Kuwait has officially released the details of the defense cooperation agreement with Pakistan. This agreement was signed between the two countries in 2023, which has now been published in the official gazette by the Kuwaiti government. Under the agreement, the two countries will cooperate in the fields of military training and education, while various steps will be taken to further strengthen the ties between the armed forces. In addition, the two countries will also cooperate with each other in logistics and military assistance. According to the agreement, military personnel and experts will be exchanged, while mutual cooperation in the fields of scientific and technical cooperation, military intelligence, information technology and communications will also be promoted. The two countries will also promote exchanges in sports, cultural and social activities and annual plans will be prepared for organizing joint activities. It has also been decided that complete protection of confidential information will be ensured even after its termination. Any disagreement or dispute will be resolved through mutual consultation and negotiations and such disputes will not be submitted to the International Court of Justice or any third party for arbitration. The agreement can be amended with the mutual written consent of both countries, while either country has the right to terminate the agreement by giving 70 days’ written notice. معاہدے کے تحت پاکستان اور کویت مشترکہ تربیت کریں گے، معلومات اور انٹیلی جنس کا تبادلہ کریں گے اور سائنسی اور تکنیکی تعاون کو آگے بڑھائیں گے۔ اس میں فوجی اہلکاروں، تکنیکی ماہرین اور متعدد شعبوں کے ماہرین کے تبادلے، دوطرفہ دفاعی مصروفیات اور ادارہ جاتی رابطوں کو مضبوط کرنے کی بھی سہولت فراہم کی گئی ہے۔ اس معاہدے کے تحت دونوں ممالک فوجی تربیت، تعلیم، لاجسٹکس، فوجی امداد اور مسلح افواج کے درمیان تعاون کو فروغ دیں گے، جبکہ فوجی اہلکاروں اور ماہرین کے تبادلے سمیت مختلف شعبوں میں مشترکہ اقدامات بھی کیے جائیں گے۔ پاکستان اور کویت کے درمیان سفارتی تعلقات میں حالیہ پیش رفت اس بات کا ثبوت ہے کہ دونوں برادر ممالک کے درمیان شراکت داری صرف روایتی نہیں ہے بلکہ وقت کے ساتھ ساتھ مزید گہرا اور مضبوط ہو رہی ہے۔ کویت نے پاکستان کے ساتھ دفاعی تعاون کے معاہدے کی تفصیلات باضابطہ طور پر جاری کر دیں۔ یہ معاہدہ دونوں ممالک کے درمیان 2023 میں ہوا تھا جسے اب کویتی حکومت نے سرکاری گزٹ میں شائع کر دیا ہے۔ معاہدے کے تحت دونوں ممالک فوجی تربیت اور تعلیم کے شعبوں میں تعاون کریں گے جب کہ مسلح افواج کے درمیان تعلقات کو مزید مضبوط بنانے کے لیے مختلف اقدامات کیے جائیں گے۔ اس کے علاوہ دونوں ممالک لاجسٹک اور فوجی امداد میں بھی ایک دوسرے کے ساتھ تعاون کریں گے۔ معاہدے کے مطابق فوجی اہلکاروں اور ماہرین کا تبادلہ کیا جائے گا جبکہ سائنسی اور تکنیکی تعاون، ملٹری انٹیلی جنس، انفارمیشن ٹیکنالوجی اور مواصلات کے شعبوں میں بھی باہمی تعاون کو فروغ دیا جائے گا۔ دونوں ممالک کھیلوں، ثقافتی اور سماجی سرگرمیوں میں تبادلوں کو بھی فروغ دیں گے اور مشترکہ سرگرمیوں کے انعقاد کے لیے سالانہ پلان تیار کیا جائے گا۔ یہ بھی فیصلہ کیا گیا ہے کہ خفیہ معلومات کے خاتمے کے بعد بھی اس کے مکمل تحفظ کو یقینی بنایا جائے گا۔ کسی بھی اختلاف یا تنازع کو باہمی مشاورت اور گفت و شنید سے حل کیا جائے گا اور ایسے تنازعات کو بین الاقوامی عدالت انصاف یا کسی تیسرے فریق کو ثالثی کے لیے پیش نہیں کیا جائے گا۔ معاہدے میں دونوں ممالک کی باہمی تحریری رضامندی سے ترمیم کی جا سکتی ہے، جب کہ کسی بھی ملک کو 70 دن کا تحریری نوٹس دے کر معاہدہ ختم کرنے کا حق ہے۔ واضح رہے کہ پاکستان اور کویت کے درمیان دفاعی تعاون کے اس معاہدے پر 11 جون 2023 کو کویت میں دستخط کیے گئے تھے۔
