 37 constituencies, while the final decision on candidates in 8 constituencies has not yet been made. The July 27 elections are going to prove to be the most complicated elections in the history of Azad Kashmir. On one hand, the traditional parties (PML-N, PPP) want to restore the system by holding elections at all costs, while on the other hand, the protest narrative of the Awami Action Committee has changed the minds of the voters. Now it remains to be seen whether the Kashmiri people will trust the traditional politicians again or show the way to the assembly to the new leadership born from the womb of sit-ins and movements.
